1    AN ACT concerning criminal law.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Unified Code of Corrections is amended by
5adding Section 3-2-2.3 as follows:
 
6    (730 ILCS 5/3-2-2.3 new)
7    Sec. 3-2-2.3. Tamms Minimum Security Unit Task Force.
8    (a) The Tamms Minimum Security Unit Task Force is created
9to study using the Tamms Minimum Security Unit as a vocational
10training facility for the Department of Corrections. The
11membership of the Task Force shall include:
12        (1) one member of the House of Representatives
13    appointed by the Speaker of the House of Representatives;
14        (2) one member of the House of Representatives
15    appointed by the Minority Leader of the House of
16    Representatives;
17        (3) one member of the Senate appointed by the Senate
18    President;
19        (4) one member of the Senate appointed by the Senate
20    Minority Leader;
21        (5) the Director of Corrections or his or her designee;
22        (6) one member representing a labor organization for
23    Department of Corrections employees, appointed by the

1    Director of Corrections;
2        (7) one member representing Shawnee Community College,
3    appointed by the President of Shawnee Community College;
4        (8) one member representing Southern Illinois
5    University, appointed by the President of Southern
6    Illinois University;
7        (9) the mayor of Tamms, Illinois; and
8        (10) one member representing Alexander County,
9    appointed by the Chairman of the Alexander County Board.
10    (b) Each member of the Task Force shall serve without
11compensation. The members of the Task Force shall select a
12Chairperson. The Task Force shall meet 2 times per year or at
13the call of the Chairperson. The Department of Corrections
14shall provide administrative support to the Task Force.
15    (c) The Task Force shall submit a report to the Governor
16and the General Assembly on or before December 31, 2020 with
17its recommendations. The Task Force is dissolved on January 1,
182021.
19    (d) This Section is repealed on January 1, 2022.
