| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of John C. Beck, who passed away on April | 4 | | 13, 2020; and
| 5 | | WHEREAS, John Beck was born in Hays, Kansas to Robert and | 6 | | Donna Beck on April 23, 1962; his family settled in Rockford in | 7 | | 1968; he graduated from Rockford West High School in 1980 and | 8 | | from the University of Illinois in 1985 with a Bachelor of | 9 | | Science in Economics; he met his future wife, Sandra, in 1985; | 10 | | and
| 11 | | WHEREAS, After graduating college, John Beck joined the | 12 | | team at the Regional Access & Mobilization Project (RAMP); he | 13 | | led RAMP through their first capital campaign, enabling them to | 14 | | purchase their home on Market Street; his outreach and | 15 | | connections with the City of Rockford, the Rockford Mass | 16 | | Transit District, the Rockford Park District, Rockford | 17 | | Chariots, and countless corporations and organizations were | 18 | | immeasurable; he represented RAMP on numerous boards, | 19 | | including the Coalition of Citizens with Disabilities in | 20 | | Illinois; and
| 21 | | WHEREAS, John Beck joined the Rockford Park District in | 22 | | October of 2007 as the Project Manager for Arts and Events and |

| 1 | | as the Americans with Disabilities Act Compliance Officer; and
| 2 | | WHEREAS, John Beck served as an alderperson for Rockford's | 3 | | 12th Ward for 19 years; he served in various capacities, | 4 | | including as chair of the Finance & Personnel Committee and on | 5 | | the Rockford Area Arts Council, combining his love of service | 6 | | with his love of the arts; and | 7 | | WHEREAS, John Beck had a passion for working with others | 8 | | from all backgrounds through many events and programs, | 9 | | including the annual Illinois Snow Sculpting Competition, the | 10 | | Festival of Lights, and Music in the Park; and | 11 | | WHEREAS, John Beck was a founding member of the Rockford | 12 | | Chariots Wheelchair Athletic Association; he helped form
an | 13 | | adult wheelchair basketball team, which inspired the | 14 | | development of a junior wheelchair basketball team with the
| 15 | | Rockford Park District; and | 16 | | WHEREAS, John Beck believed every person that RAMP served | 17 | | deserved an equal opportunity and strove to level the playing | 18 | | field for all people with disabilities; he was courageous, | 19 | | compassionate, thoughtful, and a good listener; and
| 20 | | WHEREAS, John Beck is survived by his wife, Sandra; his | 21 | | father, Robert Beck; his mother, Donna Beck; and his sisters, |

| 3 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | 4 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 5 | | John C. Beck and extend our sincere condolences to his family, | 6 | | friends, and all who knew and loved him; and be it further
| 7 | | RESOLVED, That a suitable copy of this resolution be | 8 | | presented to the family of John Beck as an expression of our | 9 | | deepest sympathy.
