history of such a characteristic, | 15 | | or the perception of such a characteristic,

for independent living, | 6 | | and economic sufficiency.
| 7 | | "State human services agency" means the following:
| 8 | | (1) The Citizens Council on Mental Health and | 9 | | Developmental
Disabilities created under Article 11A of | 10 | | the Legislative Commission
Reorganization Act of 1984.
| 11 | | (2) Advisory councils created by the Department of | 12 | | Human Rights under
Section 7-107 of the Illinois Human | 13 | | Rights Act.
| 14 | | (3) The Guardianship and Advocacy Commission created | 15 | | under the
Guardianship and Advocacy Act.
| 16 | | (4) (Blank). The Interagency Coordinating Council | 17 | | created under the Interagency
Coordinating Council Act.

| 1 | | (a) The Employment and Economic Opportunity for Persons | 2 | | with Disabilities Task Force is created. | 3 | | (b) The Employment and Economic Opportunity for Persons | 4 | | with Disabilities Task Force shall be appointed and hold its | 5 | | first meeting within 90 days after the effective date of this | 6 | | Act, be convened by the Governor, and operate with | 7 | | administrative support from the Illinois Department of Human | 8 | | Services. | 9 | | (c) The Task Force shall be comprised of the following | 10 | | representatives of State Government: a high-ranking member of | 11 | | the Governor's management team, designated by the Governor; | 12 | | representatives of each division of the Department of Human | 13 | | Services, designated by the Secretary of Human Services; the | 14 | | Director of Healthcare and Family Services, or his or her | 15 | | designee; the Director of Veterans' Affairs or his or her | 16 | | designee; the Director of Commerce and Economic Opportunity or | 17 | | his or her designee; the Director of Employment Security or his | 18 | | or her designee; the Director of Central Management Services or | 19 | | his or her designee; the Director of Juvenile Justice or his or | 20 | | her designee; the Executive Director of the Board of Higher | 21 | | Education or his or her designee; the Executive Director of the | 22 | | Illinois Community College Board or his or her designee; the | 23 | | Executive Director of the Illinois Council on Developmental | 24 | | Disabilities or his or her designee; and the State | 25 | | Superintendent of Education or his or her designee. | 26 | | (d) The Task Force shall also consist of no more than 15 |

| 1 | | public members who shall be appointed by the Governor and who | 2 | | represent the following constituencies: statewide | 3 | | organizations that advocate for persons with physical, | 4 | | developmental and psychiatric disabilities, entities with | 5 | | expertise in assistive technology devices and services for | 6 | | persons with disabilities, advocates for veterans with | 7 | | disabilities, centers for independent living, disability | 8 | | services providers, organized labor, higher education, the | 9 | | private sector business community, entities that provide | 10 | | employment and training services to persons with disabilities, | 11 | | and at least 5 persons who have a disability. | 12 | | (e) The Task Force shall be co-chaired by the | 13 | | representative of the Governor and a public member who shall be | 14 | | chosen by the other public members of the Task Force. | 15 | | (f) The Task Force members shall serve voluntarily and | 16 | | without compensation. Persons with disabilities serving on the | 17 | | Task Force shall be accommodated to enable them to fully | 18 | | participate in Task Force activities. | 19 | | (g) The co-chairs of the Task Force shall extend an | 20 | | invitation to chairs and minority spokespersons of appropriate | 21 | | legislative committees to attend all meetings of the Task | 22 | | Force, and may invite other individuals who are not members of | 23 | | the Task Force to participate in subcommittees of the Task | 24 | | Force or to take part in discussions of topics for which those | 25 | | individuals have particular expertise. | 26 | | (h) The Task Force shall coordinate its work with existing |

| 1 | | State advisory bodies whose work may include employment and | 2 | | economic opportunity for persons with disabilities.

| 5 | | Sec. 15. Task Force Responsibilities. The Task Force shall | 6 | | analyze programs and policies of the State to determine what | 7 | | changes, modifications, and innovations may be necessary to | 8 | | remove barriers to competitive employment and economic | 9 | | opportunity for persons with disabilities, including barriers | 10 | | such as transportation, housing, program accessibility, and | 11 | | benefit structure. The Task Force shall also analyze State | 12 | | disability systems, including the mental health, developmental | 13 | | disabilities, veterans' assistance, workforce investment, and | 14 | | rehabilitation services systems, and their effect on | 15 | | employment of persons with disabilities. The Task Force shall | 16 | | review and analyze applicable research and policy studies, | 17 | | innovations used in other states, and any federal policy | 18 | | initiatives such as customized employment, and federal funding | 19 | | opportunities that would increase competitive employment and | 20 | | economic opportunity for persons with disabilities in | 21 | | Illinois. | 22 | | With regard to the post-secondary transition of youth with | 23 | | disabilities to employment, post-secondary education and | 24 | | training, community living, and other adult activities, the | 25 | | Task Force shall: |

| 1 | | (1) design a process for collecting, analyzing, | 2 | | coordinating, and sharing data; | 3 | | (2) be a resource for sharing information with State | 4 | | and local agencies involved in the delivery of services to | 5 | | youth with disabilities; | 6 | | (3) assist local transition planning committees by | 7 | | developing model interagency agreements to ensure that | 8 | | necessary services are available; | 9 | | (4) review and evaluate annual transition outcome data | 10 | | from information collected by State agencies that are | 11 | | members of the Task Force from local transition planning | 12 | | committees, school districts, and other appropriate | 13 | | sources. Data indicators under this paragraph (4) shall | 14 | | include: | 15 | | (A) high school graduation or passage of high | 16 | | school equivalency testing; | 17 | | (B) participation in post-secondary education, | 18 | | including continuing and adult education; | 19 | | (C) involvement in integrated employment, | 20 | | supported employment, vocational training, and | 21 | | work-based learning activities; | 22 | | (D) independent living, community participating | 23 | | adult services, and other adult services; and | 24 | | (E) enrollment in the Prioritization of Urgency of | 25 | | Need for Services (PUNS) program; | 26 | | (5) evaluate and report on the State's progress with |

| 1 | | regard to the implementation of the post-secondary | 2 | | transition requirements of the federal Workforce | 3 | | Innovation and Opportunity Act; and | 4 | | (6) develop periodic in-service training programs to | 5 | | consumers and families in improving understanding and | 6 | | awareness of post-secondary transition services.
