AMENDMENT TO HOUSE BILL 4657

2    AMENDMENT NO. ______. Amend House Bill 4657 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by adding Section
527-23.11 as follows:
 
6    (105 ILCS 5/27-23.11 new)
7    Sec. 27-23.11. Emotional Intelligence and Social and
8Emotional Learning Task Force. The Emotional Intelligence and
9Social and Emotional Learning Task Force is created to develop
10curriculum guidelines and best practices on emotional
11intelligence and social and emotional learning. The Task Force
12shall consist of the State Superintendent of Education or his
13or her designee and all of the following members, appointed by
14the State Superintendent:
15        (1) A representative of a school district organized
16    under Article 34 of this Code.

1        (2) A representative of a statewide organization
2    representing school boards.
3        (3) A representative of a statewide organization
4    representing individuals holding professional educator
5    licenses with school support personnel endorsements under
6    Article 21B of this Code, including school social workers,
7    school psychologists, and school nurses.
8        (4) A representative of a statewide organization
9    representing children's mental health experts.
10        (5) A representative of a statewide organization
11    representing school principals.
12        (6) An employee of a school under Article 13A of this
13    Code.
14        (7) A school psychologist employed by a school district
15    in Cook County.
16        (8) Representatives of other appropriate State
17    agencies, as determined by the State Superintendent.
18    Members appointed by the State Superintendent shall serve
19without compensation but shall be reimbursed for their
20reasonable and necessary expenses from funds appropriated to
21the State Board of Education for that purpose, including
22travel, subject to the rules of the appropriate travel control
23board. The Task Force shall meet at the call of the State
24Superintendent. The State Board of Education shall provide
25administrative and other support to the Task Force.
26    The Task Force shall develop age-appropriate, emotional

1intelligence and social and emotional learning curriculum
2guidelines and best practices for elementary schools and high
3schools. The guidelines shall, at a minimum, include teaching
4how to recognize, direct, and positively express emotions. The
5Task Force shall complete the guidelines on or before January
61, 2019. Upon completion of the guidelines the Task Force is
7dissolved.
 
8    Section 99. Effective date. This Act takes effect upon
9becoming law.".
