No | 2 | | disbursement may be made from the Fund until after the | 3 | | Department of Labor certifies that: (i) the named recipient of | 4 | | the disbursement is eligible to receive the stated sum of | 5 | | money; (ii) the disbursement is made for the purposes and | 6 | | objectives of this Section; and (iii) the recipient can | 7 | | transition away from providing subminimum wage employment by | 8 | | January 1, 2030 to employment compensated at the federal | 9 | | minimum wage or the State minimum wage. | 10 | | (c) For the purposes of subsection (b) of Section 5 of the | 11 | | State Finance Act, the Fund shall be discontinued on July 1, | 12 | | 2030. | 1 | | (b) The Employment and Economic Opportunity for Persons | 2 | | with Disabilities Task Force shall be appointed and hold its | 3 | | first meeting within 90 days after the effective date of this | 4 | | Act, be convened by the Governor, and operate with | 5 | | administrative support from the Illinois Department of Human | 6 | | Services. | 7 | | (c) The Task Force shall be comprised of the following | 8 | | representatives of State Government: a high-ranking member of | 9 | | the Governor's management team, designated by the Governor; | 10 | | representatives of each division of the Department of Human | 11 | | Services, designated by the Secretary of Human Services; the | 12 | | Director of Healthcare and Family Services, or his or her | 13 | | designee; the Director of Veterans' Affairs or his or her | 14 | | designee; the Director of Commerce and Economic Opportunity or | 15 | | his or her designee; the Director of Employment Security or | 16 | | his or her designee; the Director of Central Management | 17 | | Services or his or her designee; the Director of Juvenile | 18 | | Justice or his or her designee; the Executive Director of the | 19 | | Board of Higher Education or his or her designee; the | 20 | | Executive Director of the Illinois Community College Board or | 21 | | his or her designee; the Executive Director of the Illinois | 22 | | Council on Developmental Disabilities or his or her designee; | 23 | | and the State Superintendent of Education or his or her | 24 | | designee. | 25 | | (d) The Task Force shall also consist of no more than 15 | 26 | | public members who shall be appointed by the Governor and who |

| 1 | | represent the following constituencies: statewide | 2 | | organizations that advocate for persons with physical, | 3 | | developmental and psychiatric disabilities, entities with | 4 | | expertise in assistive technology devices and services for | 5 | | persons with disabilities, advocates for veterans with | 6 | | disabilities, centers for independent living, disability | 7 | | services providers, organized labor, higher education, the | 8 | | private sector business community, entities that provide | 9 | | employment and training services to persons with disabilities, | 10 | | and at least 5 persons who have a disability. | 11 | | (d-5) The Task Force shall consist of 4 members from the | 12 | | General Assembly, one each appointed by the Speaker of the | 13 | | House of Representatives, the Minority Leader of the House of | 14 | | Representatives, the President of the Senate, and the Minority | 15 | | Leader of the Senate. | 16 | | (e) The Task Force shall be co-chaired by the | 17 | | representative of the Governor and a public member who shall | 18 | | be chosen by the other public members of the Task Force. | 19 | | (f) The Task Force members shall serve voluntarily and | 20 | | without compensation. Persons with disabilities serving on the | 21 | | Task Force shall be accommodated to enable them to fully | 22 | | participate in Task Force activities. | 23 | | (g) The co-chairs of the Task Force shall extend an | 24 | | invitation to chairs and minority spokespersons of appropriate | 25 | | legislative committees to attend all meetings of the Task | 26 | | Force, and may invite other individuals who are not members of |

| 1 | | the Task Force to participate in subcommittees of the Task | 2 | | Force or to take part in discussions of topics for which those | 3 | | individuals have particular expertise. | 4 | | (h) The Task Force shall coordinate its work with existing | 5 | | State advisory bodies whose work may include employment and | 6 | | economic opportunity for persons with disabilities.
