1    AN ACT concerning property.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. Upon the payment of the sum of $4,600 to the
5State of Illinois, the People of the State of Illinois hereby
6release any rights or easements of access, crossing, light,
7air, and view from, to, and over the following described land
8located in Bond County, Illinois, subject to permit
9requirements of the State of Illinois, Department of
10Transportation:
 
11    Parcel No. 800XD61:
 
12    A line in the Southwest Quarter of the Southwest Quarter of
13Section 36, Township 6 North, Range 2 West of the Third
14Principal Meridian in Bond County, Illinois, described as
15follows:
16    Commencing the southwest corner of said Section 36; thence
17on an assumed bearing of North 00 degrees 51 minutes 10 seconds
18West on the west line of said Section 36, a distance of 546.94
19feet to the north right of way line of FAP Route 12 (US Route
2040) according to the Dedication of Right of Way for Public Road
21Purposes to the State of Illinois recorded on July 1, 1941 in
22Easement Record No. 3 on Page 494; thence North 89 degrees 31

1minutes 03 seconds east on said north right of way line, 250.01
2feet to the east line of the west 250 feet of said Southwest
3Quarter of the Southwest Quarter and the Point of Beginning of
4the Release of Access Control.
5    From said Point of Beginning; thence continuing North 89
6degrees 31 minutes 03 seconds East on said north right of way
7line, 778.70 feet to the west line of the east 300 feet of said
8Southwest Quarter of the Southwest Quarter and the Point of
9Terminus of the Release of Access Control.
10    Said Parcel 800XD61 consists of a line that is 778.70
11linear feet, more or less.
 
12    Section 10. The Department of Transportation shall obtain
13a certified copy of the portions of this Act containing the
14title, the enacting clause, the effective date, the appropriate
15Section or Sections containing the land descriptions of the
16property to be conveyed, and this Section within 60 days after
17its effective date and, upon receipt of the payment required by
18Section 5, shall record the certified document in the
19Recorder's Office in the county in which the land is located.
 
20    Section 15. (a) The Director of the Department of Natural
21Resources, on behalf of the State of Illinois, is authorized to
22execute and deliver to the City of Wyoming, a municipality
23organized and existing under the laws of the State of Illinois,
24of the County of Stark, State of Illinois, for and in

1consideration of $1.00 paid to the Department, a quitclaim deed
2to the following described real property, to wit:
 
3    A tract conveyed to the State of Illinois, Department of
4    Conservation (now Department of Natural Resources
5    (Document Number 53205) described as Lot 1, Block 10; and
6    part of Lot 3, Block 9 in Dana's Addition to City of
7    Wyoming in Section l, Township 12 North, Range 6 East, of
8    the 46 Principal Meridian, Stark County, Illinois.
 
9    (b) The conveyance of real property shall be made subject
10to: (1) existing public utilities, existing public roads, and
11any and all reservations, easements, encumbrances, covenants,
12and restrictions of record; and (2) the express condition that
13if the real property ceases to be used for public purposes, it
14shall revert to the State of Illinois, Department of Natural
15Resources.
 
16    Section 20. (a) The Director of the Department of Natural
17Resources, on behalf of the State of Illinois, is authorized to
18execute and deliver to the City of Ottawa, a municipality
19organized and existing under the laws of the State of Illinois,
20of the County of LaSalle, State of Illinois, for and in
21consideration of $1.00 paid to the Department, a quitclaim deed
22to the following described real property, to wit:

1    That part of the Fox River Feeder Canal right of way South
2    of Union Addition to Ottawa, North of Railroad Addition to
3    Ottawa, East of the East right of way line of Columbus
4    Street (State Route 23) and West of the East right of way
5    line of Paul Street extended North to the South line of
6    Union Addition to Ottawa, all in the Southeast Quarter of
7    Section 2, Township 33 North, Range 3 East of the Third
8    Principal Meridian, City of Ottawa, LaSalle County,
9    Illinois, more particularly described as follows:
 
10    Commencing at an iron pin marking the Northeast corner of
11    Lot 1 of Block 3 of the Union Addition to Ottawa; thence
12    South 00 degrees 05 minutes 05 seconds West, 41.96 feet to
13    a stone marking the Southeast Corner of said Lot 1, also
14    being on the North right of way line of the Fox River
15    Feeder Canal, thence South 67 degrees 48 minutes 00 seconds
16    West along said North right of way line, 347.75 feet to the
17    intersection of said right of way line and East right of
18    way line of Paul Street extended North also being the Point
19    of Beginning; thence South 00 degrees 07 minutes 11 seconds
20    West, 102.38 feet to the Northwest corner of Lot 5 of Block
21    3 of the Railroad Addition of Ottawa, also being on the
22    South right of way line of the Fox River Feeder Canal;
23    thence South 67 degrees 25 minutes 17 seconds West along
24    said South right of way line, 370.18 feet to the East right

2    way, 107.24 feet to a point on the South line of Lot 16 of
3    Block 3 of Union Addition to Ottawa, also being the North
4    right of way line of the Fox River Feeder Canal; thence
5    North 67 degrees 48 minutes 00 seconds East, 363.66 feet to
6    the Point of Beginning, containing 0.81 acres, more or
7    less.
 
8    (b) The conveyance of real property shall be made subject
9to: (1) existing public utilities, existing public roads, and
10any and all reservations, easements, encumbrances, covenants,
11and restrictions of record; and (2) the right, title, and
12interest of the United States of America, if any, in and to any
13of the subject parcel as a reversionary interest or otherwise
14under Congressional Acts of March 30, 1822, March 25, 1827,
15July 1, 1947, and any others, if applicable.
 
16    Section 25. (a) The Director of the Department of Natural
17Resources, on behalf of the State of Illinois, is authorized to
18exchange certain real property in St. Clair County, Illinois,
19hereinafter referred to as Parcel 1, for certain real property
20of equal or greater value in St. Clair County, Illinois,
21hereinafter referred to as Parcel 2, the Parcels being
22described as follows:

2    Deed from the East St. Louis Park District to the People of
3    the State of Illinois, date May 1, 1946 and recorded May 3,
4    1946 in Book 1044, Page 532 St. Clair County, Illinois,
5    described more particularly as follows: Beginning at an
6    Iron Pin marking the location of a disturbed Stone
7    described in the description of said tract and being the
8    Southeasterly point of Lot 13 of the Final Subdivision Plat
9    of Race Horse Business Park to the Village of Alorton and
10    St. Clair County, Illinois, recorded June 9, 2005 in Plat
11    Book 105, Pages 83-85; thence on an assumed bearing of
12    North 01 degrees 36 minutes 21 seconds West along said
13    tract and Lot 13, 1517.66 feet to an iron pin marking the
14    Northeasterly corner of said Lot 13; thence South 89
15    degrees 33 minutes 27 seconds East, 150.10 feet; thence

5    Book 105, Pages 83-85, also being more particularly
6    described as follows: A part of Lot 3 of the "Cahokia
7    Commonfields" according to the plat thereof recorded in
8    Plat Book "E" on Pages 16 and 17 in the St. Clair County
9    Recorder's Office and being a part of U.S. Surveys 130 and
10    625 and being more particularly described as follows:
11    Commencing at a pipe at the intersection of the
12    Northeasterly right-of-way line of Illinois Route 15 (new
13    F.A.P. Route 103 - varying width), with the Southeasterly
14    line of the East Side Levee and Sanitary District Project
15    17 (Harding Ditch); thence on an assumed bearing of North
16    46 degrees 35 minutes 57 seconds East on said Southeasterly
17    line, 190.99 feet to an iron pin on the Southwesterly line

5    (b) The conveyance of Parcel 1 as authorized by this
6Section shall be made subject to existing public utilities,
7existing public roads, and any and all reservations, easements,
8encumbrances, covenants, and restrictions of record.
9    (c) The Director of the Department of Natural Resources
10shall obtain an opinion of title from the Attorney General
11certifying that the State of Illinois will receive merchantable
12title to the real property referred to in this Section as
13Parcel 2.
14    (d) This transaction will be to the mutual advantages of
15both parties. Each party shall be responsible for any and all
16title costs associated with their respective properties.
 
17    Section 30. (a) The Director of the Department of Natural
18Resources, on behalf of the State of Illinois, is authorized to
19exchange certain real property in Pulaski County, Illinois,
20hereinafter referred to in this Section as Parcel 1, for
21certain real property of equal or greater value in Pulaski
22County, Illinois, hereinafter referred to in this Section as
23Parcel 2, the Parcels being described as follows:

1    PARCEL 1:
 
2    The North 106 feet of the following described tract of land
3    conveyed to the People of the State of Illinois, Department
4    of Natural Resources, Springfield, IL., by Warranty Deed
5    dated June 19, 2009, recorded June 25, 2009, Document No.
6    24582, in Book 257, Page 816, described as follows to-wit:
 
7    "A tract of land in the Southwest Quarter of the Northwest
8    Quarter of Section 14, Township 14 South, Range 1 East of
9    the 3rd P.M., more particularly described as follows:
10    Beginning at the Northwest corner of the Southwest Quarter
11    of the Northwest Quarter, thence South along the West
12    Section line of said Quarter-Quarter Section, a distance of
13    20 feet for a point of beginning; thence East a distance of
14    272 feet along a line parallel to the Northerly Section
15    line of said Quarter-Quarter Section; thence South a
16    distance of 320 feet and 3 inches on a line parallel to the
17    West Section line of said Quarter-Quarter Section; thence
18    West a distance of 272 feet along a line parallel to the
19    North line of said Southwest Quarter of the Northwest
20    Quarter; thence North a distance of 320 feet and 3 inches
21    following the Westerly line of said Quarter-Quarter
22    Section to the point of beginning, containing 2 acres, more
23    or less, situated in the County of Pulaski and State of

1    PARCEL 2:
 
2    The South 106 feet of the North 426.25 feet of the West 272
3    feet of the Southwest Quarter of the Northwest Quarter of
4    Section 14, Township 14 South, Range 1 East of the 3rd
5    P.M., situated in the County of Pulaski and State of
6    Illinois.
 
7    (b) The transaction under this Section will be to the
8mutual advantages of both parties. Each party shall be
9responsible for any and all title costs associated with their
10respective properties.
11    (c) The conveyance of Parcel 1 as authorized by this
12Section shall be made subject to existing public utilities,
13existing public roads, and any and all reservations, easements,
14encumbrances, covenants, and restrictions of record.
15    (d) The Director of the Department of Natural Resources
16shall obtain an opinion of title from the Attorney General
17certifying that the State of Illinois will receive merchantable
18title to the real property in this Section referred to as
19Parcel 2.
 
20    Section 35. The Director of Natural Resources shall obtain
21a certified copy of the portions of this Act containing the

1Section or Sections containing the land descriptions of the
2property to be conveyed, and this Section within 60 days after
3its effective date and, upon receipt of the payment required by
4the Section or Sections, if any payment is required, shall
5record the certified document in the Recorder's Office in the
6County in which the land is located.
 
7    Section 99. Effective date. This Act takes effect upon
8becoming law.
