1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Civil Administrative Code of Illinois is
5amended by adding Section 5-730 as follows:
 
6    (20 ILCS 5/5-730 new)
7    Sec. 5-730. Acceptable forms of identification for
8applications. For applications for services as may be provided
9by any department created under this Code, an Illinois
10municipal identification card shall be considered an
11acceptable secondary form of identification if such
12identification is required by an applicable department.
13Nothing in this Section shall be construed as to allow a
14municipal identification card to be used as an applicant's
15primary form of identification. For the purposes of this
16Section, "municipal identification card" means a photo
17identification card that is issued by an Illinois
18municipality, as defined under Section 1-1-2 of the Illinois
19Municipal Code, in accordance with its ordinances or codes
20that consists of the photo, name, and address of the card
21holder.

1Law of the Civil Administrative Code of Illinois is amended by
2adding Section 405-535 as follows:
 
3    (20 ILCS 405/405-535 new)
4    Sec. 405-535. State building municipal identification card
5access. Any State-owned building that requires the display of
6a State-issued identification card for the purpose of gaining
7access to the premises shall, in addition to other acceptable
8forms of identification, accept the use of any Illinois
9municipal identification card as an acceptable form of
10identification for the purpose of entering the premises. An
11Illinois municipal identification card may not be sufficient
12to access certain secure areas within the premises and may
13require additional authorization or identification at the
14discretion of the premises' security, the Department of
15Central Management Services, or the user agency.
16    For the purposes of this Section, "municipal
17identification card" means a photo identification card that is
18issued by an Illinois municipality, as defined under Section
191-1-2 of the Illinois Municipal Code, in accordance with its
20ordinances or codes that consists of the photo, name, and
21address of the card holder.
