1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Capital Development Board Act is amended by
5changing Section 5 as follows:
 
6    (20 ILCS 3105/5)  (from Ch. 127, par. 775)
7    Sec. 5. The Board shall consist of 7 members, no more than
84 of whom may be of the same political party, all of whom shall
9be appointed by the Governor, by and with the consent of the
10Senate, and one of whom shall be designated as chairman by the
11Governor. No person may be appointed as a member of the Board
12who is serving as an elected officer for the State or for any
13unit of local government within the State.
14    If the Senate is not in session when the first appointments
15are made, the Governor shall make temporary appointments as in
16the case of a vacancy. In making the first appointments, the
17Governor shall designate 2 members to serve until January,
181974, 2 members to serve until January, 1975, 2 members to
19serve until January, 1976 and 1 member to serve until January,
201977, or until their successors are appointed and qualified.
21Notwithstanding any provision of law to the contrary, the term
22of office of each member of the Board is abolished on January
2331, 2019. Incumbent members holding a position on the Board on

1January 30, 2019 may be reappointed. In making appointments to
2fill the vacancies created on January 31, 2019, the Governor
3shall designate 2 members to serve until January 31, 2021, 2
4members to serve until January 31, 2022, 2 members to serve
5until January 31, 2023, and one member to serve until January
631, 2024, or until their successors are appointed and
7qualified. Their successors shall be appointed to serve for 4
8year terms expiring on the third Monday in January or until
9their successors are appointed and qualified. Any vacancy
10occurring on the Board, whether by death, resignation or
11otherwise, shall be filled by appointment by the Governor in
12the same manner as original appointments. A member appointed to
13fill a vacancy shall serve for the remainder of the unexpired
14term or until his successor is qualified.

16    Section 10. The Design-Build Procurement Act is amended by
17changing Section 90 as follows:

19    (Section scheduled to be repealed on July 1, 2019)
20    Sec. 90. Repealer. This Act is repealed on July 1, 2022
21July 1, 2019.
