AMENDMENT TO HOUSE BILL 1165

2    AMENDMENT NO. ______. Amend House Bill 1165 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by adding Section
534-18.68 as follows:
 
6    (105 ILCS 5/34-18.68 new)
7    Sec. 34-18.68. The Chicago Educational Governance Task
8Force.
9    (a) The General Assembly makes the following findings:
10        (1) City of Chicago School District 299 is one of the
11    only school districts in this State with an appointed, not
12    an elected, school board.
13        (2) City of Chicago School District 299 is home to the
14    largest elected body in the country, local school
15    councils, charged with principal selection and approving
16    the local school budget.

1        (3) For 15 years, City of Chicago School District 299
2    has implemented reforms, including the extension of the
3    school day, the expansion of access to full-day
4    kindergarten, probation, student retention, school
5    closings, the expansion of access to choice programs
6    (including science, technology, mathematics, and
7    engineering (STEM) programs, charter schools, and
8    International Baccalaureate programs), and turnarounds, to
9    increase student outcomes, including increased graduation
10    rates, increased college attendance, and improved
11    performance on State assessments.
12        (4) Many of these reforms have led to a robust
13    democratic discussion and decision-making process.
14        (5) All children must have access to a world-class
15    education.
16    (b) The Chicago Educational Governance Task Force is
17created for the purpose of recommending the best structure and
18procedure for the governance of City of Chicago School
19District 299 in order to ensure the best educational outcomes
20for City of Chicago School District 299 students.
21    (c) The Task Force shall be composed of the following
22members:
23        (1) Three members appointed by the Speaker of the
24    House of Representatives and 3 members appointed by the
25    Minority Leader of the House of Representatives.
26        (2) Three members appointed by the President of the

1    Senate and 3 members appointed by the Minority Leader of
2    the Senate.
3        (3) The Chief Executive Officer of City of Chicago
4    School District 299 or her or his designee.
5        (4) The President of the Chicago Board of Education or
6    her or his designee.
7        (5) The president of a Chicago professional teachers'
8    organization or his or her designee.
9        (6) The president of the association representing
10    principals in the schools of the district or his or her
11    designee.
12        (7) The student representative from the Chicago Board
13    of Education or her or his designee.
14    (d) The Speaker of the House of Representatives shall
15appoint one of his or her appointees under subdivision (1) of
16subsection (c) of this Section as a co-chairperson of the
17Chicago Educational Governance Task Force. The President of
18the Senate shall appoint one of his or her appointees under
19subdivision (2) of subsection (c) of this Section as a
20co-chairperson of the Chicago Educational Governance Task
21Force. Members appointed by the legislative leaders shall be
22appointed for the duration of the Chicago Educational
23Governance Task Force. In the event of a vacancy, the
24appointment to fill the vacancy shall be made by the
25legislative leader of the same chamber and party as the leader
26who made the original appointment.

1    (e) The Chicago Board of Education shall provide
2administrative and other support to the Task Force.
3    (f) The members of the Task Force shall serve on a pro bono
4basis. These members shall aid in the gathering of pertinent
5information on the impact of various school governance
6structures, including without limitation an elected
7representative school board and mayoral control, as well as
8gathering and analyzing data about the district's current
9governance structure.
10    (g) The Task Force shall report its recommendation as to
11which governance structure is best designed to serve the
12students of the City of Chicago to the General Assembly on or
13before May 1, 2022.
14    (h) The Task Force is abolished and this Section is
15repealed on June 1, 2022.
 
16    Section 99. Effective date. This Act takes effect upon
17becoming law.".
