| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of James D. Kell of Rochester, formerly of | 4 | | Springfield, who passed away on September 13, 2020; and
| 5 | | WHEREAS, James Kell was born to Cecil and Ruth (Copple) | 6 | | Kell in Centralia on March 3, 1925; upon graduation from high | 7 | | school, he proudly served in the U.S. Army from 1943 to 1946; | 8 | | he earned two Overseas Service Bars, an American Campaign | 9 | | Medal, a European African Middle Eastern Campaign Medal with | 10 | | two Bronze Battle Stars, a Good Conduct Medal, and the World | 11 | | War II Victory Medal; he was proud to have attended an honor | 12 | | flight to Washington D.C. later in life;
he married Margaret | 13 | | Ann Murphy on November 4, 1949; and
| 14 | | WHEREAS, James Kell worked as a draftsman; he was first | 15 | | employed by Sangamo Electric and then by Dickey John; he | 16 | | retired in 1989; and
| 17 | | WHEREAS, James Kell loved working with his hands; he | 18 | | enjoyed model railroading (N Gauge) and playing golf; his | 19 | | greatest source of joy was his family, particularly his | 20 | | grandchildren; and
| 21 | | WHEREAS, James Kell was preceded in death by his wife; his |

| 1 | | parents; his two brothers; his two sisters; and one | 2 | | great-grandson; and
| 3 | | WHEREAS, James Kell is survived by his four children, Kevin | 4 | | (Peggy) Kell, Mary Ann Mitchell, Karen (Rick) Vance, and Tim | 5 | | (Suzanne) Kell; his eleven grandchildren; and his seven | 6 | | great-grandchildren; therefore, be it
| 7 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | 8 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
| 9 | | James D. Kell and extend our sincere
condolences to his family, | 10 | | friends, and all who knew and loved
him; and be it further
| 11 | | RESOLVED, That a suitable copy of this resolution be
| 12 | | presented to the family of James Kell as an expression of
our | 13 | | deepest sympathy.
