AMENDMENT TO SENATE BILL 3045

2    AMENDMENT NO. ______. Amend Senate Bill 3045 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Public Community College Act is amended by
5adding Section 3-80 as follows:
 
6    (110 ILCS 805/3-80 new)
7    Sec. 3-80. Baccalaureate degree in nursing pilot program.
8    (a) The Board of Trustees of Community College District No.
9508 may establish and offer at Malcolm X College and the Board
10or Trustees of Community College District No. 536 may establish
11and offer at Lewis and Clark Community College a
12baccalaureate-level nursing education pilot program, commonly
13referred to as a baccalaureate completion program (RN to BSN),
14that confers a bachelor of science degree in nursing if all of
15the following conditions are met:
16        (1) The Board of Trustees meets all of the requirements

1    as set forth in subsection (b) of this Section, and the
2    program has been approved by the State Board to offer a
3    bachelor of science degree in nursing.
4        (2) After the program has been approved by the State
5    Board, the Board of Higher Education shall consider the
6    program for approval in a manner consistent with new
7    bachelor's degree programs at public and private
8    universities in this State.
9        (3) The Board of Trustees has identified and
10    documented, in writing, unmet workforce needs in the
11    subject area of the baccalaureate degree to be offered. The
12    Board of Trustees shall publish on the community college
13    district's website and make publicly available the
14    documentation and shall present the documentation to the
15    State Board.
16        (4) The community college shall hold a national
17    professional nursing accreditation or have applied for the
18    accreditation from the Commission on Collegiate Nursing
19    Education, the Accreditation Commission for Education in
20    Nursing, or the Commission for Nursing Education
21    Accreditation.
22        (5) The community college shall offer and maintain an
23    associate degree in nursing.
24        (6) The Board of Trustees must demonstrate, in writing,
25    how the community college will enhance future
26    opportunities for minority and bilingual populations by

1    focusing outreach efforts and giving preference to those
2    students in order to meet workforce needs.
3    (b) The Board of Trustees shall demonstrate that the
4community college has the expertise, resources, and student
5interest to offer a quality bachelor of science degree in
6nursing. An application for approval from the State Board shall
7include, but is not limited to, all of the following:
8        (1) The Board of Trustees shall describe the labor
9    market need as specified in paragraph (3) of subsection (a)
10    of this Section.
11        (2) The Board of Trustees shall describe the program's
12    purpose, its target population, related occupations, and
13    career paths.
14        (3) The Board of Trustees shall demonstrate that the
15    community college has developed quality curricula that
16    aligns with federal, State, and local requirements and will
17    prepare graduates with the appropriate level of skill to
18    meet their educational goals.
19        (4) The Board of Trustees shall verify the community
20    college district has the fiscal resources in place or has
21    budgeted for financial support for the program in a
22    cost-effective manner.
23        (5) The Board of Trustees shall identify and document
24    the faculty available for teaching the program, including
25    the number of full-time faculty anticipated to teach in the
26    program, a description of their qualifications (including

1    highest degree earned), teaching experience, professional
2    experience, and licenses held. The Board of Trustees must
3    also indicate how faculty are to be evaluated.
4    (c) The community college district is prohibited from using
5semester credit hours generated in baccalaureate degree
6programs for grants received pursuant to Section 2-16.02 of
7this Act.
8    (d) The State Board shall conduct a statewide evaluation of
9a pilot program established under this Section. The results of
10the evaluation shall be reported on or before July 1, 2023 to
11all of the following:
12        (1) The Board of Higher Education.
13        (2) The Speaker of the House of Representatives.
14        (3) The Minority Leader of the House of
15    Representatives.
16        (4) The President of the Senate.
17        (5) The Minority Leader of the Senate.
18        (6) The Governor's Office of Management and Budget.
19    The reports to the General Assembly shall be filed with the
20Clerk of the House of Representatives and the Secretary of the
21Senate in electronic form only, in the manner that the Clerk
22and the Secretary shall direct.
23    The evaluation shall include, but is not limited to, all of
24the following:
25        (i) Information identifying applicants, admissions,
26    enrollment, the demographic characteristics of students,

1    and degree recipients.
2        (ii) The extent to which the program fulfills
3    identified workforce needs.
4        (iii) Information on the pace of employment of students
5    and the subsequent job placement of graduates.
6        (iv) The cost of the program and the funding sources
7    that were used to finance the program.
8        (v) Time-to-degree rates and completion rates for the
9    program.
10        (vi) The extent to which the program is in compliance
11    with the requirements of this Section.
12    The Board of Trustees shall submit the information
13necessary to conduct the evaluation required under this
14subsection (d), as determined by the evaluator, to the State
15Board.".
