AMENDMENT TO HOUSE BILL 5225

2    AMENDMENT NO. ______. Amend House Bill 5225 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the Job
5Training Assistance and Support Services Pilot Program Act.
 
6    Section 5. Purpose. The purpose of the Job Training
7Assistance and Support Services Pilot Program is to address
8significant barriers to individuals participating in
9apprenticeships, including, but not limited to, lack of
10affordable and reliable transportation, lack of affordable and
11high-quality childcare, and other barriers that may prohibit a
12worker from retaining employment. The Pilot Program may
13provide barrier reduction funding for eligible individuals
14participating in registered apprenticeship,
15pre-apprenticeship, or work-based learning programs such as an
16internship, paid work experience, transitional jobs training,

1on-the-job training, or incumbent worker programs administered
2by the Department of Commerce and Economic Opportunity.
 
3    Section 10. Job Training Assistance and Support Services
4Pilot Program.
5    (a) The Department of Commerce and Economic Opportunity
6shall, subject to appropriation, develop a Job Training
7Assistance and Support Services Pilot Program. The Department
8of Commerce and Economic Opportunity shall award grants to
9organizations to distribute subsidies to qualifying
10individuals. To be eligible for assistance under the Pilot
11Program, an individual is required to participate in a
12registered apprenticeship program, pre-apprenticeship program
13as defined by the United States Department of Labor, or
14work-based learning programs, such as an internship, paid work
15experience, transitional jobs training, on-the-job training,
16or incumbent worker programs administered by the Department of
17Commerce and Economic Opportunity.
18    (b) The assistance provided by the Pilot Program may
19include funds for transportation, child care, housing-related
20expenses, including, but not limited to, rent and utilities,
21transportation, child care, digital technology needs,
22education needs, mental health services, substance abuse
23services, income support, and work-related supplies that are
24not typically covered by programmatic supportive services.

1    Section 15. Report. No later than January 1, 2028, the
2Department of Commerce and Economic Opportunity shall submit
3to the Governor and the General Assembly a report that
4evaluates the results of the Pilot Program and its
5effectiveness in assisting Pilot Program participants in
6entering the workforce or in obtaining better employment. The
7report shall include a recommendation regarding whether to
8renew the Pilot Program, and if renewal is recommended, if the
9Pilot Program should be expanded or otherwise enhanced.
 
10    Section 20. Rules. The Department of Commerce and Economic
11Opportunity shall adopt all rules necessary for the
12implementation of the Pilot Program created under this Act.
 
13    Section 25. Repeal. This Act is repealed on January 1,
142029.".
