| 2 | | WHEREAS, The members of the Illinois Senate are saddened | 3 | | to learn of the death of Major Charles Robert Harper, U.S. Air | 4 | | Force (Ret) of Moline, who passed away on July 25, 2022; and
| 5 | | WHEREAS, Charles Harper was born to Charles I. and Nelle | 6 | | L. (Putnam) Harper near Powersville, Missouri on September 1, | 7 | | 1931; he graduated from Powersville High School in 1949; he | 8 | | married Shirley Ask Scott on November 9, 1976, and they | 9 | | settled in Davenport, Iowa; and
| 10 | | WHEREAS, From 1950 to 1972, Charles Harper served in the | 11 | | U.S. Navy during the Korean War and the U.S. Air Force during | 12 | | the Vietnam War; he completed flight training in January 1957; | 13 | | prior to leaving the military, he attained the rank of major; | 14 | | and
| 15 | | WHEREAS, Charles Harper was employed as the airport | 16 | | manager of the Davenport Municipal Airport in Davenport, Iowa | 17 | | until his retirement in 1992; and
| 18 | | WHEREAS, Charles Harper was preceded in death by his | 19 | | parents and his siblings, Kay Mudd, Marie Sharp, Paul Barnes, | 20 | | and A. C. Barnes; and

| 1 | | WHEREAS, Charles Harper is survived by his wife, Shirley; | 2 | | his daughters, Bambi (Brad) Flanner, Michelle (Carl) | 3 | | Landriault, and Lisa (Chad) Rowley; his sons, Charles (Susan) | 4 | | Harper and Lane (Lisa) Scott; his grandchildren, Brookley, | 5 | | Jonah, Brandy, Brittanie, Amanda, Brian, Alix, Travis, | 6 | | Jessica, Lindsey, Nick, and Samantha; and his brother, Jesse | 7 | | Harper; therefore, be it
| 8 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | 9 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 10 | | Major Charles Robert Harper, U.S. Air Force (Ret) and extend | 11 | | our sincere condolences to his family, friends, and all who | 12 | | knew and loved him; and be it further
