| 2 | | WHEREAS, Master Sergeant Stanley W. Talbot #1989 was killed | 3 | | on June 23, 2001 at 1:38 a.m., the victim of a fatal | 4 | | hit-and-run accident while supervising a roadside safety check | 5 | | at the foot of the Centennial Bridge in Rock Island; and
| 6 | | WHEREAS, Stanley Talbot was born in Kewanee to Earl and | 7 | | Sheila (Ringel) Talbot on August 26, 1950; he graduated from | 8 | | Annawan High School in 1968 and attended Black Hawk | 9 | | College-East Campus in Kewanee from 1968 to 1970; he earned his | 10 | | bachelor's degree in agriculture in 1972 from Illinois State | 11 | | University in Normal; he served in the Marine Corps ROTC while
| 12 | | in college and married
Shirley M. Engstrom in Bishop Hill
on | 13 | | October 15, 1972; he married Ladonna Akins on November 4,
1989; | 14 | | and
| 15 | | WHEREAS, Stanley Talbot joined the Bloomington
Police | 16 | | Department and served with them for over two years before | 17 | | attending the Illinois State Police Academy in 1975; he worked | 18 | | for District 5 in Joliet until
transferring to District 7 in | 19 | | East Moline, where he served until his death; he was a
member | 20 | | of the National Rifle Association, the Illinois Police | 21 | | Association, and Fraternal Order of
Police Troopers Lodge No. | 22 | | 41; and

| 1 | | WHEREAS, Stanley Talbot enjoyed shooting, hunting and | 2 | | fishing, softball, and was a military
history buff; he had a | 3 | | lifelong interest in farming; and | 4 | | WHEREAS, Stanley Talbot's daughter, Dyan, is a Master | 5 | | Sergeant with the Illinois State Police, and his son, Doug, is | 6 | | an officer with the Collinsville Police Department; therefore, | 7 | | be it
| 8 | | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL | 9 | | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES | 10 | | CONCURRING HEREIN, that we designate the Centennial Bridge in | 11 | | Rock Island as the "Master Sgt. Stanley W. Talbot Memorial | 12 | | Bridge"; and be it further | 13 | | RESOLVED, That the Illinois Department of Transportation | 14 | | is
requested to erect at suitable locations, consistent with | 15 | | State
and federal regulations, appropriate plaques or signs | 16 | | giving
notice of the name "Master Sgt. Stanley W. Talbot | 17 | | Memorial Bridge";
and be it further
| 18 | | RESOLVED, That suitable copies of this resolution be | 19 | | presented to the family of Stanley Talbot and Rock Island Mayor | 20 | | Dennis E. Pauley.
