| 1 | | AN ACT concerning education.
| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The School Safety Drill Act is amended by | 5 | | changing Section 25 as follows: | 6 | | (105 ILCS 128/25)
| 7 | | Sec. 25. Annual review. | 8 | | (a) Each public school district, through its school board | 9 | | or the board's designee, shall conduct a minimum of one annual | 10 | | meeting at which it will review each school building's | 11 | | emergency and crisis response plans, protocols, and procedures | 12 | | and each building's compliance with the school safety drill | 13 | | programs. The purpose of this annual review shall be to review | 14 | | and update the emergency and crisis response plans, protocols, | 15 | | and procedures and the school safety drill programs of the | 16 | | district and each of its school buildings. | 17 | | (b) Each school board or the board's designee is required | 18 | | to participate in the annual review and to invite each of the | 19 | | following parties to the annual review and provide each party | 20 | | with a minimum of 30-days' notice before the date of the annual | 21 | | review: | 22 | | (1) The principal of each school within the school | 23 | | district or his or her official designee. |

| 1 | | (2) Representatives from any other education-related | 2 | | organization or association deemed appropriate by the | 3 | | school district. | 4 | | (3) Representatives from all local first responder | 5 | | organizations to participate, advise, and consult in the | 6 | | review process, including, but not limited to: | 7 | | (A) the appropriate local fire department or | 8 | | district; | 9 | | (B) the appropriate local law enforcement agency; | 10 | | (C) the appropriate local emergency medical | 11 | | services agency if the agency is a separate, local | 12 | | first responder unit; and | 13 | | (D) any other member of the first responder or | 14 | | emergency management community that has contacted the | 15 | | district superintendent or his or her designee during | 16 | | the past year to request involvement in a school's | 17 | | emergency planning or drill process. | 18 | | (4) The school board or its designee may also choose to | 19 | | invite to the annual review any other persons whom it | 20 | | believes will aid in the review process, including, but not | 21 | | limited to, any members of any other education-related | 22 | | organization or the first responder or emergency | 23 | | management community. | 24 | | (c) Upon the conclusion of the annual review, the school | 25 | | board or the board's designee shall sign a one page report, | 26 | | which may be in either a check-off format or a narrative |

| 1 | | format, that does the following: | 2 | | (1) summarizes the review's recommended changes to the | 3 | | existing school safety plans and drill plans; | 4 | | (2) lists the parties that participated in the annual | 5 | | review, and includes the annual review's attendance | 6 | | record; | 7 | | (3) certifies that an effective review of the emergency | 8 | | and crisis response plans, protocols, and procedures and | 9 | | the school safety drill programs of the district and each | 10 | | of its school buildings has occurred; | 11 | | (4) states that the school district will implement | 12 | | those plans, protocols, procedures, and programs, during | 13 | | the academic year; and | 14 | | (5) includes the authorization of the school board or | 15 | | the board's designee ; . | 16 | | (6) reports any renovation or addition to a school | 17 | | building or a change in the floor plan, any emergency and | 18 | | crisis response plan, or any evacuation plan of a school | 19 | | building; and | 20 | | (7) acknowledges that there has been submission of a | 21 | | change in floor plans, an emergency and crisis response | 22 | | plan, or an evacuation plan to the local fire department, | 23 | | the local law enforcement agency, or other emergency | 24 | | responders as provided under subsection (f) of this | 25 | | Section. | 26 | | (d) The school board or its designee shall send a copy of |

| 1 | | the report to each party that participates in the annual review | 2 | | process and to the appropriate regional superintendent of | 3 | | schools. If any of the participating parties have comments on | 4 | | the certification document, those parties shall submit their | 5 | | comments in writing to the appropriate regional | 6 | | superintendent. The regional superintendent shall maintain a | 7 | | record of these comments. The certification document may be in | 8 | | a check-off format or narrative format, at the discretion of | 9 | | the district superintendent. | 10 | | (e) The review must occur at least once during the fiscal | 11 | | year, at a specific time chosen at the school district | 12 | | superintendent's discretion.
| 13 | | (f) Within 30 days after completion of any renovation or | 14 | | addition to a school building or a change in the floor plan, an | 15 | | emergency and crisis response plan, or an evacuation plan of a | 16 | | school building that modifies a previously approved emergency | 17 | | and crisis response plan at least 60 days prior to the meeting | 18 | | required under subsection (a) of this Section, the school board | 19 | | or its designee shall contact the local fire department, the | 20 | | local law enforcement agency, and other emergency responders to | 21 | | set up a meeting to review any changes in procedures and | 22 | | protocols affected by building modifications as a result of | 23 | | renovations, additions, or changes in floor plans, an emergency | 24 | | and crisis response plan, or an evacuation plan. | 25 | | (Source: P.A. 96-734, eff. 8-25-09.)
