SYNOPSIS AS INTRODUCED:

20 ILCS 5/5-730 new
20 ILCS 405/405-535 new

    Amends the Secretary of State Act. Provides that in addition to any form of identification which may be issued by the Secretary of State, a municipal identification card shall be considered an acceptable secondary form of identification. Amends the Departments of State Government Law of the Civil Administrative Code of Illinois. Provides that for applications for services as may be provided by any department created under the Code, a municipal identification card shall be considered an acceptable secondary form of identification if such identification is required by an applicable department. Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that any State-owned building that requires the display of a State-issued identification card for the purpose of gaining access to the premises shall accept the use of any municipal identification card as an acceptable form of identification for the purpose of entering the premises. Defines "municipal identification card".

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Secretary of State Act is amended by adding
5Section 21 as follows:
 
6    (15 ILCS 305/21 new)
7    Sec. 21. Secondary form of identification. Notwithstanding
8any provision of law to the contrary, in addition to any form
9of identification which may be issued by the Secretary of
10State, including an identification card issued under the
11Illinois Identification Card Act or an Illinois driver's
12license, a municipal identification card shall be considered
13an acceptable secondary form of identification. For the
14purposes of this Section, "municipal identification card"
15means a photo identification card that is issued by a
16municipality in accordance with its ordinances or codes that
17consists of the photo, name, and address of the card holder.
 
18    Section 10. The Civil Administrative Code of Illinois is
19amended by adding Section 5-730 as follows:

1applications. For applications for services as may be provided
2by any department created under this Code, a municipal
3identification card shall be considered an acceptable
4secondary form of identification if such identification is
5required by an applicable department. Nothing in this Section
6shall be construed as to allow a municipal identification card
7to be used as an applicant's primary form of identification.
8For the purposes of this Section, "municipal identification
9card" means a photo identification card that is issued by a
10municipality in accordance with its ordinances or codes that
11consists of the photo, name, and address of the card holder.
 
12    Section 15. The Department of Central Management Services
13Law of the Civil Administrative Code of Illinois is amended by
14adding Section 405-535 as follows:

16    Sec. 405-535. State building municipal identification card
17access. Any State-owned building that requires the display of
18a State-issued identification card for the purpose of gaining
19access to the premises shall, in addition to other acceptable
20forms of identification, accept the use of any municipal
21identification card as an acceptable form of identification
22for the purpose of entering the premises. For the purposes of
23this Section, "municipal identification card" means a photo
