AMENDMENT TO SENATE BILL 3732

2    AMENDMENT NO. ______. Amend Senate Bill 3732 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Children and Family Services
5Powers Law of the Civil Administrative Code of Illinois is
6amended by changing Section 510-200 as follows:
 
7    (20 ILCS 510/510-200)  (was 20 ILCS 510/65.2)
8    Sec. 510-200. Police and security force.
9    (a) The Department has the power to appoint, subject to
10the Personnel Code, persons to be members of a police and
11security force. Members of the police and security force shall
12be peace officers and as such have all powers possessed by
13policemen in cities and sheriffs, including the power to make
14arrests on view or on warrants of violations of State statutes
15or city or county ordinances. These powers may be exercised
16statewide , however, be exercised only in counties of more

1than 500,000 population when required for the protection of
2Department properties, interests, and personnel or when
3specifically requested by appropriate State or local law
4enforcement officials. Members of the police and security
5force may not serve and execute civil process.
6    (b) The Director must authorize to each member of the
7police and security force and to any other employee of the
8Department exercising the powers of a peace officer a distinct
9badge that, on its face, (i) clearly states that the badge is
10authorized by the Department and (ii) contains a unique
11identifying number. No other badge shall be authorized by the
12Department.
13    (c) DCFS Child Protection Security Force. The DCFS Child
14Protection Security Force is created within the Department.
15The Department, in conjunction with the Illinois State Police,
16shall establish criteria for the hiring of officers, education
17and training curricula, and protocols for engagement with
18child protection workers and families. The Department has the
19authority, with Illinois State Police oversight, to adopt and
20amend any rules necessary to implement the provisions of this
21Section.
22    The Security Force shall work in coordination with the
23Department's Division of Child Protection under the direction
24of the Deputy Director of the Division of Child Protection.
25All child protection workers, after an initial investigation,
26may request Security Force engagement when there is the

1possibility of non-cooperation or violence by the family,
2relatives of the family, friends, partners, neighbors, or any
3other persons who seek to disrupt the orderly review, removal,
4or other action deemed necessary for the protection of the
5child.
