SYNOPSIS AS INTRODUCED:
 
305 ILCS 5/5-5.6c new

    Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that the methodologies for reimbursement under the managed care medical assistance program shall not be applicable to facilities licensed under the Specialized Mental Health Rehabilitation Act of 2013. Provides that covered services provided by facilities licensed under the Specialized Mental Health Rehabilitation Act of 2013 shall be reimbursed at the rates paid under the Illinois Medicaid fee-for-service methodology.

1    AN ACT concerning public aid.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Public Aid Code is amended by
5adding Section 5-5.6c as follows:
 
6    (305 ILCS 5/5-5.6c new)
7    Sec. 5-5.6c. Specialized mental health rehabilitation
8facilities; fee-for-service reimbursement. The General
9Assembly finds that the sustainability of specialized mental
10health rehabilitation facilities and the health of their
11Medicaid-eligible residents are threatened by the high rate of
12claim denials by managed care organizations. Notwithstanding
13any other provision of this Code, the methodologies for
14reimbursement under the managed care medical assistance
15program shall not be applicable to facilities licensed under
16the Specialized Mental Health Rehabilitation Act of 2013.
17Covered services provided by facilities licensed under the
18Specialized Mental Health Rehabilitation Act of 2013 shall be
19reimbursed at the rates paid under the Illinois Medicaid
20fee-for-service methodology.
