| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of Richard B. "Dick" Whitlock of | 4 | | Bloomington, who passed away on June 12, 2018; and
| 5 | | WHEREAS, Dick Whitlock was born in Jefferson City, Missouri | 6 | | to Bert Mills and Jane Edna Bingemann Whitlock on June 1, 1943; | 7 | | he was an Eagle Scout and throughout high school and college | 8 | | worked on Boy Scout camp staffs; he graduated from Gustavus | 9 | | Adolphus College with a Bachelor of Science in Business | 10 | | Education; he later earned an Master of Business Administration | 11 | | from the University of Illinois and married Susan Steinkamp on | 12 | | June 12, 1965; and
| 13 | | WHEREAS, Dick Whitlock taught high school business in | 14 | | Adrian, Minnesota; he then served for 10 years as a Boy Scout | 15 | | Executive in Wisconsin, Indiana, and Illinois; in 1976, he | 16 | | began working at Illinois Wesleyan University (IWU) and led the | 17 | | talented team whose achievements enabled the building of the | 18 | | Evelyn Chapel, the Shirk Center, Ames Library, and the Science | 19 | | Center; after 28 years at IWU, he retired as Vice President of | 20 | | University Advancement; and
| 21 | | WHEREAS, Dick Whitlock was an active member of the | 22 | | Resurrection Lutheran Church, where he enjoyed coordinating |

| 1 | | meals at Safe Harbor; he was a devoted husband and loved being | 2 | | a father and grandfather; and
| 3 | | WHEREAS, Dick Whitlock was preceded in death by his parents | 4 | | and his brother, Lawrence Whitlock; and
| 5 | | WHEREAS, Dick Whitlock is survived by his wife, Susan; his | 6 | | children, Richard M. and Brett R. (Jennifer) Whitlock; his | 7 | | grandchildren, Victoria, Angela, Owen, and Ari Whitlock; his | 8 | | brother, James (Missy) Whitlock; his sister, Joyce Voytek; and | 9 | | numerous nieces and nephews; therefore, be it
| 10 | | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL | 11 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 12 | | Richard B. "Dick" Whitlock, and extend our sincere condolences | 13 | | to his family, friends, and all who knew and loved him; and be | 14 | | it further
| 15 | | RESOLVED, That a suitable copy of this resolution be | 16 | | presented to the family of Dick Whitlock as an expression of | 17 | | our deepest sympathy.
