1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Act on the Aging is amended by
5adding Section 4.02h as follows:
 
6    (20 ILCS 105/4.02h new)
7    Sec. 4.02h. Community Care Program; dementia training.    
8    (a) This Section shall apply to any person who is employed
9by the Department, or by an agency that is contracted with the
10Department, to provide direct services to individuals
11participating in the Community Care Program.
12    (b) Dementia training of at least 2 hours shall be
13completed at the start of employment with the Department or
14contractor. Persons who are employees of the Department or a
15contractor on the effective date of this amendatory Act of the
16102nd General Assembly shall complete this training within 6
17months after the effective date of this amendatory Act of the
18102nd General Assembly. The training shall cover the following
19subjects:
20        (1) Alzheimer's disease and dementia.
21        (2) Safety risks.
22        (3) Communication and behavior.
23    (c) Annual continuing education training shall include at

1least 2 hours of dementia training covering the subjects
2described in subsection (b).
3    (d) This Section is designed to improve the quality of
4training for Community Care Program direct service workers. If
5laws or rules existing on the effective date of this
6amendatory Act of the 102nd General Assembly contain more
7rigorous dementia training requirements for employees or
8contractors providing direct services to Community Care
9Program participants, those laws or rules shall apply. An
10individual who is required to receive dementia training under
11other laws and rules may be considered exempt, as long as the
12requirement includes a minimum 2 hours of dementia training.
13The individual shall be required to show proof he or she
14received the training required under this Section.
15    (e) The Department may adopt rules for the administration
16of this Section.
