AMENDMENT TO SENATE BILL 1321

2    AMENDMENT NO. ______. Amend Senate Bill 1321, AS AMENDED,
3with reference to page and line numbers of House Amendment No.
41, on page 5, by deleting lines 16 through 24; and
 
5by deleting pages 6 through 52; and
 
6on page 53, be deleting lines 1 through 10; and
 
7on page 60, line 9, before "5-30.12", by inserting "5-30.11";
8and
 
9on page 110, immediately below line 17, by inserting the
10following:
 
11    "(305 ILCS 5/5-30.11 new)
12    Sec. 5-30.11. Managed care reports; minority-owned and
13women-owned businesses. Each Medicaid managed care health plan

1shall submit a report to the Department by March 1, 2020, and
2every March 1 thereafter, that includes the following
3information:
4        (1) The administrative expenses paid to the Medicaid
5    managed care health plan.
6        (2) The amount of money the Medicaid managed care
7    health plan has spent with Business Enterprise Program
8    certified businesses.
9        (3) The amount of money the Medicaid managed care
10    health plan has spent with minority-owned and women-owned
11    businesses that are certified by other agencies or private
12    organizations.
13        (4) The amount of money the Medicaid managed care
14    health plan has spent with not-for-profit community-based
15    organizations serving predominantly minority communities,
16    as defined by the Department.
17        (5) The proportion of minorities, people with
18    disabilities, and women that make up the staff of the
19    Medicaid managed care health plan.
20        (6) Recommendations for increasing expenditures with
21    minority-owned and women-owned businesses.
22        (7) A list of the types of services to which the
23    Medicaid managed care health plan is contemplating adding
24    new vendors.
25        (8) The certifications the Medicaid managed care
26    health plan accepts for minority-owned and women-owned

1    businesses.
2        (9) The point of contact for potential vendors seeking
3    to do business with the Medicaid managed care health plan.
4    The Department shall publish the reports on its website and
5shall maintain each report on its website for 5 years. In May
6of 2020 and every May thereafter, the Department shall hold 2
7annual public workshops, one in Chicago and one in Springfield.
8The workshops shall include each Medicaid managed care health
9plan and shall be open to vendor communities to discuss the
10submitted plans and to seek to connect vendors with the
11Medicaid managed care health plans.".
