HOUSE RESOLUTION

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we direct the Department of Agriculture to conduct a disparity study on whether minority and women-owned businesses face any barriers that prevent the equitable participation in the business of cultivating, manufacturing, delivering, distributing, testing, transporting, and other avenues within the business of legalized cannabis in Illinois; and be it further

RESOLVED, That the study should include, but not be limited to, the following:

(1) Evidence of past and present racial discrimination by the government;

(2) Annual income, access to capital, cannabis convictions, communities with a disproportionately high amount of law enforcement with respect to cannabis of those seeking to enter the field; and

(3) The process for obtaining recreational and medical permits and licensing; and be it further

RESOLVED, That the Department of Agriculture and the General Assembly should use the results of this study to address the inequality within the business of legalized cannabis and develop clear guidelines to prevent it; and be it further

RESOLVED, That a suitable copy of this resolution be delivered to the Department of Agriculture.
