AMENDMENT TO HOUSE BILL 3563

2    AMENDMENT NO. ______. Amend House Bill 3563, AS AMENDED,
3by replacing everything after the enacting clause with the
4following:
 
5    "Section 5. The Department of Innovation and Technology
6Act is amended by adding Section 1-80 as follows:
 
7    (20 ILCS 1370/1-80 new)
8    Sec. 1-80. Generative AI and Natural Language Processing
9Task Force.
10    (a) As used in this Section, "Task Force" means the
11Generative AI and Natural Language Processing Task Force
12established by this Section.
13    (b) The Department shall establish the Generative AI and
14Natural Language Processing Task Force. The Task Force shall
15investigate and provide a report on generative artificial
16intelligence software and natural language processing

1software.
2    (c) The Task Force shall be composed of all of the
3following members:
4        (1) One member appointed by the Speaker of the House
5    of Representatives, who shall serve as a co-chairperson.
6        (2) One member appointed by the Minority Leader of the
7    House of Representatives.
8        (3) One member appointed by the President of the
9    Senate, who shall serve as a co-chairperson.
10        (4) One member appointed by the Minority Leader of the
11    Senate.
12        (5) The Secretary of the Department of Innovation and
13    Technology or his or her designee.
14        (6) The State Superintendent of Education or his or
15    her designee.
16        (7) The Executive Director of the Illinois Community
17    College Board or his or her designee.
18        (8) The Executive Director of the Board of Higher
19    Education or his or her designee.
20        (9) Two teachers recommended by a statewide
21    association representing teachers, appointed by the
22    Governor.
23        (10) Two principals recommended by a statewide
24    principals association, appointed by the Governor.
25        (11) Two experts on cybersecurity, appointed by the
26    Governor.

1        (12) Two experts on artificial intelligence, appointed
2    by the Governor.
3        (13) Two members of statewide business associations,
4    appointed by the Governor.
5        (14) The Statewide Chief Information Security Officer
6    or his or her designee.
7        (15) Two members of statewide labor associations,
8    appointed by the Governor.
9        (16) The Attorney General or his or her designee.
10    (d) The Task Force shall hold at least 5 public meetings in
11a hybrid format, with both virtual and in-person options to
12attend. Of those required 5 meetings, one shall be held in each
13of the following locations:
14        (1) Chicago;
15        (2) Springfield;
16        (3) the Metro East region;
17        (4) the Quad Cities region; and
18        (5) Southern Illinois.
19    (e) The responsibilities of the Task Force shall include
20all of the following:
21        (1) recommending legislation or regulations to protect
22    consumer information as it relates to generative
23    artificial intelligence;
24        (2) recommending model policies for schools to address
25    the use of generative artificial intelligence by students
26    in the classroom;

1        (3) assessing the use of generative artificial
2    intelligence to improve delivery of public services;
3        (5) protecting civil rights and civil liberties of
4    individuals and consumers as it relates to generative
5    artificial intelligence;
6        (6) assessing the use of generative artificial
7    intelligence in the workforce and how this could affect
8    employment levels, types of employment, and the deployment
9    of workers;
10        (7) assessing the challenges of generative artificial
11    intelligence for cybersecurity; and
12        (8) other topics related to generative artificial
13    intelligence software and natural language processing
14    software that may arise from testimony or reports to the
15    Task Force submitted by its members or the public.
16    (f) The Department shall provide administrative and
17technical support to the Task Force.
18    (g) The Task Force shall file a report by December 31, 2024
19with the Governor and the General Assembly covering the Task
20Force's investigation into generative artificial intelligence
21software and natural language processing software and the Task
22Force's responsibilities under subsection (e).
 
23    Section 99. Effective date. This Act takes effect upon
24becoming law.".
