1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Sections
510-20.69 and 34-18.61 as follows:
 
6    (105 ILCS 5/10-20.69 new)
7    Sec. 10-20.69. Door security locking means.
8    (a) In this Section, "door security locking means" means a
9door locking means intended for use by a trained school
10district employee in a school building for the purpose of
11preventing both ingress and egress through a door of the
12building.
13    (b) A school district may install a door security locking
14means on a door of a school building to prevent unwanted entry
15through the door if all of the following requirements are met:
16        (1) The door security locking means can be engaged
17    without opening the door.
18        (2) The unlocking and unlatching of the door security
19    locking means from the occupied side of the door can be
20    accomplished without the use of a key or tool.
21        (3) Locks, if remotely engaged, can be unlocked from
22    the occupied side.
23        (4) The door security locking means is capable of being

1    disengaged from the outside by school district employees,
2    and school district employees may use a key or other
3    credentials to unlock the door from the outside.
4        (5) The door security locking means does not modify the
5    door-closing hardware, panic hardware, or fire exit
6    hardware.
7        (6) Any bolts, stops, brackets, or pins employed by the
8    door security locking means do not affect the fire rating
9    of a fire door assembly.
10        (7) School district employees are trained in the
11    engagement and release of the door security locking means,
12    from within and outside the room, as part of the emergency
13    response plan.
14        (8) For doors installed before July 1, 2019 only, the
15    unlocking and unlatching of a door security locking means
16    requires no more than 2 releasing operations. For doors
17    installed on or after July 1, 2019, the unlocking and
18    unlatching of a door security locking means requires no
19    more than one releasing operation. If doors installed
20    before July 1, 2019 are replaced on or after July 1, 2019,
21    the unlocking and unlatching of a door security locking
22    means on the replacement door requires no more than one
23    releasing operation.
24    (c) A school district must include the location of any door
25security locking means and must address the use of the locking
26and unlocking means from within and outside the room in its

1filed school safety plan under the School Safety Drill Act.
2Local law enforcement officials and the local fire department
3must be notified of the location of any door security locking
4means and how to disengage it. Any specific tool needed to
5disengage the door security locking means from the outside of
6the room must, upon request, be made available to local law
7enforcement officials and the local fire department.
8    (d) A door security locking means may be used only (i) by a
9school district employee trained under subsection (e), (ii)
10during an emergency that threatens the health and safety of
11students and employees or during an active shooter drill, and
12(iii) when local law enforcement officials and the local fire
13department have been notified of its installation prior to its
14use. The door security locking means must be engaged for a
15finite period of time in accordance with the school district's
16school safety plan adopted under the School Safety Drill Act.
17    (e) A school district that has installed a door security
18locking means shall conduct an in-service training program for
19school district employees on the proper use of the door
20security locking means. The school district shall keep a file
21verifying the employees who have completed the program and
22must, upon request, provide the file to its regional office of
23education and the local fire department and local law
24enforcement agency.
25    (f) A door security locking means that requires 2 releasing
26operations must be discontinued from use when the door is

1replaced or is a part of new construction. Replacement and new
2construction door hardware must include mortise locks,
3compliant with the applicable building code, and must be
4lockable from the occupied side without opening the door.
5However, mortise locks are not required if panic hardware or
6fire exit hardware is required.

5    Section 99. Effective date. This Act takes effect July 1,
