AMENDMENT TO HOUSE BILL 3638

2    AMENDMENT NO. ______. Amend House Bill 3638 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by adding Section
52-3.176 as follows:
 
6    (105 ILCS 5/2-3.176 new)
7    Sec. 2-3.176. Vietnamese and Laotian American refugees and
8the Cambodian genocide; model curriculum.
9    (a) In this Section, "oral testimony" means the firsthand
10accounts of significant historical events presented in a format
11that includes, but is not limited to, in-person testimony,
12video, or a multimedia option, such as a DVD or an online
13video.
14    (b) On or before January 1, 2023, the State Board of
15Education shall create a model curriculum that may be used by
16school districts for the teaching of the Vietnamese and Laotian

1American refugee experience that includes, but is not limited
2to, the fall of Saigon in 1975. The model curriculum must be
3developed in an age-appropriate manner for instruction in
4kindergarten through grade 12 and must also comply with all of
5the following:
6        (1) Be developed with participation from Vietnamese
7    and Laotian American cultural centers and community groups
8    located in this State, survivors, rescuers, and liberators
9    of the Vietnam War, Vietnamese and Laotian American
10    refugees, and a group of representatives from school
11    districts, who may include teachers who have relevant
12    experience or educational backgrounds in the study and
13    teaching of Vietnamese or Laotian American history.
14        (2) Incorporate writings and other media that
15    represent all perspectives of the Vietnamese and Laotian
16    refugee experience, including oral testimony by survivors,
17    rescuers, and liberators of the Vietnam War, including
18    Vietnamese and Laotian American refugees, Vietnamese boat
19    people, and members of the Republic of Vietnam Armed
20    Forces, to ensure quality standards and materials for this
21    area of study.
22        (3) Provide for a discussion on the Vietnamese boat
23    people and members of the Republic of Vietnam Armed Forces,
24    the reasons behind the exodus, the hardships faced by the
25    Vietnamese and Laotian people attempting to flee who were
26    apprehended by the communist government, and the

1    conditions that led to the resettlement of Vietnamese and
2    Laotian people in the United States.
3    (c) On or before January 1, 2023, the State Board of
4Education shall create a model curriculum that may be used by
5school districts for the teaching of the Cambodian genocide.
6The model curriculum must be developed in an age-appropriate
7manner for instruction in kindergarten through grade 12 and
8must also comply with both of the following:
9        (1) Be developed with participation from survivors of
10    the Cambodian genocide and a group of representatives from
11    school districts, who may include teachers who have
12    relevant experience or educational backgrounds in the
13    study and teaching of the Cambodian genocide.
14        (2) Incorporate writings or other media that represent
15    all perspectives of the Cambodian genocide, including oral
16    testimony by survivors, to ensure quality standards and
17    materials for this area of study.
 
18    Section 99. Effective date. This Act takes effect upon
19becoming law.".
