SENATE JOINT RESOLUTION

 
2    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
3ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
4CONCURRING HEREIN, that we urge the Illinois Department of
5Transportation to take the following steps to advance
6implementation of the State's Complete Streets Law and 2012
7bicycle plan:
8    (1) Reform the IDOT project development processes to
9prioritize the safety of nonmotorized users and always include
10biking and walking facilities in state transportation projects
11where there is need;
12    (2) Reform IDOT policies to support building more and
13better biking and walking facilities on State routes;
14    (3) Revise State roadway design manuals to encourage
15designs that slow traffic to safe speeds in areas with high
16numbers of people walking and biking;
17    (4) Eliminate the requirement for local governments to
18provide matching funds for Complete Streets features like
19sidewalks, pedestrian refuge islands, and bike lanes on State
20routes;
21    (5) Conduct an evaluation of the implementation of the
22State's Complete Streets policy, filling gaps in pedestrian
23sidewalk and intersection design policies and analyzing the
24equitable distribution of facilities in low-income
25communities;

1    (6) Allow for spot biking and pedestrian improvements as
2part of street resurfacing projects;
3    (7) Implement outstanding action items from the State's
42012 bicycle plan;
5    (8) Develop a system that prioritizes projects with
6Complete Streets improvements in the multi-year planning
7process;
8    (9) Establish a bike planning program fund for local
9communities, especially low-income communities; and
10    (10) Establish a transportation equity working group at
11IDOT with a focus on increasing and improving transportation
12options in communities of color and low-income neighborhoods;
13and be it further
 
14    RESOLVED, That a suitable copy of this resolution be
15delivered to the Secretary of Transportation.
