SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/3-414.1  from Ch. 95 1/2, par. 3-414.1

    Amends the Illinois Vehicle Code. Provides that, except for a semitrailer registered under the Code, beginning with the 2019 registration year, the Secretary of State shall offer to each owner of a motor vehicle that is subject to registration under the Code a registration period based on a one calendar year, 2 calendar year, 3 calendar year, 4 calendar year, or 5 calendar year basis. Provides that an owner of a motor vehicle who chooses a 2 calendar year, 3 calendar year, 4 calendar year, or 5 calendar year registration period shall pay an additional fee of $10 for every registration year that is more than one calendar year, which shall be deposited into the Road Fund. Provides that beginning with the 2019 registration year, the Secretary shall offer to each owner of a trailer a registration period based on a one calendar year, 2 calendar year, 3 calendar year, 4 calendar year, 5 calendar year, or 10 calendar year basis.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Section 3-414.1 as follows:
 
6    (625 ILCS 5/3-414.1)  (from Ch. 95 1/2, par. 3-414.1)
7    Sec. 3-414.1. Term of multi-year registration plates.
8    (a) Registration plates issued for motor vehicles shall be
9valid for an indefinite term of not less than one year.
10Registration plates issued as two-year or five-year plates may
11be issued as multi-year plates at the discretion of the
12Secretary of State. Current renewal registration stickers,
13when necessary, are to be attached as provided in Section
143-413. The Secretary may in his discretion prescribe a term
15greater than one year or may extend the term of current
16registration plates for an additional calendar year by
17appropriate public announcement made before August 1 of the
18current registration year.
19    (a-5) Except for a semitrailer registered under Section
203-814, beginning with the 2019 registration year, the Secretary
21shall offer to each owner of a motor vehicle that is subject to
22registration under this Chapter a registration period based on
23a one calendar year, 2 calendar year, 3 calendar year, 4

1calendar year, or 5 calendar year basis. The owner of the motor
2vehicle shall pay a one-time registration fee under the
3applicable Section of this Code, which shall be increased to
4reflect the registration year period chosen by the motor
5vehicle owner. An owner of a motor vehicle who chooses a 2
6calendar year, 3 calendar year, 4 calendar year, or 5 calendar
7year registration period under this subsection shall pay an
8additional fee of $10 for every registration year that is more
9than one calendar year, which shall be deposited into the Road
10Fund.
11    (a-10) Beginning with the 2019 registration year, the
12Secretary shall offer to each owner of a trailer, as defined
13under Section 1-209, that is subject to registration under this
14Chapter a registration period based on a one calendar year, 2
15calendar year, 3 calendar year, 4 calendar year, 5 calendar
16year, or 10 calendar year basis. The owner of the trailer shall
17pay a one-time registration fee under Section 3-818 or 3-819,
18which shall be increased to reflect the registration period
19chosen by the trailer owner. An owner of a trailer who chooses
20a 2 calendar year, 3 calendar year, 4 calendar year, 5 calendar
21year, or 10 calendar year registration period under this
22subsection shall pay an additional fee of $10 for every
23registration year that is more than one calendar year, which
24shall be deposited into the Road Fund.
25    (b) Registration plates issued to owners of vehicles
26subject to annual registration for the first time during the

1term of the plates shall be valid until the expiration of the
2term. Current annual registration stickers are to be attached
3as provided in Section 3-413.
