1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Asian
5American Family Commission Act.
 
6    Section 5. Purpose and objectives. The purpose of the Asian
7American Family Commission is to advise the Governor and
8General Assembly, as well as work directly with State agencies,
9to improve and expand existing policies, services, programs,
10and opportunities for Asian American families. The Asian
11American Family Commission shall guide the efforts of and
12collaborate with State agencies, including: the Department on
13Aging, the Department of Children and Family Services, the
14Department of Commerce and Economic Opportunity, the
15Department of Corrections, the Department of Human Services,
16the Department of Healthcare and Family Services, the
17Department of Public Health, the Department of Transportation,
18the Department of Employment Security, and others. This shall
19be achieved primarily by:
20        (1) monitoring and commenting on existing and proposed
21    legislation and programs designed to address the needs of
22    Asian Americans in Illinois;
23        (2) assisting State agencies in developing programs,

1    services, public policies, and research strategies that
2    will expand and enhance the social and economic well-being
3    of Asian American children and families;
4        (3) facilitating the participation of and
5    representation of Asian Americans in the development,
6    implementation, and planning of policies, programs, and
7    services; and
8        (4) promoting research efforts to document the impact
9    of policies and programs on Asian American families.
10    The work of the Asian American Family Commission shall
11include the use of existing reports, research and planning
12efforts, procedures, and programs.
 
13    Section 10. Asian American Family Commission.
14    (a) There is hereby established the Asian American Family
15Commission.
16    (b) The Asian American Family Commission shall be comprised
17of 15 members. The Governor, the President of the Senate, the
18Minority Leader of the Senate, the Speaker of the House of
19Representatives, and the Minority Leader of the House of
20Representatives shall each appoint 3 members to the Commission.
21Each member shall have working knowledge of human services,
22community development, or economic public policies in
23Illinois. The Governor shall appoint the chairperson or
24chairpersons.
25    (c) Members shall serve 3-year terms, except in the case of

1initial appointments. Five members, as determined by lot, shall
2initially be appointed to one-year terms; 5 members shall be
3appointed to 2-year terms; and 5 members shall be appointed to
43-year terms, so that the terms are staggered. Members shall
5serve without compensation, but shall be reimbursed for
6Commission-related expenses.
7    (d) The Department on Aging, the Department of Children and
8Family Services, the Department of Commerce and Economic
9Opportunity, the Department of Corrections, the Department of
10Employment Security, the Department of Human Services, the
11Department of Healthcare and Family Services, the Department of
12Public Health, the State Board of Education, the State Board of
13Higher Education, the Illinois Community College Board, the
14Department of Human Rights, the Capital Development Board, the
15Department of Labor, and the Department of Transportation shall
16each appoint a liaison to serve ex officio on the Commission.
17The Office of the Governor, in cooperation with the State
18agencies appointing liaisons to the Commission under this
19subsection (d), shall provide administrative support to the
20Commission.
 
21    Section 15. Funding. The Asian American Family Commission
22may receive funding through specific appropriations available
23for its purposes made to the Department on Aging, the
24Department of Children and Family Services, the Department of
25Commerce and Economic Opportunity, the Department of

1Corrections, the Department of Human Services, the Department
2of Healthcare and Family Services, the Department of Public
3Health, the State Board of Education, the State Board of Higher
4Education, the Illinois Community College Board, the
5Department of Human Rights, the Capital Development Board, the
6Department of Labor, and the Department of Transportation.
 
7    Section 20. Report. The Asian American Family Commission
8shall annually report to the Governor and the General Assembly
9on the Commission's progress toward its goals and objectives.
