| 1 | | Sec. 5. Definitions.
As used in this Act:
| 2 | | "South Asian" "Indian" means a person descended from any | 3 | | of the countries of the South Asian subcontinent that are not | 4 | | primarily Muslim in character, including India, Bhutan, Nepal, | 5 | | and Sri Lanka .
| 6 | | "Council" means the Illinois South Asian Indian American | 7 | | Advisory Council created by this Act.

| 12 | | Sec. 10. Illinois South Asian Indian American Advisory | 13 | | Council. There is hereby created the Illinois South Asian | 14 | | Indian American Advisory Council. The purpose of the Council | 15 | | is to advise the Governor and the General Assembly on policy | 16 | | issues impacting South Asian Indian Americans and immigrants; | 17 | | to advance the role and civic participation of South Asian | 18 | | Indian Americans in this State; to enhance trade and | 19 | | cooperation between South Asian Indian-majority countries and | 20 | | this State; and, in cooperation with State agencies, boards, | 21 | | and commissions, to build relationships with and disseminate | 22 | | information to South Asian Indian American and immigrant | 23 | | communities across this State.

| 4 | | Sec. 15. Council members.
| 5 | | (a) The Council shall consist of 21 voting members. The | 6 | | Governor shall appoint one voting member, who shall act as the | 7 | | chairperson of the Council and serve as the representative of | 8 | | the Office of the Governor. The Governor, the President of the | 9 | | Senate, the Speaker of the House of Representatives, the | 10 | | Minority Leader of the Senate, and the Minority Leader of the | 11 | | House of Representatives shall each appoint 4 members of the | 12 | | public to the Council, who shall also serve as voting members. | 13 | | (b) Appointing authorities shall ensure, to the maximum | 14 | | extent practicable, that the Council is diverse with respect | 15 | | to race, ethnicity, age, gender, faith, sexual orientation, | 16 | | language, country of origin, and geography.
| 17 | | (c) Appointments to the Council shall be persons of | 18 | | recognized ability and experience in one or more of the | 19 | | following areas: higher education, business, international | 20 | | trade, law, social services, human services, immigration, | 21 | | refugee services, community development, or health care.
| 22 | | (d) Appointed members of the Council shall serve 2-year | 23 | | terms. A member shall serve until his or her successor shall be | 24 | | appointed. Members of the Council shall not be entitled to | 25 | | compensation for their services as members.
| 26 | | (e) The following officials shall serve as ex officio, |

| 1 | | nonvoting members of the Council: the Deputy Director of the | 2 | | Office of Trade and Investment within the Department of | 3 | | Commerce and Economic Opportunity, or his or her designee, and | 4 | | the Chief of the Bureau of Refugee and Immigrant Services | 5 | | within the Department of Human Services, or his or her | 6 | | designee.
| 7 | | The following State agencies shall also each appoint a | 8 | | liaison to serve as an ex officio, nonvoting member members of | 9 | | the Council: the Department of Commerce and Economic | 10 | | Opportunity, the Department of Financial and Professional | 11 | | Regulation, the Department of Human Services, the Department | 12 | | on Aging, the Department of Children and Family Services, the | 13 | | Department of Healthcare and Family Services, the Department | 14 | | of Public Health, the Department of Central Management | 15 | | Services, the Illinois State Board of Education, the Illinois | 16 | | Board of Higher Education, and the Illinois Community College | 17 | | Board.
| 18 | | (f) The Council may establish committees that address | 19 | | certain issues, including, but not limited to, communications, | 20 | | economic development, and legislative affairs.
| 21 | | (g) The Office of the Governor shall provide | 22 | | administrative and technical support to the Council, including | 23 | | a staff member to serve as ethics officer.

| 3 | | Sec. 20. Meetings. The Council shall meet at least once | 4 | | per each calendar quarter. In addition, the Council may hold | 5 | | up to 2 public hearings annually to assist in the development | 6 | | of policy recommendations to the Governor and the General | 7 | | Assembly. All meetings of the Council shall be conducted in | 8 | | accordance with the Open Meetings Act. Eleven members of the | 9 | | Council shall constitute a quorum.

| 14 | | Sec. 25. Reports.
| 15 | | (a) The Council shall issue semi-annual reports on its | 16 | | policy recommendations to the Governor and the General | 17 | | Assembly by June 30th and December 31st of each year.
| 18 | | (b) The reports on policy recommendations shall focus on, | 19 | | but are not limited to, the following: (i) policy issues | 20 | | impacting South Asian Indian Americans and immigrants; (ii) | 21 | | advancement of the role and civic participation of South Asian | 22 | | Indian Americans in this State; (iii) enhancement of trade and | 23 | | cooperation between South Asian Indian-majority countries and | 24 | | this State; and (iv) building relationships with and | 25 | | disseminating information to, in cooperation with State |
