SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of William Gail "Bill" Troyer Jr. M.D. of
4Oak Park, who passed away on June 20, 2023 at the age of 89;
5and
 
6    WHEREAS, Dr. Troyer was born to William Sr. and Jane
7Troyer in South Bend, Indiana on January 16, 1934; and
 
8    WHEREAS, Dr. Troyer received a bachelor's degree in
9economics from Williams College in 1956, where he wrote for
10the school's newspaper and was an active member of the Psi
11Upsilon fraternity; and
 
12    WHEREAS, Dr. Troyer received a medical degree from the
13University of Pittsburgh Medical School; during this time, he
14married Loretta Edwards, a nursing student from a nearby
15college, in 1959; and
 
16    WHEREAS, Dr. Troyer began his career with fellowships at
17Duke University and the University of Oklahoma, where he
18conducted impactful research on beta blockers that has
19benefited millions of people since the 1960s; and
 
20    WHEREAS, Dr. Troyer served in the U.S. Army during the

1Vietnam War, conducting medical research in Washington D.C.;
2after his service, he accepted a job at the University of
3Wisconsin Medical School; and
 
4    WHEREAS, Dr. Troyer and his family settled in Oak Park in
51974, where he worked as an administrator and clinical
6professor at the University of Illinois Chicago; he rose to
7the position of chief of staff for a decade before retiring in
8the late 1990s; his compassionate nature led him to check in
9with his patients even through his administrative work and
10retirement; and
 
11    WHEREAS, Dr. Troyer valued community service and was an
12active member of various organizations, including the Illinois
13State Medical Society, the Economic Club of Chicago, Oak Park
14Township, and the West Suburban Hospital College of Nursing;
15and
 
16    WHEREAS, Dr. Troyer was also interested in non-scientific
17research, specifically about his favorite military and
18political hero, General Dwight D. Eisenhower; after logging
19many hours in the Eisenhower Presidential Library, he
20discovered new details of the president's life that were
21previously unknown to historians; and
 
22    WHEREAS, Dr. Troyer was preceded in death by his wife and

1his sister, Portia Kelley; and
 
2    WHEREAS, At the time of his passing, Dr. Troyer was
3survived by his sons, William Troyer III and Stephen Troyer;
4his daughter, Judy (Richard) Deogracias; his grandchildren,
5Wade Troyer, Amelia (William O'Leary) Troyer, George Troyer,
6Raymond Deogracias, and Lourdes Deogracias; and his
7great-granddaughter, Seraphina Loretta O'Leary; therefore, be
8it
 
9    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
10ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
11William Gail "Bill" Troyer Jr. M.D. and extend our sincere
12condolences to his family, friends, and all who knew and loved
13him; and be it further
 
14    RESOLVED, That a suitable copy of this resolution be
15presented to the family of Dr. Troyer as an expression of our
16deepest sympathy.
