| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives are saddened to learn of the death of Edwin | 4 | | Frederick "Fritz" Goebig II of Springfield, who passed away on | 5 | | October 8, 2017; and
| 6 | | WHEREAS, Fritz was born in the Detroit-area suburbs to | 7 | | Victor Herbert Goebig and Evelyn Berneice Swartz on Easter | 8 | | Sunday, April 4, 1953; he graduated from the Punahou School in | 9 | | Honolulu,
the University of Pennsylvania, and the Washington | 10 | | University
School of Law in St. Louis; and
| 11 | | WHEREAS, Fritz joined the Legislative Reference Bureau as a | 12 | | staff attorney in 1980 and developed an
expertise in drafting | 13 | | pension legislation that remains
unparalleled; he was | 14 | | appointed Deputy Director in 1991 and assumed administrative | 15 | | duties and mentored new drafters in the intricacies of crafting
| 16 | | legislative documents; he retired in 2003, but returned to | 17 | | serve the Bureau as a Senior Counsel during legislative | 18 | | sessions until earlier this year, teaching the craft of | 19 | | legislative drafting to a new generation of drafters; and | 20 | | WHEREAS, Fritz was one of the founding members of the | 21 | | Government Bar Association, an
organization that he served | 22 | | tirelessly in a myriad of roles; and |

| 1 | | WHEREAS, Fritz had a warm and generous nature and always | 2 | | enjoyed talking with those he encountered during the day; he | 3 | | enjoyed classical music, opera, sumo wrestling, and wine; and
| 4 | | WHEREAS, Fritz was preceded in death by his parents; Lisa | 5 | | Machnowski Moreno, his longtime significant other and | 6 | | companion met during law school; and other extended family; and
| 7 | | WHEREAS, Fritz is survived by his fiancee, Karen Alice | 8 | | Kloppe; her brothers, George Kloppe (Alexander) and Thomas | 9 | | Kloppe; Jill Aller, Gregory Machnowski, and Shelley Townsend; | 10 | | and the remaining siblings of Lisa Moreno; therefore, be it
| 11 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 12 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 13 | | mourn the passing of Edwin Frederick "Fritz" Goebig II, and | 14 | | extend our sincere condolences to his family, friends, and all | 15 | | who knew and loved him; and be it further
| 16 | | RESOLVED, That a suitable copy of this resolution be | 17 | | presented to the family of Fritz as an expression of our | 18 | | deepest sympathy.
