| 2 | | WHEREAS, All children in Illinois are entitled to the | 3 | | facilities and resources needed for a high-quality education; | 4 | | and
| 5 | | WHEREAS, Many charter schools are in older, sometimes | 6 | | dilapidated buildings that require repair, such as | 7 | | tuckpointing, new roofs, or boilers; and
| 8 | | WHEREAS, Most children in existing charter schools do not | 9 | | have the necessary access to special education resource space, | 10 | | to adequate space for physical education and athletics, and/or | 11 | | to dining facilities; and
| 12 | | WHEREAS, Thirty-one jurisdictions, including Arizona, | 13 | | California, Colorado, Florida, Massachusetts, Minnesota, New | 14 | | Mexico, Pennsylvania, Tennessee, Utah, and Washington D.C. | 15 | | currently offer facilities support for existing charter public | 16 | | schools through varying resources and can offer expertise on | 17 | | best practices; therefore, be it
| 18 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 19 | | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | 20 | | SENATE CONCURRING HEREIN, that there is created the Task Force | 21 | | on Charter Public School Facilities to examine charter public |

| 1 | | school facilities issues and provide the following: | 2 | | (1) An analysis of the current capital funds and | 3 | | facilities provisions in the Illinois Charter Schools Law | 4 | | for the purpose of ensuring equitable access; | 5 | | (2) A comparative analysis of charter public school | 6 | | facilities funding and access across the United States; and | 7 | | (3) Recommendations for ensuring that charter public | 8 | | schools have equitable access to safe and appropriate | 9 | | facilities; and be it further | 10 | | RESOLVED, That the Task Force shall consist of the | 11 | | following members, who shall serve without compensation: | 12 | | (1) Two members appointed by the Speaker of the House | 13 | | of Representatives; | 14 | | (2) Two members appointed by the Minority Leader of the | 15 | | House of Representatives; | 16 | | (3) Two members appointed by the President of the | 17 | | Senate; | 18 | | (4) Two members appointed by the Minority Leader of the | 19 | | Senate; | 20 | | (5) The State Superintendent of Education or his or her | 21 | | designee; | 22 | | (6) The chief executive officer of a school district in | 23 | | a city having a population exceeding 500,000 or his or her | 24 | | designee appointed by the State Superintendent of | 25 | | Education; |

| 1 | | (7) One member appointed by the Speaker of the House of | 2 | | Representatives, upon recommendation of an organization | 3 | | representing teachers in a school district in a city having | 4 | | a population exceeding 500,000; | 5 | | (8) One member appointed by the President of the | 6 | | Senate, upon recommendation of an organization | 7 | | representing teachers in a school district in a city having | 8 | | a population exceeding 500,000; | 9 | | (9) One member appointed by the Governor, upon | 10 | | recommendation of a statewide organization representing | 11 | | charter public schools in this State; | 12 | | (10) A principal of a currently operating, | 13 | | high-performing charter public school in this State, | 14 | | appointed by the State Superintendent of Education; | 15 | | (11) One member appointed by the Governor who is a | 16 | | representative of a community organization that operates | 17 | | charter public schools, upon recommendation of that | 18 | | community organization; | 19 | | (12) One member appointed by the Minority Leader of the | 20 | | House of Representatives, upon recommendation of an | 21 | | organization representing the business community in this | 22 | | State; | 23 | | (13) One member appointed by the Minority Leader of the | 24 | | Senate, upon recommendation of an organization | 25 | | representing the business community in this State; | 26 | | (14) One member appointed by the Governor, upon |

| 1 | | recommendation of an education advocacy group that | 2 | | organizes parents and supports high-quality public-school | 3 | | options, including high-quality public charter schools; | 4 | | (15) One member appointed by the state superintendent | 5 | | representing one of the ten currently operating | 6 | | Commission-approved charter public schools in this State, | 7 | | upon recommendation of the leadership of the | 8 | | Commission-approved charter public schools; | 9 | | (16) One member appointed by the Governor, upon | 10 | | recommendation of a large, non-profit community | 11 | | development financial institution (CDFI) in Illinois that | 12 | | provides or has provided specialized loans, real estate | 13 | | development, and additional forms of financial assistance | 14 | | to charter public schools in this State; and | 15 | | (17) One member appointed by the state superintendent | 16 | | who represents a charter school outside of the City of | 17 | | Chicago; and be it further | 18 | | RESOLVED, That the members of the Task Force shall elect a | 19 | | chairperson from among their membership, and the Illinois State | 20 | | Board of Education shall provide administrative support; and be | 21 | | it further | 22 | | RESOLVED, That the members of the Task Force shall be | 23 | | appointed within 30 days after the adoption of this resolution | 24 | | and shall begin meeting no later than 30 days after the |

| 1 | | appointments are finalized; in the event the appointments by | 2 | | the Governor are not made within 30 days after the adoption of | 3 | | this resolution, the State Superintendent shall make such | 4 | | appointments within 15 days of the appointment deadline; and be | 5 | | it further | 6 | | RESOLVED, That the Task Force shall issue a report making | 7 | | recommendations on any changes to State laws with regard to | 8 | | charter public school facilities access on or before January 1, | 9 | | 2021, and that the Task Force shall be dissolved upon issuance | 10 | | of this report; and be it further
| 11 | | RESOLVED, That suitable copies of this resolution be | 12 | | delivered to the Governor, the State Superintendent of | 13 | | Education, the Illinois State Board of Education, and the Chief | 14 | | Executive Officer of the City of Chicago School District 299.
