3 with reference to page and line numbers of House Amendment No.
4 3, on page 5, immediately below line 2, by inserting the
5 following:

6     "(f) This Section only applies to non-home rule counties.";
7 and

8 on page 9, by replacing lines 21 through 25 with the following:

9     "(c) This Section only applies to non-home rule counties.".
