AMENDMENT TO HOUSE BILL 3378

2    AMENDMENT NO. ______. Amend House Bill 3378 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Animal Welfare Act is amended by adding
5Section 23 as follows:
 
6    (225 ILCS 605/23 new)
7    Sec. 23. Animal sourcing database; certification board.
8    (a) In this Section, "Animal Sourcing Certification Board"
9or "the Board" means the board established by the Department
10of Agriculture.
11    (b) The duties of the Animal Sourcing Certification Board
12shall include all of the following:
13        (1) To assist the Department in the collection,
14    analysis, and input of the data that is required to be
15    submitted by an animal control facility or an animal
16    shelter to the Department under this Act.

1        (2) To create an animal sourcing database or
2    management system for the organization and compilation of
3    the information collected by the Board.
4        (3) To develop a process to issue a certification of
5    compliance to an animal control facility or animal shelter
6    that is in compliance with all reporting requirements. The
7    Board shall establish the certification requirements or
8    standards that an animal control facility or animal
9    shelter must satisfy to receive the certificate of
10    compliance from the Department.
11    (c) The Board shall collect all of the following
12information for each cat or dog that occupies a space in an
13animal control facility or animal shelter:
14        (1) The species and breed.
15        (2) The age, sex, and weight.
16        (3) The location or origin of the cat or dog prior to
17    entering the facility or shelter.
18        (4) The location of a cat or dog transferred through
19    adoption, the return of the animal to the owner, or to
20    another shelter.
21        (5) Behavioral information that was provided to the
22    animal control facility or animal shelter or gathered
23    while in the care of the facility or shelter.
24        (6) The medical history and all medical procedures
25    performed on the cat or dog.
26        (7) A record of surgical sterilization or lack of

1    surgical sterilization.
2        (8) If the cat or dog is microchipped and the
3    microchip has been enrolled in a nationally searchable
4    database.
5        (9) A record of vaccinations and veterinary care and
6    treatment.
7    (d) The Board shall submit a report of its findings to the
8Department within one year after the effective date of this
9amendatory Act of the 102nd General Assembly. The Board shall
10submit a second report of its findings to the General Assembly
11for the following year.
12    (e) The Department shall analyze the information contained
13in the reports to review licensing issues, to identify issues
14and trends, and to develop supplemental certification
15requirements.
16    (f) The Department shall adopt rules necessary for the
17implementation of this Section.
 
18    Section 99. Effective date. This Act takes effect upon
19becoming law.".
