Amends the Property Tax Code. Provides that if the office of township assessor is discontinued in a township located in a county with 50,000 or more inhabitants, then the county assessor or supervisor of assessments shall assume the duties of the assessor. Amends the Township Code. Provides that if township organization is discontinued in a township located in a county with 50,000 or more inhabitants, then the county board shall assume all powers and duties of the township as a part of their regular duties and receive no additional compensation. Sets forth procedures for the establishment of a committee to oversee the discontinuance process, the keeping of records, and the disposal of township property. Amends the Public Health District Act. Provides that if township organization is discontinued in a township located in a county with 50,000 or more inhabitants, then the county board members shall be the board of health for the public health district. Amends the Highway Code. Provides that if township organization is discontinued in a township located in a county with 50,000 or more inhabitants, then the county superintendent of highways or the county engineer, as applicable, shall assume the duties of highway commissioner. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Property Tax Code is amended by adding | 5 | | Section 3-70 as follows: | 6 | | (35 ILCS 200/3-70 new) | 7 | | Sec. 3-70. Cessation of township assessor. If township | 8 | | organization in a township located in a county with 50,000 or | 9 | | more inhabitants ceases as provided in Section 25-30 of the | 10 | | Township Code, then the county assessor or supervisor of | 11 | | assessments, as applicable, shall assume the duties of the | 12 | | township assessor under this Code. | 13 | | Section 10. The Township Code is amended by adding Section | 14 | | 25-30 as follows: | 15 | | (60 ILCS 1/25-30 new) | 16 | | Sec. 25-30. Discontinuance of township organization in a | 17 | | township located in a county with 50,000 or more inhabitants. | 18 | | (a) If township organization ceases in a township located | 19 | | in a county with 50,000 or more inhabitants, then the county | 20 | | board of the county where the township was located shall, no | 21 | | later than 2 years after the question for discontinuance was |

| 1 | | approved by the voters, assume all powers and duties of the | 2 | | township, and be subject to all the liabilities as provided in | 3 | | other cases of counties not under township organization. | 4 | | Within 3 months after the question for discontinuance was | 5 | | approved by the voters, a committee shall be established to | 6 | | oversee all duties related to the discontinuance of township | 7 | | organization. The committee shall consist of 7 members, with 4 | 8 | | members appointed by the county board and 3 members appointed | 9 | | by the township supervisor. The committee shall: | 10 | | (i) develop a transition plan concerning the transfer | 11 | | of township records, property, assets, leases, and | 12 | | contracts, and address the status of township personnel; | 13 | | (ii) hold a public meeting outlining the transition | 14 | | plan within one year after the question for discontinuance | 15 | | was approved by the voters; | 16 | | (iii) issue a report that outlines any issues related | 17 | | to the discontinuance concerning taxes and the cost of the | 18 | | discontinuance process, and make the report available for | 19 | | public viewing; and | 20 | | (iv) complete the process of discontinuance within 2 | 21 | | years after the question for discontinuance was approved by | 22 | | the voters. | 23 | | (b) The transition plan must be submitted to and approved | 24 | | by a majority vote of both the township board and the county | 25 | | board. | 26 | | (c) Notice of the meeting held pursuant to subsection (ii) |

| 1 | | of Section (a) shall be published in a newspaper of general | 2 | | circulation within the county at least 30 days before the | 3 | | meeting. | 4 | | (d) Upon discontinuance of township organization, the | 5 | | records of the township shall be deposited in the county | 6 | | clerk's office. | 7 | | (e) If township organization is discontinued, then the | 8 | | remaining property and assets of that township shall be | 9 | | appraised and distributed to the county. The county board may | 10 | | close up all unfinished business of the township and sell and | 11 | | dispose of any of the property belonging to the township, as | 12 | | fully as might have been done by the township itself. | 13 | | (f) The county board shall receive no additional | 14 | | compensation for the duties performed under this Section, | 15 | | Section 3-70 of the Property Tax Code, or Section 25 of the | 16 | | Public Health District Act. | 17 | | Section 15. The Public Health District Act is amended by | 18 | | adding Section 25 as follows: | 19 | | (70 ILCS 905/25 new) | 20 | | Sec. 25. Cessation of township organization. If the | 21 | | township organization in a township located in a county with | 22 | | 50,000 or more inhabitants ceases as provided in Section 25-30 | 23 | | of the Township Code, then the members of the county board | 24 | | shall be the board of health for the public health district |
