1    AN ACT concerning gaming.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Lottery Law is amended by changing
5Sections 9.3, 20, 21.5, 21.6, 21.7, 21.8, 21.9, 21.10, 21.11,
6and 21.13 and by adding Sections 21.4, 21.15, 21.16, and 21.17
7as follows:
 
8    (20 ILCS 1605/9.3)
9    Sec. 9.3. Expenditure and distribution of lottery
10proceeds.
11    (a) Beginning July 1, 2022, except as provided in Sections
1221.4, 21.5, 21.6, 21.7, 21.8, 21.9, 21.10, 21.11, 21.12, and
1321.13, 21.15, and 21.16 of this Law Act and Section 25-70 of
14the Sports Wagering Act, the Department shall distribute all
15proceeds of lottery tickets and shares sold in the following
16priority and manner:
17        (1) The payment of prizes and retailer bonuses.
18        (2) The payment of costs incurred in the operation and
19    administration of the Lottery, including the payment of
20    sums due to the private manager under the management
21    agreement with the Department and including costs of
22    administering the Lottery sports wagering program pursuant
23    to Section 25-70 of the Sports Wagering Act.

1        (3) On the last day of each month or as soon thereafter
2    as possible, the State Comptroller shall direct and the
3    State Treasurer shall transfer from the State Lottery Fund
4    to the Common School Fund the Department's estimate of net
5    lottery proceeds.
6        (4) If an amount in excess of the annual net lottery
7    proceeds is transferred for a fiscal year, then the
8    Department shall offset the monthly transfers of estimated
9    net lottery proceeds during the following fiscal year by
10    that excess amount. If an amount less than the annual net
11    lottery proceeds is transferred for a fiscal year, then
12    after the related annual fiscal year audit is completed
13    following such fiscal year, the Department shall direct
14    the deposit of any remaining annual net lottery proceeds
15    from such fiscal year, subject to payments under
16    paragraphs (1) and (2), into the Common School Fund as
17    soon thereafter as possible.
18    (b) The net lottery proceeds shall be determined by
19deducting from total annual lottery proceeds the expenditures
20required by paragraphs (1) and (2) of subsection (a). The
21total annual lottery proceeds and annual net lottery proceeds
22shall be determined according to generally accepted accounting
23principles for governmental entities and verified by an annual
24fiscal year audit.

1    (20 ILCS 1605/20)  (from Ch. 120, par. 1170)
2    Sec. 20. State Lottery Fund.
3    (a) There is created in the State Treasury a special fund
4to be known as the State Lottery Fund. Such fund shall consist
5of all revenues received from (1) the sale of lottery tickets
6or shares, (net of commissions, fees representing those
7expenses that are directly proportionate to the sale of
8tickets or shares at the agent location, and prizes of less
9than $600 which have been validly paid at the agent level), (2)
10application fees, and (3) all other sources including moneys
11credited or transferred thereto from any other fund or source
12pursuant to law. Interest earnings of the State Lottery Fund
13shall be credited to the Common School Fund.
14    (a-5) The receipt and distribution of moneys under Section
1521.4 of this Act shall be in accordance with Section 21.4.
16    (b) The receipt and distribution of moneys under Section
1721.5 of this Law Act shall be in accordance with Section 21.5.
18    (c) The receipt and distribution of moneys under Section
1921.6 of this Law Act shall be in accordance with Section 21.6.
20    (d) The receipt and distribution of moneys under Section
2121.7 of this Law Act shall be in accordance with Section 21.7.
22    (e) The receipt and distribution of moneys under Section
2321.8 of this Law Act shall be in accordance with Section 21.8.
24    (f) The receipt and distribution of moneys under Section
2521.9 of this Law Act shall be in accordance with Section 21.9.

121.10 of this Law Act shall be in accordance with Section
221.10.
3    (h) The receipt and distribution of moneys under Section
421.11 of this Law Act shall be in accordance with Section
521.11.
6    (i) (Blank). The receipt and distribution of moneys under
7Section 21.12 of this Act shall be in accordance with Section
821.12.
9    (j) The receipt and distribution of moneys under Section
1021.13 of this Law Act shall be in accordance with Section
1121.13.
12    (k) The receipt and distribution of moneys under Section
1325-70 of the Sports Wagering Act shall be in accordance with
14Section 25-70 of the Sports Wagering Act.
15    (l) The receipt and distribution of moneys under Section
1621.15 of this Law shall be in accordance with Section 21.15.
17    (m) The receipt and distribution of moneys under Section
1821.16 of this Law shall be in accordance with Section 21.16.

22    Sec. 21.4. Joint Special Instant Scratch-off game.
23    (a) The Department shall offer a joint special instant
24scratch-off game for the benefit of the special causes
25identified in Sections 21.5, 21.6, 21.7, 21.8, 21.9, 21.10,

121.11, 21.13, 21.15, and 21.16. The operation of the game
2shall be governed by this Section and any rules adopted by the
3Department. The game shall commence on January 1, 2024 or as
4soon thereafter, at the discretion of the Director, as is
5reasonably practical and shall be discontinued on January 1,
62027. If any provision of this Section is inconsistent with
7any other provision in the Act, then this Section governs.
8    (b) Once the joint special instant scratch-off game is
9used to fund a special cause, the game will be used to fund the
10special cause for the remainder of the special causes'
11existence per the causes' respective Section of this Act.
12    (c) New specialty tickets and causes authorized by this
13Act shall be funded by the joint special instant scratch-off
14game. New specialty tickets and causes after February 1, 2024
15must have a sunset date. The Department shall be limited to
16supporting no more than 10 causes in total at any given time.
17    (d) Net revenue received from the sale of the joint
18special instant scratch-off game for the purposes of this
19Section shall be divided equally among the special causes the
20game benefits. The Department shall transfer the net revenue
21into the special fund identified for each special cause in
22accordance with the special cause's respective Section of this
23Act. As used in this Section, "net revenue" means the total
24amount for which tickets have been sold less the sum of the
25amount paid out in prizes and to retailers, and direct and
26estimated administrative expenses incurred in operation of the

3    Sec. 21.5. Carolyn Adams Ticket For The Cure.
4    (a) The Department shall offer a special instant
5scratch-off game with the title of "Carolyn Adams Ticket For
6The Cure". The game shall commence on January 1, 2006 or as
7soon thereafter, in the discretion of the Director, as is
8reasonably practical, and shall be discontinued on December
931, 2026. The operation of the game shall be governed by this
10Act and any rules adopted by the Department. The Department
11must consult with the Carolyn Adams Ticket For The Cure Board,
12which is established under Section 2310-347 of the Department
13of Public Health Powers and Duties Law of the Civil
14Administrative Code of Illinois, regarding the design and
15promotion of the game. If any provision of this Section is
16inconsistent with any other provision of this Act, then this
17Section governs.
18    (b) The Carolyn Adams Ticket For The Cure Grant Fund is
19created as a special fund in the State treasury. The net
20revenue from the Carolyn Adams Ticket For The Cure special
21instant scratch-off game shall be deposited into the Fund for
22appropriation by the General Assembly solely to the Department
23of Public Health for the purpose of making grants to public or
24private entities in Illinois for the purpose of funding breast
25cancer research, and supportive services for breast cancer

1survivors and those impacted by breast cancer and breast
2cancer education. In awarding grants, the Department of Public
3Health shall consider criteria that includes, but is not
4limited to, projects and initiatives that address disparities
5in incidence and mortality rates of breast cancer, based on
6data from the Illinois Cancer Registry, and populations facing
7barriers to care. The Department of Public Health shall,
8before grants are awarded, provide copies of all grant
9applications to the Carolyn Adams Ticket For The Cure Board,
10receive and review the Board's recommendations and comments,
11and consult with the Board regarding the grants. For purposes
12of this Section, the term "research" includes, without
13limitation, expenditures to develop and advance the
14understanding, techniques, and modalities effective in the
15detection, prevention, screening, and treatment of breast
16cancer and may include clinical trials. The grant funds may
17not be used for institutional, organizational, or
18community-based overhead costs, indirect costs, or levies.
19    Moneys received for the purposes of this Section,
20including, without limitation, net revenue from the special
21instant scratch-off game and gifts, grants, and awards from
22any public or private entity, must be deposited into the Fund.
23Any interest earned on moneys in the Fund must be deposited
24into the Fund.
25    As used in this subsection, For purposes of this
26subsection, "net revenue" means the total amount for which

1tickets have been sold less the sum of the amount paid out in
2prizes and to retailers, and direct and estimated the actual
3administrative expenses of the Department solely related to
4the Ticket For The Cure game.
5    (c) During the time that tickets are sold for the Carolyn
6Adams Ticket For The Cure game, the Department shall not
7unreasonably diminish the efforts devoted to marketing any
8other instant scratch-off lottery game.
9    (d) The Department may adopt any rules necessary to
10implement and administer the provisions of this Section.

12    (20 ILCS 1605/21.6)
13    Sec. 21.6. Scratch-off for Illinois veterans.
14    (a) The Department shall offer a special instant
15scratch-off game for the benefit of Illinois veterans. The
16game shall commence on January 1, 2006 or as soon thereafter,
17at the discretion of the Director, as is reasonably practical.
18The operation of the game shall be governed by this Act and any
19rules adopted by the Department. If any provision of this
20Section is inconsistent with any other provision of this Act,
21then this Section governs.
22    (b) The Illinois Veterans Assistance Fund is created as a
23special fund in the State treasury. The net revenue from the
24Illinois veterans scratch-off game shall be deposited into the
25Fund for appropriation by the General Assembly solely to the

1Department of Veterans' Affairs for making grants, funding
2additional services, or conducting additional research
3projects relating to each of the following:
4        (i) veterans' behavioral health services;
5        (ii) veterans' homelessness;
6        (iii) the health insurance costs of veterans;
7        (iv) veterans' disability benefits, including but not
8    limited to, disability benefits provided by veterans
9    service organizations and veterans assistance commissions
10    or centers;
11        (v) the long-term care of veterans; provided that,
12    beginning with moneys appropriated for fiscal year 2008,
13    no more than 20% of such moneys shall be used for health
14    insurance costs;
15        (vi) veteran employment and employment training; and
16        (vii) veterans' emergency financial assistance,
17    including, but not limited to, past due utilities,
18    housing, and transportation costs.
19    In order to expend moneys from this special fund,
20beginning with moneys appropriated for fiscal year 2008, the
21Director of Veterans' Affairs shall appoint a 3-member funding
22authorization committee. The Director shall designate one of
23the members as chairperson. The committee shall meet on a
24quarterly basis, at a minimum, and shall authorize expenditure
25of moneys from the special fund by a two-thirds vote.
26Decisions of the committee shall not take effect unless and

1until approved by the Director of Veterans' Affairs. Each
2member of the committee shall serve until a replacement is
3named by the Director of Veterans' Affairs. One member of the
4committee shall be a member of the Veterans' Advisory Council.
5    Moneys collected from the special instant scratch-off game
6shall be used only as a supplemental financial resource and
7shall not supplant existing moneys that the Department of
8Veterans' Affairs may currently expend for the purposes set
9forth in items (i) through (v).
10    Moneys received for the purposes of this Section,
11including, without limitation, net revenue from the special
12instant scratch-off game and from gifts, grants, and awards
13from any public or private entity, must be deposited into the
14Fund. Any interest earned on moneys in the Fund must be
15deposited into the Fund.
16    As used in this subsection, For purposes of this
17subsection, "net revenue" means the total amount for which
18tickets have been sold less the sum of the amount paid out in
19the prizes and to retailers, and direct and estimated the
20actual administrative expenses of the Department solely
21related to the scratch-off game under this Section.
22    (c) During the time that tickets are sold for the Illinois
23veterans scratch-off game, the Department shall not
24unreasonably diminish the efforts devoted to marketing any
25other instant scratch-off lottery game.
26    (d) The Department may adopt any rules necessary to

1implement and administer the provisions of this Section.

4    Sec. 21.7. Scratch-out Multiple Sclerosis scratch-off
5game.
6    (a) The Department shall offer a special instant
7scratch-off game for the benefit of research pertaining to
8multiple sclerosis. The game shall commence on July 1, 2008 or
9as soon thereafter, in the discretion of the Director, as is
10reasonably practical. The operation of the game shall be
11governed by this Act and any rules adopted by the Department.
12If any provision of this Section is inconsistent with any
13other provision of this Act, then this Section governs.
14    (b) The Multiple Sclerosis Research Fund is created as a
15special fund in the State treasury. The net revenue from the
16scratch-out multiple sclerosis scratch-off game created under
17this Section shall be deposited into the Fund for
18appropriation by the General Assembly to the Department of
19Public Health for the purpose of making grants to
20organizations in Illinois that conduct research pertaining to
21the repair and prevention of damage caused by an acquired
22demyelinating disease of the central nervous system.
23    Moneys received for the purposes of this Section,
24including, without limitation, net revenue from the special
25instant scratch-off game and from gifts, grants, and awards

1from any public or private entity, must be deposited into the
2Fund. Any interest earned on moneys in the Fund must be
3deposited into the Fund.
4    For purposes of this Section, the term "research"
5includes, without limitation, expenditures to develop and
6advance the understanding, techniques, and modalities
7effective for maintaining function, mobility, and strength
8through preventive physical therapy or other treatments and to
9develop and advance the repair, and also the prevention, of
10myelin, neuron, and axon damage caused by an acquired
11demyelinating disease of the central nervous system and the
12restoration of function, including but not limited to, nervous
13system repair or neuroregeneration.
14    The grant funds may not be used for institutional,
15organizational, or community-based overhead costs, indirect
16costs, or levies.
17    As used in this subsection, For purposes of this
18subsection, "net revenue" means the total amount for which
19tickets have been sold less the sum of the amount paid out in
20the prizes and to retailers, and direct and estimated the
21actual administrative expenses of the Department solely
22related to the scratch-off game under this Section.
23    (c) During the time that tickets are sold for the
24scratch-out multiple sclerosis scratch-off game, the
25Department shall not unreasonably diminish the efforts devoted
26to marketing any other instant scratch-off lottery game.

1    (d) The Department may adopt any rules necessary to
2implement and administer the provisions of this Section.

5    Sec. 21.8. Quality of Life scratch-off game.
6    (a) The Department shall offer a special instant
7scratch-off game with the title of "Quality of Life". The game
8shall commence on July 1, 2007 or as soon thereafter, in the
9discretion of the Director, as is reasonably practical, and
10shall be discontinued on December 31, 2025. The operation of
11the game is governed by this Act and by any rules adopted by
12the Department. The Department must consult with the Quality
13of Life Board, which is established under Section 2310-348 of
14the Department of Public Health Powers and Duties Law of the
15Civil Administrative Code of Illinois, regarding the design
16and promotion of the game. If any provision of this Section is
17inconsistent with any other provision of this Act, then this
18Section governs.
19    (b) The Quality of Life Endowment Fund is created as a
20special fund in the State treasury. The net revenue from the
21Quality of Life special instant scratch-off game must be
22deposited into the Fund for appropriation by the General
23Assembly solely to the Department of Public Health for the
24purpose of HIV/AIDS-prevention education and for making grants
25to public or private entities in Illinois for the purpose of

1funding organizations that serve the highest at-risk
2categories for contracting HIV or developing AIDS. Grants
3shall be targeted to serve at-risk populations in proportion
4to the distribution of recent reported Illinois HIV/AIDS cases
5among risk groups as reported by the Illinois Department of
6Public Health. The recipient organizations must be engaged in
7HIV/AIDS-prevention education and HIV/AIDS healthcare
8treatment. The Department must, before grants are awarded,
9provide copies of all grant applications to the Quality of
10Life Board, receive and review the Board's recommendations and
11comments, and consult with the Board regarding the grants.
12Organizational size will determine an organization's
13competitive slot in the "Request for Proposal" process.
14Organizations with an annual budget of $300,000 or less will
15compete with like size organizations for 50% of the Quality of
16Life annual fund. Organizations with an annual budget of
17$300,001 to $700,000 will compete with like organizations for
1825% of the Quality of Life annual fund, and organizations with
19an annual budget of $700,001 and upward will compete with like
20organizations for 25% of the Quality of Life annual fund. The
21lottery may designate a percentage of proceeds for marketing
22purposes. The grant funds may not be used for institutional,
23organizational, or community-based overhead costs, indirect
24costs, or levies.
25    Grants awarded from the Fund are intended to augment the
26current and future State funding for the prevention and

1treatment of HIV/AIDS and are not intended to replace that
2funding.
3    Moneys received for the purposes of this Section,
4including, without limitation, net revenue from the special
5instant scratch-off game and gifts, grants, and awards from
6any public or private entity, must be deposited into the Fund.
7Any interest earned on moneys in the Fund must be deposited
8into the Fund.
9    As used in this subsection, For purposes of this
10subsection, "net revenue" means the total amount for which
11tickets have been sold less the sum of the amount paid out in
12prizes and to retailers, and direct and estimated the actual
13administrative expenses of the Department solely related to
14the Quality of Life game.
15    (c) During the time that tickets are sold for the Quality
16of Life game, the Department shall not unreasonably diminish
17the efforts devoted to marketing any other instant scratch-off
18lottery game.
19    (d) The Department may adopt any rules necessary to
20implement and administer the provisions of this Section in
21consultation with the Quality of Life Board.

24    Sec. 21.9. Go For The Gold scratch-off game.
25    (a) The Department shall offer a special instant

1scratch-off game with the title of "Go For The Gold". The game
2must commence on July 1, 2014 or as soon thereafter, at the
3discretion of the Director, as is reasonably practical. The
4operation of the game is governed by this Act and by any rules
5adopted by the Department. If any provision of this Section is
6inconsistent with any other provision of this Act, then this
7Section governs.
8    (b) The Special Olympics Illinois and Special Children's
9Charities Fund is created as a special fund in the State
10treasury. The net revenue from the Go For The Gold special
11instant scratch-off game must be deposited into the Special
12Olympics Illinois and Special Children's Charities Fund for
13appropriation by the General Assembly solely to the Department
14of Human Services, which must distribute the moneys as
15follows: (i) 75% of the moneys to Special Olympics Illinois to
16support the statewide training, competitions, and programs for
17future Special Olympics athletes; and (ii) 25% of the moneys
18to Special Children's Charities to support the City of
19Chicago-wide training, competitions, and programs for future
20Special Olympics athletes. The moneys may not be used for
21institutional, organizational, or community-based overhead
22costs, indirect costs, or levies.
23    Moneys received for the purposes of this Section,
24including, without limitation, net revenue from the special
25instant scratch-off game and gifts, grants, and awards from
26any public or private entity, must be deposited into the

1Special Olympics and Special Children's Charities Fund. Any
2interest earned on moneys in the Special Olympics and Special
3Children's Charities Fund must be deposited into the Special
4Olympics and Special Children's Charities Fund.
5    As used in this subsection, For purposes of this
6subsection, "net revenue" means the total amount for which
7tickets have been sold less the sum of the amount paid out in
8prizes and to retailers, and direct and estimated the actual
9administrative expenses of the Department solely related to
10the Go For The Gold game.
11    (c) During the time that tickets are sold for the Go For
12The Gold game, the Department shall not unreasonably diminish
13the efforts devoted to marketing any other instant scratch-off
14lottery game.
15    (d) The Department may adopt any rules necessary to
16implement and administer the provisions of this Section.

19    Sec. 21.10. Scratch-off for State police memorials.
20    (a) The Department shall offer a special instant
21scratch-off game for the benefit of State police memorials.
22The game shall commence on January 1, 2019 or as soon
23thereafter, at the discretion of the Director, as is
24reasonably practical. The operation of the game shall be
25governed by this Act and any rules adopted by the Department.

1If any provision of this Section is inconsistent with any
2other provision of this Act, then this Section governs.
3    (b) The net revenue from the State police memorials
4scratch-off game shall be deposited into the Criminal Justice
5Information Projects Fund and distributed equally, as soon as
6practical but at least on a monthly basis, to the Chicago
7Police Memorial Foundation Fund, the Police Memorial Committee
8Fund, and the Illinois State Police Memorial Park Fund. Moneys
9transferred to the funds under this Section shall be used,
10subject to appropriation, to fund grants for building and
11maintaining memorials and parks; holding annual memorial
12commemorations; giving scholarships to children of officers
13killed or catastrophically injured in the line of duty, or
14those interested in pursuing a career in law enforcement;
15providing financial assistance to police officers and their
16families when a police officer is killed or injured in the line
17of duty; and providing financial assistance to officers for
18the purchase or replacement of bulletproof vests to be used in
19the line of duty.
20    As used in this subsection, For purposes of this
21subsection, "net revenue" means the total amount for which
22tickets have been sold less the sum of the amount paid out in
23the prizes and to retailers, and direct and estimated the
24actual administrative expenses of the Department solely
25related to the scratch-off game under this Section.
26    (c) During the time that tickets are sold for the State

1police memorials scratch-off game, the Department shall not
2unreasonably diminish the efforts devoted to marketing any
3other instant scratch-off lottery game.
4    (d) The Department may adopt any rules necessary to
5implement and administer the provisions of this Section.

7    (20 ILCS 1605/21.11)
8    Sec. 21.11. Scratch-off for homelessness prevention
9programs.
10    (a) The Department shall offer a special instant
11scratch-off game to fund homelessness prevention programs. The
12game shall commence on July 1, 2019 or as soon thereafter, at
13the discretion of the Director, as is reasonably practical.
14The operation of the game shall be governed by this Act and any
15rules adopted by the Department. If any provision of this
16Section is inconsistent with any other provision of this Act,
17then this Section governs.
18    (b) The Homelessness Prevention Revenue Fund is created as

21shall be deposited into the Homelessness Prevention Revenue
22Fund. Subject to appropriation, moneys in the Fund shall be
23used by the Department of Human Services solely for grants to
24homelessness prevention and assistance projects under the

9to marketing any other instant scratch-off lottery game.
10    (d) The Department may adopt any rules necessary to
11implement and administer the provisions of this Section.
12    (e) Nothing in this Section shall be construed to affect
13any revenue that any Homelessness Prevention line item
14receives through the General Revenue Fund or the Illinois
15Affordable Housing Trust Fund.

18    Sec. 21.13. Scratch-off for Alzheimer's care, support,
19education, and awareness.
20    (a) The Department shall offer a special instant
21scratch-off game for the benefit of Alzheimer's care, support,
22education, and awareness. The game shall commence on January
231, 2020 or as soon thereafter, at the discretion of the
24Director, as is reasonably practical, and shall be
25discontinued on January 1, 2025. The operation of the game

1shall be governed by this Act and any rules adopted by the
2Department. If any provision of this Section is inconsistent
3with any other provision of this Act, then this Section
4governs.
5    (b) The net revenue from the Alzheimer's care, support,
6education, and awareness scratch-off game shall be deposited
7into the Alzheimer's Awareness Fund.
8    Moneys received for the purposes of this Section,
9including, without limitation, net revenue from the special
10instant scratch-off game and from gifts, grants, and awards
11from any public or private entity, must be deposited into the
12Fund. Any interest earned on moneys in the Fund must be
13deposited into the Fund.
14    As used in this subsection, For the purposes of this

4    Sec. 21.15. Scratch-off for United Negro College Fund
5Illinois.
6    (a) The Department shall offer a special instant
7scratch-off game for the benefit of United Negro College Fund
8Illinois in support of educational scholarships to university
9and college students. The game shall commence on January 1,
102024 or as soon thereafter, at the discretion of the Director,
11as is reasonably practical. The operation of the game shall be
12governed by this Act and any rules adopted by the Department.
13The Department must consult with UNCF Illinois regarding the
14design and promotion of the game.
15    (b) The UNCF Scholarship Fund is created as a special fund
16in the State treasury. The net revenue from the special
17instant scratch-off game sold for the benefit of the United
18Negro College Fund Illinois in support of education
19scholarships to university and college students shall be
20deposited into the fund for appropriation by the General
21Assembly solely to the Student Assistance Commission for the
22purpose of funding UNCF Illinois Scholarship awards to
23university and college students. Funding shall be used solely
24for scholarship awards and not to cover any administrative
25costs of the United Negro College Fund, Inc., a 501(c)(3)

1nonprofit recipient organization.

1scratch-off game shall be deposited into the Illinois DREAM
2Fund, a special fund that is created in the State treasury.
3Subject to appropriation, money in the Illinois DREAM Fund

6Commission. The game shall commence on January 1, 2024 or as
7soon thereafter as is reasonably practical. The Department
8shall consult with the Illinois DREAM Fund Commission
9established under Section 67 of the Higher Education Student
10Assistance Act regarding the design and promotion of the game.
11    (b) The operation of any games under this Section shall be
12governed by this Act, and any rules shall be adopted by the
13Department.
14    (c) For purposes of this Section, "net revenue" means the
15total amount for which tickets have been sold less the sum of
16the amount paid out in prizes and the actual administrative
17expenses of the Department solely related to the Illinois
18DREAM scratch-off game.
19    (d) During the time that tickets are sold for the Illinois
20DREAM scratch-off game, the Department shall not unreasonably
21diminish the efforts devoted to marketing any other instant
22scratch-off lottery game.
23    (e) The Department may adopt any rules necessary to
24implement and administer this Section in consultation with the
25Illinois DREAM Fund Commission.

2    Sec. 21.17. Illinois Lottery Special Instant Scratch-off
3Task Force.
4    (a) There is hereby created the Illinois Lottery Special
5Instant Scratch-off Task Force.
6    (b) The Task Force shall study the joint special instant
7scratch-off game offered under Section 21.4 and make
8recommendations on:
9        (1) maximizing revenue for this State as well as
10    various special causes;
11        (2) whether to expand the program to additional
12    causes;
13        (3) establishing criteria for special causes;
14        (4) the impact on revenue of the joint special instant
15    scratch-off game; and
16        (5) other issues related to the joint special instant
17    scratch-off game.
18    (c) The Task Force may request testimony from any person
19or entity that may assist in increasing understanding of the
20joint special instant scratch-off game.
21    (d) The Task Force shall consist of the following members:
22        (1) the Director of the Lottery, or his or her
23    designee;
24        (2) 2 members, appointed by the Speaker of the House
25    of Representatives, one of whom shall be named co-chair of
26    the Task Force;

1        (3) 2 members, appointed by the Minority Leader of the
2    House of Representatives;
3        (4) 2 members, appointed by the President of the
4    Senate, one of whom shall be named co-chair of the Task
5    Force;
6        (5) 2 members, appointed by the Minority Leader of the
7    Senate; and
8        (6) 2 members, appointed by the Governor.
9    (e) Members of the Task Force shall serve without
10compensation for the duration of the Task Force, but may be
11reimbursed for reasonable travel expenses and in compliance
12with the Secretary of State's travel rules required for
13attendance at meetings.
14    (f) As soon as practicable, but no later than September 1,
152023, all members shall be appointed to the Task Force. As soon
16as practicable after all members have been appointed, the Task
17Force shall hold its first meeting. The Task Force shall meet a
18minimum of 4 times.
19    (g) The Department of the Lottery shall provide
20administrative support and other support to the Task Force.
21    (h) By January 1, 2025, the Task Force shall submit a
22report to the Governor and General Assembly reporting findings
23and recommendations regarding the joint special instant
24scratch-off games.
25    (i) This Section is repealed on January 1, 2027.

14    (a) The Illinois Student Assistance Commission shall
15establish an Illinois DREAM Fund Commission. The Governor
16shall appoint, with the advice and consent of the Senate,
17members to the Illinois DREAM Fund Commission, which shall be
18comprised of 9 members representing the geographic and ethnic
19diversity of this State, including students, college and
20university administrators and faculty, and other individuals
21committed to advancing the educational opportunities of the

1children of immigrants.
2    (b) The Illinois DREAM Fund Commission is charged with all
3of the following responsibilities:
4        (1) Administering this Section and raising funds for
5    the Illinois DREAM Fund.
6        (2) Establishing a not-for-profit entity charged with
7    raising funds for the administration of this Section, any
8    educational or training programs the Commission is tasked
9    with administering, and funding scholarships to students
10    who are the children of immigrants to the United States.
11        (3) Publicizing the availability of scholarships from
12    the Illinois DREAM Fund.
13        (4) Selecting the recipients of scholarships funded
14    through the Illinois DREAM Fund.
15        (5) Researching issues pertaining to the availability
16    of assistance with the costs of higher education for the
17    children of immigrants and other issues regarding access
18    for and the performance of the children of immigrants
19    within higher education.
20        (6) Overseeing implementation of the other provisions
21    of this amendatory Act of the 97th General Assembly.
22        (7) Establishing and administering training programs
23    for high school counselors and counselors, admissions
24    officers, and financial aid officers of public
25    institutions of higher education. The training programs
26    shall instruct participants on the educational

1    opportunities available to college-bound students who are
2    the children of immigrants, including, but not limited to,
3    in-state tuition and scholarship programs. The Illinois
4    DREAM Fund Commission may also establish a public
5    awareness campaign regarding educational opportunities
6    available to college bound students who are the children
7    of immigrants.
8    The Illinois DREAM Fund Commission shall establish, by
9rule, procedures for accepting and evaluating applications for
10scholarships from the children of immigrants and issuing
11scholarships to selected student applicants.
12    (c) To receive a scholarship under this Section, a student
13must meet all of the following qualifications:
14        (1) Have resided with his or her parents or guardian
15    while attending a public or private high school in this
16    State.
17        (2) Have graduated from a public or private high
18    school or received the equivalent of a high school diploma
19    in this State.
20        (3) Have attended school in this State for at least 3
21    years as of the date he or she graduated from high school
22    or received the equivalent of a high school diploma.
23        (4) Have at least one parent who immigrated to the
24    United States.
25    (d) The Illinois Student Assistance Commission shall
26establish an Illinois DREAM Fund to provide scholarships under

1this Section. The Illinois DREAM Fund shall be funded entirely
2from private contributions, gifts, grants, awards, and
3proceeds from the scratch-off created in Section 21.16 of the
