AMENDMENT TO SENATE BILL 2358

2    AMENDMENT NO. ______. Amend Senate Bill 2358 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Student Transfer Achievement Reform Act is
5amended by adding Section 23 as follows:
 
6    (110 ILCS 150/23 new)
7    Sec. 23. Reverse transfer of credits.
8    (a) In this Section, "reverse transfer of credit" means the
9transfer of earned academic credit from a State university to a
10community college for the purpose of obtaining an associate
11degree at the community college.
12    (b) Beginning with the 2019-2020 academic year, the Board
13of Higher Education and the Illinois Community College Board
14shall develop a policy to foster the reverse transfer of credit
15for any student who has accumulated at least 15 hours of
16academic credit at a community college and a sufficient number

1of hours of academic credit at a State university in the
2prescribed courses necessary to meet a community college's
3requirements to be awarded an associate degree.
4    (c) A student wishing to reverse transfer earned academic
5credit under this Section to obtain an associate degree shall
6agree to the exchange of transcript information between each
7community college and State university that he or she has
8attended. A student must submit an application and his or her
9transcripts to a community college in order to be considered
10for conferral of an associate degree. In awarding an associate
11degree, the community college shall evaluate the applicant's
12coursework completed, along with the transfer credit earned,
13and shall determine whether the associate degree requirements
14have been met. No later than 14 business days after receiving
15an application, a community college shall notify an applicant
16if he or she qualifies for an associate degree based on the
17total earned credits.
18    (d) The Board of Higher Education, the Illinois Community
19College Board, and the Midwestern Higher Education Compact's
20Multi-State Collaborative on Military Credit shall adopt a
21policy regarding the award of academic credit for military
22training applicable to meeting a community college's
23requirements for awarding an associate degree.
24    (e) The Board of Higher Education and the Illinois
25Community College Board shall adopt rules to implement this
26Section.
