Amends the Legislative Commission Reorganization Act of 1984. Provides that the Architect of the Capitol is authorized and empowered to secure designs for a statue of the Reverend Dr. Martin Luther King Jr., to be erected on the grounds of the State Capitol Complex. Establishes the Illinois State Capitol Statue and Monument Commission to review and advise the Architect of the Capitol on a design for a statue of the Reverend Dr. Martin Luther King Jr. Provides for membership of the Commission. Provides further requirements concerning Commission meetings, compensation, and administrative support. Provides that the Commission shall be dissolved upon the placement of the statue. Provides that the Architect of the Capitol is authorized and empowered to acquire, erect on the grounds of the State Capitol Complex, and maintain the statue of the Reverend Dr. Martin Luther King Jr. from a design based upon the advice provided by the Illinois State Capitol Statue and Monument Commission. Provides for the placement and unveiling of the statue within a reasonable period of time after the effective date of the amendatory Act, but no later than January 1, 2025. Provides funding for the payment of expenses associated with the placement of the statue from the Capitol Restoration Trust Fund. Repeals provisions on January 1, 2026.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Legislative Commission Reorganization Act | 5 | | of 1984 is amended by changing Section 8A-35 and by adding | 6 | | Section 8A-60 as follows: | 7 | | (25 ILCS 130/8A-35)
| 8 | | Sec. 8A-35. Capitol Restoration Trust Fund; | 9 | | appropriations.
| 10 | | (a) The Capitol Restoration Trust Fund is created as a | 11 | | special fund within
the State treasury. The Fund may accept | 12 | | deposits from any source, whether
private or public, and may | 13 | | be appropriated only for the use of the Architect of
the | 14 | | Capitol in the performance of his or her powers and duties. The | 15 | | Architect
of the Capitol may seek private and public funds for | 16 | | deposit into the Capitol
Restoration Trust Fund.
| 17 | | (a-5) The Capitol Restoration Trust Fund shall contain a | 18 | | separate account for the deposit of funds donated for the | 19 | | payment of expenses associated with the placement of a statue | 20 | | on the grounds of the State Capitol Complex depicting the | 21 | | Reverend Dr. Martin Luther King Jr., as provided under Section | 22 | | 8A-60. The separate account may accept deposits from any | 23 | | source, whether private or public, and may be appropriated for |

| 1 | | use by the Architect of the Capitol for expenses associated | 2 | | with the acquisition, placement, and maintenance of the statue | 3 | | of the Reverend Dr. Martin Luther King Jr., as authorized | 4 | | under Section 8A-60. The Architect of the Capitol may seek | 5 | | private and public funds for deposit into the separate account | 6 | | of the Capitol Restoration Trust Fund established under this | 7 | | subsection (a-5). This subsection (a-5) is inoperative on | 8 | | January 1, 2026. | 9 | | (b) The Architect of the Capitol shall submit all budget | 10 | | requests to
implement the master plan that relate to areas of | 11 | | the legislative complex other
than the State Capitol Building | 12 | | to the
Capitol Historic Preservation Board for review and | 13 | | comment. The Architect of
the Capitol shall submit all budget
| 14 | | requests to the Board of the Office of the Architect of the | 15 | | Capitol for
approval.

| 1 | | Reverend Dr. Martin Luther King Jr. The Commission shall | 2 | | consist of the following members: | 3 | | (1) the Governor or his or her designee; | 4 | | (2) the Secretary of State or his or her designee; | 5 | | (3) the President of the Senate or his or her | 6 | | designee; | 7 | | (4) the Minority Leader of the Senate or his or her | 8 | | designee; | 9 | | (5) the Speaker of the House of Representatives or his | 10 | | or her designee; | 11 | | (6) the Minority Leader of the House of | 12 | | Representatives or his or her designee; and | 13 | | (7) the Architect of the Capitol or his or her | 14 | | designee. | 15 | | (c) The Commission shall hold its first meeting as soon as | 16 | | practicable after the effective date of this amendatory Act of | 17 | | the 102nd General Assembly, and shall hold as many meetings as | 18 | | deemed necessary for its purposes under this Section. Members | 19 | | of the Commission shall serve without compensation. The Office | 20 | | of the Architect of the Capitol shall provide administrative | 21 | | support to the Commission. Any member of the Commission who | 22 | | leaves office before the work of the Commission is completed | 23 | | shall be permitted to remain on the Commission after leaving | 24 | | office if that member held his or her prior office for at least | 25 | | 20 consecutive years. The Commission shall be dissolved upon | 26 | | the placement of the statue of the Reverend Dr. Martin Luther |

| 1 | | King Jr. as provided under this Section. | 2 | | (d) The Architect of the Capitol is authorized and | 3 | | empowered to acquire, erect on the grounds of the State | 4 | | Capitol Complex, and maintain a statue of the Reverend Dr. | 5 | | Martin Luther King Jr. from a design based upon the advice | 6 | | provided by the Illinois State Capitol Statue and Monument | 7 | | Commission. | 8 | | (e) The Architect of the Capitol shall take actions | 9 | | necessary to provide for the placement and unveiling of the | 10 | | statue authorized under this Section within a reasonable | 11 | | period of time after the effective date of this amendatory Act | 12 | | of the 102nd General Assembly, but no later than January 1, | 13 | | 2025. | 14 | | (e) This Section is repealed on January 1, 2026.
