| 1 | | SENATE RESOLUTION | 2 | | WHEREAS, The members of the Illinois Senate are saddened | 3 | | to learn of the death of William Gail "Bill" Troyer Jr. M.D. of | 4 | | Oak Park, who passed away on June 20, 2023 at the age of 89; | 5 | | and | 6 | | WHEREAS, Dr. Troyer was born to William Sr. and Jane | 7 | | Troyer in South Bend, Indiana on January 16, 1934; and | 8 | | WHEREAS, Dr. Troyer received a bachelor's degree in | 9 | | economics from Williams College in 1956, where he wrote for | 10 | | the school's newspaper and was an active member of the Psi | 11 | | Upsilon fraternity; and | 12 | | WHEREAS, Dr. Troyer received a medical degree from the | 13 | | University of Pittsburgh Medical School; during this time, he | 14 | | married Loretta Edwards, a nursing student from a nearby | 15 | | college, in 1959; and | 16 | | WHEREAS, Dr. Troyer began his career with fellowships at | 17 | | Duke University and the University of Oklahoma, where he | 18 | | conducted impactful research on beta blockers that has | 19 | | benefited millions of people since the 1960s; and | 20 | | WHEREAS, Dr. Troyer served in the U.S. Army during the |

| 1 | | Vietnam War, conducting medical research in Washington D.C.; | 2 | | after his service, he accepted a job at the University of | 3 | | Wisconsin Medical School; and | 4 | | WHEREAS, Dr. Troyer and his family settled in Oak Park in | 5 | | 1974, where he worked as an administrator and clinical | 6 | | professor at the University of Illinois Chicago; he rose to | 7 | | the position of chief of staff for a decade before retiring in | 8 | | the late 1990s; his compassionate nature led him to check in | 9 | | with his patients even through his administrative work and | 10 | | retirement; and | 11 | | WHEREAS, Dr. Troyer valued community service and was an | 12 | | active member of various organizations, including the Illinois | 13 | | State Medical Society, the Economic Club of Chicago, Oak Park | 14 | | Township, and the West Suburban Hospital College of Nursing; | 15 | | and | 16 | | WHEREAS, Dr. Troyer was also interested in non-scientific | 17 | | research, specifically about his favorite military and | 18 | | political hero, General Dwight D. Eisenhower; after logging | 19 | | many hours in the Eisenhower Presidential Library, he | 20 | | discovered new details of the president's life that were | 21 | | previously unknown to historians; and | 22 | | WHEREAS, Dr. Troyer was preceded in death by his wife and |

| 1 | | his sister, Portia Kelley; and | 2 | | WHEREAS, At the time of his passing, Dr. Troyer was | 3 | | survived by his sons, William Troyer III and Stephen Troyer; | 4 | | his daughter, Judy (Richard) Deogracias; his grandchildren, | 5 | | Wade Troyer, Amelia (William O'Leary) Troyer, George Troyer, | 6 | | Raymond Deogracias, and Lourdes Deogracias; and his | 7 | | great-granddaughter, Seraphina Loretta O'Leary; therefore, be | 8 | | it | 9 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL | 10 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 11 | | William Gail "Bill" Troyer Jr. M.D. and extend our sincere | 12 | | condolences to his family, friends, and all who knew and loved | 13 | | him; and be it further | 14 | | RESOLVED, That a suitable copy of this resolution be | 15 | | presented to the family of Dr. Troyer as an expression of our | 16 | | deepest sympathy. |
