| 2 | | WHEREAS, According to the Pew Hispanic Center, there were | 3 | | 11.1 million unauthorized immigrants living in the United | 4 | | States in 2011; and
| 5 | | WHEREAS, Deportations have reached record levels under | 6 | | President Obama, rising to an annual average of nearly 400,000 | 7 | | since 2009; and
| 8 | | WHEREAS, According to United States Representatives Raul | 9 | | M. Grijalva and Yvette Clarke, although the Obama | 10 | | Administration reportedly prioritized deporting only | 11 | | criminals, many individuals with no serious criminal history | 12 | | consistently have been deported; and
| 13 | | WHEREAS, Increased deportations and a continuously broken | 14 | | immigration system exacerbate the living conditions of United | 15 | | States citizen children whose parents have been deported; and
| 16 | | WHEREAS, Separation of children from their parents, | 17 | | irrespective of immigration status, always results in severe | 18 | | consequences for young children who are left with no parental | 19 | | guidance or care and a highly unstable financial situation; and | 20 | | WHEREAS, As immigration continues to be at the center of a |

| 1 | | national debate, President Obama and Congress must implement a | 2 | | more humanitarian immigration policy that keeps families | 3 | | together; and | 4 | | WHEREAS, The State of Illinois is home to over 2 million | 5 | | immigrants, of which approximately 425,000 to 625,000 are | 6 | | unauthorized to live in the United States; and | 7 | | WHEREAS, Many members of Congress recently signed a letter | 8 | | requesting that President Obama suspend any further | 9 | | deportations; and | 10 | | WHEREAS, Since Illinois is home to a large number of | 11 | | unauthorized immigrants from all parts of the world, this state | 12 | | should make it a priority to keep families together and | 13 | | continue to press President Obama and Congress for a solution | 14 | | to our broken federal immigration system; therefore, be it
| 15 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 16 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 17 | | urge President Barack Obama to take executive action to suspend | 18 | | any further deportations of unauthorized individuals with no | 19 | | serious criminal history; and be it further
