HOUSE RESOLUTION

WHEREAS, Reducing our carbon footprint is a priority for the people of Illinois; the need to reduce the use of fossil fuels is an ever-increasing reality and is an achievable goal, not only for the citizens of Illinois today but also for the generations going forward; and

WHEREAS, Solar and wind are viable sources that can make the goal possible; however, Illinois should also focus on what can be done with our present infrastructure to achieve the goal of a zero-carbon footprint and to ensure that new technology savings are optimized; and

WHEREAS, Upgrading and insulating mechanical systems is a long-term cost savings system used in construction and is an often-overlooked way to greatly reduce the carbon emissions from projects; and

WHEREAS, Mechanical insulation helps the system to perform its function of heating or cooling using as little energy as necessary; more insulation on the mechanical system means less energy is needed for the system to perform at its optimal functions; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge all government entities to consider, in all their buildings, updating insulation for mechanical systems or insulating non-insulated mechanical systems in order to lower energy costs, save taxpayer money, and reduce carbon emissions in total; and be it further

RESOLVED, That all State agencies consider insulating the hydronic pipes of new and current public buildings to reduce energy use and cost using an insulation thickness standard that is reflective of the 2018 International Energy Conservation Code.
