AMENDMENT TO HOUSE BILL 3820

2    AMENDMENT NO. ______. Amend House Bill 3820 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by changing Sections
521B-15, 21B-20, 21B-25, 21B-35, and 21B-45 as follows:
 
6    (105 ILCS 5/21B-15)
7    Sec. 21B-15. Qualifications of educators.
8    (a) No one may be licensed to teach or supervise or be
9otherwise employed in the public schools of this State who is
10not of good character and at least 19 20 years of age.
11    In determining good character under this Section, the State
12Superintendent of Education shall take into consideration the
13disciplinary actions of other states or national entities
14against certificates or licenses issued by those states and
15held by individuals from those states. In addition, any felony
16conviction of the applicant may be taken into consideration;

1however, no one may be licensed to teach or supervise in the
2public schools of this State who has been convicted of (i) an
3offense set forth in subsection (b) of Section 21B-80 of this
4Code until 7 years following the end of the sentence for the
5criminal offense or (ii) an offense set forth in subsection (c)
6of Section 21B-80 of this Code. Unless the conviction is for an
7offense set forth in Section 21B-80 of this Code, an applicant
8must be permitted to submit character references or other
9written material before such a conviction or other information
10regarding the applicant's character may be used by the State
11Superintendent of Education as a basis for denying the
12application.
13    (b) No person otherwise qualified shall be denied the right
14to be licensed or to receive training for the purpose of
15becoming an educator because of a physical disability,
16including, but not limited to, visual and hearing disabilities;
17nor shall any school district refuse to employ a teacher on
18such grounds, provided that the person is able to carry out the
19duties of the position for which he or she applies.
20    (c) No person may be granted or continue to hold an
21educator license who has knowingly altered or misrepresented
22his or her qualifications, in this State or any other state, in
23order to acquire or renew the license. Any other license issued
24under this Article held by the person may be suspended or
25revoked by the State Educator Preparation and Licensure Board,
26depending upon the severity of the alteration or

1misrepresentation.
2    (d) No one may teach or supervise in the public schools nor
3receive for teaching or supervising any part of any public
4school fund who does not hold an educator license granted by
5the State Superintendent of Education as provided in this
6Article. However, the provisions of this Article do not apply
7to a member of the armed forces who is employed as a teacher of
8subjects in the Reserve Officers' Training Corps of any school,
9nor to an individual teaching a dual credit course as provided
10for in the Dual Credit Quality Act.
11    (e) Notwithstanding any other provision of this Code, the
12school board of a school district may grant to a teacher of the
13district a leave of absence with full pay for a period of not
14more than one year to permit the teacher to teach in a foreign
15state under the provisions of the Exchange Teacher Program
16established under Public Law 584, 79th Congress, and Public Law
17402, 80th Congress, as amended. The school board granting the
18leave of absence may employ, with or without pay, a national of
19the foreign state wherein the teacher on the leave of absence
20is to teach if the national is qualified to teach in that
21foreign state and if that national is to teach in a grade level
22similar to the one that was taught in the foreign state. The
23State Board of Education, in consultation with the State
24Educator Preparation and Licensure Board, may adopt rules as
25may be necessary to implement this subsection (e).

1    (105 ILCS 5/21B-20)
2    Sec. 21B-20. Types of licenses. Before July 1, 2013, the
3State Board of Education shall implement a system of educator
4licensure, whereby individuals employed in school districts
5who are required to be licensed must have one of the following
6licenses: (i) a professional educator license; (ii) a
7professional educator license with stipulations; or (iii) a
8substitute teaching license. References in law regarding
9individuals certified or certificated or required to be
10certified or certificated under Article 21 of this Code shall
11also include individuals licensed or required to be licensed
12under this Article. The first year of all licenses ends on June
1330 following one full year of the license being issued.
14    The State Board of Education, in consultation with the
15State Educator Preparation and Licensure Board, may adopt such
16rules as may be necessary to govern the requirements for
17licenses and endorsements under this Section.
18        (1) Professional Educator License. Persons who (i)
19    have successfully completed an approved educator
20    preparation program and are recommended for licensure by
21    the Illinois institution offering the educator preparation
22    program, (ii) have successfully completed the required
23    testing under Section 21B-30 of this Code, (iii) have
24    successfully completed coursework on the psychology of,
25    the identification of, and the methods of instruction for

1    the exceptional child, including without limitation
2    children with learning disabilities, (iv) have
3    successfully completed coursework in methods of reading
4    and reading in the content area, and (v) have met all other
5    criteria established by rule of the State Board of
6    Education shall be issued a Professional Educator License.
7    All Professional Educator Licenses are valid until June 30
8    immediately following 5 years of the license being issued.
9    The Professional Educator License shall be endorsed with
10    specific areas and grade levels in which the individual is
11    eligible to practice.
12        Individuals can receive subsequent endorsements on the
13    Professional Educator License. Subsequent endorsements
14    shall require a minimum of 24 semester hours of coursework
15    in the endorsement area, unless otherwise specified by
16    rule, and passage of the applicable content area test.
17        (2) Educator License with Stipulations. An Educator
18    License with Stipulations shall be issued an endorsement
19    that limits the license holder to one particular position
20    or does not require completion of an approved educator
21    program or both.
22        An individual with an Educator License with
23    Stipulations must not be employed by a school district or
24    any other entity to replace any presently employed teacher
25    who otherwise would not be replaced for any reason.
26        An Educator License with Stipulations may be issued

1    with the following endorsements:
2            (A) Provisional educator. A provisional educator
3        endorsement in a specific content area or areas on an
4        Educator License with Stipulations may be issued to an
5        applicant who holds an educator license from another
6        state, U.S. territory, or foreign country and who, at
7        the time of applying for an Illinois license, does not
8        meet the minimum requirements under Section 21B-35 of
9        this Code, but does, at a minimum, meet the following
10        requirements:
11                (i) Holds the equivalent of a minimum of a
12            bachelor's degree, unless a master's degree is
13            required for the endorsement, from a regionally
14            accredited college or university or, for
15            individuals educated in a country other than the
16            United States, the equivalent of a minimum of a
17            bachelor's degree issued in the United States,
18            unless a master's degree is required for the
19            endorsement.
20                (ii) Has passed or passes a test of basic
21            skills and content area test prior to or within one
22            year after issuance of the provisional educator
23            endorsement on the Educator License with
24            Stipulations. If an individual who holds an
25            Educator License with Stipulations endorsed for
26            provisional educator has not passed a test of basic

1            skills and applicable content area test or tests
2            within one year after issuance of the endorsement,
3            the endorsement shall expire on June 30 following
4            one full year of the endorsement being issued. If
5            such an individual has passed the test of basic
6            skills and applicable content area test or tests
7            either prior to issuance of the endorsement or
8            within one year after issuance of the endorsement,
9            the endorsement is valid until June 30 immediately
10            following 2 years of the license being issued,
11            during which time any and all coursework
12            deficiencies must be met and any and all additional
13            testing deficiencies must be met.
14            In addition, a provisional educator endorsement
15        for principals or superintendents may be issued if the
16        individual meets the requirements set forth in
17        subdivisions (1) and (3) of subsection (b-5) of Section
18        21B-35 of this Code. Applicants who have not been
19        entitled by an Illinois-approved educator preparation
20        program at an Illinois institution of higher education
21        shall not receive a provisional educator endorsement
22        if the person completed an alternative licensure
23        program in another state, unless the program has been
24        determined to be equivalent to Illinois program
25        requirements.
26            Notwithstanding any other requirements of this

1        Section, a service member or spouse of a service member
2        may obtain a Professional Educator License with
3        Stipulations, and a provisional educator endorsement
4        in a specific content area or areas, if he or she holds
5        a valid teaching certificate or license in good
6        standing from another state, meets the qualifications
7        of educators outlined in Section 21B-15 of this Code,
8        and has not engaged in any misconduct that would
9        prohibit an individual from obtaining a license
10        pursuant to Illinois law, including without limitation
11        any administrative rules of the State Board of
12        Education.
13            In this Section, "service member" means any person
14        who, at the time of application under this Section, is
15        an active duty member of the United States Armed Forces
16        or any reserve component of the United States Armed
17        Forces or the National Guard of any state,
18        commonwealth, or territory of the United States or the
19        District of Columbia.
20            A provisional educator endorsement is valid until
21        June 30 immediately following 2 years of the license
22        being issued, provided that any remaining testing and
23        coursework deficiencies are met as set forth in this
24        Section. Failure to satisfy all stated deficiencies
25        shall mean the individual, including any service
26        member or spouse who has obtained a Professional

1        Educator License with Stipulations and a provisional
2        educator endorsement in a specific content area or
3        areas, is ineligible to receive a Professional
4        Educator License at that time. An Educator License with
5        Stipulations endorsed for provisional educator shall
6        not be renewed for individuals who hold an Educator
7        License with Stipulations and who have held a position
8        in a public school or non-public school recognized by
9        the State Board of Education.
10            (B) Alternative provisional educator. An
11        alternative provisional educator endorsement on an
12        Educator License with Stipulations may be issued to an
13        applicant who, at the time of applying for the
14        endorsement, has done all of the following:
15                (i) Graduated from a regionally accredited
16            college or university with a minimum of a
17            bachelor's degree.
18                (ii) Successfully completed the first phase of
19            the Alternative Educator Licensure Program for
20            Teachers, as described in Section 21B-50 of this
21            Code.
22                (iii) Passed a test of basic skills and content
23            area test, as required under Section 21B-30 of this
24            Code.
25            The alternative provisional educator endorsement
26        is valid for 2 years of teaching and may be renewed for

1        a third year by an individual meeting the requirements
2        set forth in Section 21B-50 of this Code.
3            (C) Alternative provisional superintendent. An
4        alternative provisional superintendent endorsement on
5        an Educator License with Stipulations entitles the
6        holder to serve only as a superintendent or assistant
7        superintendent in a school district's central office.
8        This endorsement may only be issued to an applicant
9        who, at the time of applying for the endorsement, has
10        done all of the following:
11                (i) Graduated from a regionally accredited
12            college or university with a minimum of a master's
13            degree in a management field other than education.
14                (ii) Been employed for a period of at least 5
15            years in a management level position in a field
16            other than education.
17                (iii) Successfully completed the first phase
18            of an alternative route to superintendent
19            endorsement program, as provided in Section 21B-55
20            of this Code.
21                (iv) Passed a test of basic skills and content
22            area tests required under Section 21B-30 of this
23            Code.
24            The endorsement may be registered for 2 fiscal
25        years in order to complete one full year of serving as
26        a superintendent or assistant superintendent.

1            (D) Resident teacher endorsement. A resident
2        teacher endorsement on an Educator License with
3        Stipulations may be issued to an applicant who, at the
4        time of applying for the endorsement, has done all of
5        the following:
6                (i) Graduated from a regionally accredited
7            institution of higher education with a minimum of a
8            bachelor's degree.
9                (ii) Enrolled in an approved Illinois educator
10            preparation program.
11                (iii) Passed a test of basic skills and content
12            area test, as required under Section 21B-30 of this
13            Code.
14            The resident teacher endorsement on an Educator
15        License with Stipulations is valid for 4 years of
16        teaching and shall not be renewed.
17            A resident teacher may teach only under the
18        direction of a licensed teacher, who shall act as the
19        resident mentor teacher, and may not teach in place of
20        a licensed teacher. A resident teacher endorsement on
21        an Educator License with Stipulations shall no longer
22        be valid after June 30, 2017.
23            (E) Career and technical educator. A career and
24        technical educator endorsement on an Educator License
25        with Stipulations may be issued to an applicant who has
26        a minimum of 60 semester hours of coursework from a

1        regionally accredited institution of higher education
2        and has a minimum of 2,000 hours of experience outside
3        of education in each area to be taught.
4            The career and technical educator endorsement on
5        an Educator License with Stipulations is valid until
6        June 30 immediately following 5 years of the
7        endorsement being issued and may be renewed. For
8        individuals who were issued the career and technical
9        educator endorsement on an Educator License with
10        Stipulations on or after January 1, 2015, the license
11        may be renewed if the individual passes a test of basic
12        skills or test of work proficiency, as required under
13        Section 21B-30 of this Code.
14            An individual who holds a valid career and
15        technical educator endorsement on an Educator License
16        with Stipulations but does not hold a bachelor's degree
17        may substitute teach in career and technical education
18        classrooms.
19            (F) Part-time provisional career and technical
20        educator or provisional career and technical educator.
21        A part-time provisional career and technical educator
22        endorsement or a provisional career and technical
23        educator endorsement on an Educator License with
24        Stipulations may be issued to an applicant who has a
25        minimum of 8,000 hours of work experience in the skill
26        for which the applicant is seeking the endorsement. It

1        is the responsibility of each employing school board
2        and regional office of education to provide
3        verification, in writing, to the State Superintendent
4        of Education at the time the application is submitted
5        that no qualified teacher holding a Professional
6        Educator License or an Educator License with
7        Stipulations with a career and technical educator
8        endorsement is available and that actual circumstances
9        require such issuance.
10            The provisional career and technical educator
11        endorsement on an Educator License with Stipulations
12        is valid until June 30 immediately following 5 years of
13        the endorsement being issued and may be renewed only
14        one time for 5 years. For individuals who were issued
15        the provisional career and technical educator
16        endorsement on an Educator License with Stipulations
17        on or after January 1, 2015, the license may be renewed
18        one time if the individual passes a test of basic
19        skills or test of work proficiency, as required under
20        Section 21B-30 of this Code, and has completed a
21        minimum of 20 semester hours from a regionally
22        accredited institution.
23            A part-time provisional career and technical
24        educator endorsement on an Educator License with
25        Stipulations may be issued for teaching no more than 2
26        courses of study for grades 6 through 12. The part-time

1        provisional career and technical educator endorsement
2        on an Educator License with Stipulations is valid until
3        June 30 immediately following 5 years of the
4        endorsement being issued and may be renewed for 5 years
5        if the individual makes application for renewal.
6            An individual who holds a provisional or part-time
7        provisional career and technical educator endorsement
8        on an Educator License with Stipulations but does not
9        hold a bachelor's degree may substitute teach in career
10        and technical education classrooms.
11            (G) Transitional bilingual educator. A
12        transitional bilingual educator endorsement on an
13        Educator License with Stipulations may be issued for
14        the purpose of providing instruction in accordance
15        with Article 14C of this Code to an applicant who
16        provides satisfactory evidence that he or she meets all
17        of the following requirements:
18                (i) Possesses adequate speaking, reading, and
19            writing ability in the language other than English
20            in which transitional bilingual education is
21            offered.
22                (ii) Has the ability to successfully
23            communicate in English.
24                (iii) Either possessed, within 5 years
25            previous to his or her applying for a transitional
26            bilingual educator endorsement, a valid and

1            comparable teaching certificate or comparable
2            authorization issued by a foreign country or holds
3            a degree from an institution of higher learning in
4            a foreign country that the State Educator
5            Preparation and Licensure Board determines to be
6            the equivalent of a bachelor's degree from a
7            regionally accredited institution of higher
8            learning in the United States.
9            A transitional bilingual educator endorsement
10        shall be valid for prekindergarten through grade 12, is
11        valid until June 30 immediately following 5 years of
12        the endorsement being issued, and shall not be renewed.
13            Persons holding a transitional bilingual educator
14        endorsement shall not be employed to replace any
15        presently employed teacher who otherwise would not be
16        replaced for any reason.
17            (H) Language endorsement. In an effort to
18        alleviate the shortage of teachers speaking a language
19        other than English in the public schools, an individual
20        who holds an Educator License with Stipulations may
21        also apply for a language endorsement, provided that
22        the applicant provides satisfactory evidence that he
23        or she meets all of the following requirements:
24                (i) Holds a transitional bilingual
25            endorsement.
26                (ii) Has demonstrated proficiency in the

1            language for which the endorsement is to be issued
2            by passing the applicable language content test
3            required by the State Board of Education.
4                (iii) Holds a bachelor's degree or higher from
5            a regionally accredited institution of higher
6            education or, for individuals educated in a
7            country other than the United States, holds a
8            degree from an institution of higher learning in a
9            foreign country that the State Educator
10            Preparation and Licensure Board determines to be
11            the equivalent of a bachelor's degree from a
12            regionally accredited institution of higher
13            learning in the United States.
14                (iv) Has passed a test of basic skills, as
15            required under Section 21B-30 of this Code.
16            A language endorsement on an Educator License with
17        Stipulations is valid for prekindergarten through
18        grade 12 for the same validity period as the
19        individual's transitional bilingual educator
20        endorsement on the Educator License with Stipulations
21        and shall not be renewed.
22            (I) Visiting international educator. A visiting
23        international educator endorsement on an Educator
24        License with Stipulations may be issued to an
25        individual who is being recruited by a particular
26        school district that conducts formal recruitment

1        programs outside of the United States to secure the
2        services of qualified teachers and who meets all of the
3        following requirements:
4                (i) Holds the equivalent of a minimum of a
5            bachelor's degree issued in the United States.
6                (ii) Has been prepared as a teacher at the
7            grade level for which he or she will be employed.
8                (iii) Has adequate content knowledge in the
9            subject to be taught.
10                (iv) Has an adequate command of the English
11            language.
12            A holder of a visiting international educator
13        endorsement on an Educator License with Stipulations
14        shall be permitted to teach in bilingual education
15        programs in the language that was the medium of
16        instruction in his or her teacher preparation program,
17        provided that he or she passes the English Language
18        Proficiency Examination or another test of writing
19        skills in English identified by the State Board of
20        Education, in consultation with the State Educator
21        Preparation and Licensure Board.
22            A visiting international educator endorsement on
23        an Educator License with Stipulations is valid for 3
24        years and shall not be renewed.
25            (J) Paraprofessional educator. A paraprofessional
26        educator endorsement on an Educator License with

1        Stipulations may be issued to an applicant who holds a
2        high school diploma or its recognized equivalent and
3        either holds an associate's degree or a minimum of 60
4        semester hours of credit from a regionally accredited
5        institution of higher education or has passed a test of
6        basic skills required under Section 21B-30 of this
7        Code. The paraprofessional educator endorsement is
8        valid until June 30 immediately following 5 years of
9        the endorsement being issued and may be renewed through
10        application and payment of the appropriate fee, as
11        required under Section 21B-40 of this Code. An
12        individual who holds only a paraprofessional educator
13        endorsement is not subject to additional requirements
14        in order to renew the endorsement.
15            (K) Chief school business official. A chief school
16        business official endorsement on an Educator License
17        with Stipulations may be issued to an applicant who
18        qualifies by having a master's degree or higher, 2
19        years of full-time administrative experience in school
20        business management or 2 years of university-approved
21        practical experience, and a minimum of 24 semester
22        hours of graduate credit in a program approved by the
23        State Board of Education for the preparation of school
24        business administrators and by passage of the
25        applicable State tests, including a test of basic
26        skills and applicable content area test.

1            The chief school business official endorsement may
2        also be affixed to the Educator License with
3        Stipulations of any holder who qualifies by having a
4        master's degree in business administration, finance,
5        or accounting and who completes an additional 6
6        semester hours of internship in school business
7        management from a regionally accredited institution of
8        higher education and passes the applicable State
9        tests, including a test of basic skills and applicable
10        content area test. This endorsement shall be required
11        for any individual employed as a chief school business
12        official.
13            The chief school business official endorsement on
14        an Educator License with Stipulations is valid until
15        June 30 immediately following 5 years of the
16        endorsement being issued and may be renewed if the
17        license holder completes renewal requirements as
18        required for individuals who hold a Professional
19        Educator License endorsed for chief school business
20        official under Section 21B-45 of this Code and such
21        rules as may be adopted by the State Board of
22        Education.
23            (L) Provisional in-state educator. A provisional
24        in-state educator endorsement on an Educator License
25        with Stipulations may be issued to a candidate who has
26        completed an Illinois-approved educator preparation

1        program at an Illinois institution of higher education
2        and who has not successfully completed an
3        evidence-based assessment of teacher effectiveness but
4        who meets all of the following requirements:
5                (i) Holds at least a bachelor's degree.
6                (ii) Has completed an approved educator
7            preparation program at an Illinois institution.
8                (iii) Has passed a test of basic skills and
9            applicable content area test, as required by
10            Section 21B-30 of this Code.
11                (iv) Has attempted an evidence-based
12            assessment of teacher effectiveness and received a
13            minimum score on that assessment, as established
14            by the State Board of Education in consultation
15            with the State Educator Preparation and Licensure
16            Board.
17            A provisional in-state educator endorsement on an
18        Educator License with Stipulations is valid for one
19        full fiscal year after the date of issuance and may not
20        be renewed.
21        (3) Substitute Teaching License. A Substitute Teaching
22    License may be issued to qualified applicants for
23    substitute teaching in all grades of the public schools,
24    prekindergarten through grade 12. Substitute Teaching
25    Licenses are not eligible for endorsements. Applicants for
26    a Substitute Teaching License must hold a bachelor's degree

1    or higher from a regionally accredited institution of
2    higher education.
3        Substitute Teaching Licenses are valid for 5 years.
4        Substitute Teaching Licenses are valid for substitute
5    teaching in every county of this State. If an individual
6    has had his or her Professional Educator License or
7    Educator License with Stipulations suspended or revoked or
8    has not met the renewal requirements for licensure, then
9    that individual is not eligible to obtain a Substitute
10    Teaching License.
11        A substitute teacher may only teach in the place of a
12    licensed teacher who is under contract with the employing
13    board. If, however, there is no licensed teacher under
14    contract because of an emergency situation, then a district
15    may employ a substitute teacher for no longer than 30
16    calendar days per each vacant position in the district if
17    the district notifies the appropriate regional office of
18    education within 5 business days after the employment of
19    the substitute teacher in the emergency situation. An
20    emergency situation is one in which an unforeseen vacancy
21    has occurred and (i) a teacher is unable to fulfill his or
22    her contractual duties or (ii) teacher capacity needs of
23    the district exceed previous indications, and the district
24    is actively engaged in advertising to hire a fully licensed
25    teacher for the vacant position.
26        There is no limit on the number of days that a

1    substitute teacher may teach in a single school district,
2    provided that no substitute teacher may teach for longer
3    than 90 school days for any one licensed teacher under
4    contract in the same school year. A substitute teacher who
5    holds a Professional Educator License or Educator License
6    with Stipulations shall not teach for more than 120 school
7    days for any one licensed teacher under contract in the
8    same school year. The limitations in this paragraph (3) on
9    the number of days a substitute teacher may be employed do
10    not apply to any school district operating under Article 34
11    of this Code.

16    Sec. 21B-25. Endorsement on licenses. All licenses issued
17under paragraph (1) of Section 21B-20 of this Code shall be
18specifically endorsed by the State Board of Education for each
19content area, school support area, and administrative area for
20which the holder of the license is qualified. Recognized
21institutions approved to offer educator preparation programs
22shall be trained to add endorsements to licenses issued to
23applicants who meet all of the requirements for the endorsement
24or endorsements, including passing any required tests. The
25State Superintendent of Education shall randomly audit

1institutions to ensure that all rules and standards are being
2followed for entitlement or when endorsements are being
3recommended.
4        (1) The State Board of Education, in consultation with
5    the State Educator Preparation and Licensure Board, shall
6    establish, by rule, the grade level and subject area
7    endorsements to be added to the Professional Educator
8    License. These rules shall outline the requirements for
9    obtaining each endorsement.
10        (2) In addition to any and all grade level and content
11    area endorsements developed by rule, the State Board of
12    Education, in consultation with the State Educator
13    Preparation and Licensure Board, shall develop the
14    requirements for the following endorsements:
15            (A) General administrative endorsement. A general
16        administrative endorsement shall be added to a
17        Professional Educator License, provided that an
18        approved program has been completed. An individual
19        holding a general administrative endorsement may work
20        only as a principal or assistant principal or in a
21        related or similar position, as determined by the State
22        Superintendent of Education, in consultation with the
23        State Educator Preparation and Licensure Board.
24            Beginning on September 1, 2014, the general
25        administrative endorsement shall no longer be issued
26        except to individuals who completed all coursework

1        requirements for the receipt of the general
2        administrative endorsement by September 1, 2014, who
3        have completed all testing requirements by June 30,
4        2016, and who apply for the endorsement on or before
5        June 30, 2016. Individuals who hold a valid and
6        registered administrative certificate with a general
7        administrative endorsement issued under Section 21-7.1
8        of this Code or a Professional Educator License with a
9        general administrative endorsement issued prior to
10        September 1, 2014 and who have served for at least one
11        full year during the 5 years prior in a position
12        requiring a general administrative endorsement shall,
13        upon request to the State Board of Education and
14        through July 1, 2015, have their respective general
15        administrative endorsement converted to a principal
16        endorsement on the Professional Educator License.
17        Candidates shall not be admitted to an approved general
18        administrative preparation program after September 1,
19        2012.
20            All other individuals holding a valid and
21        registered administrative certificate with a general
22        administrative endorsement issued pursuant to Section
23        21-7.1 of this Code or a general administrative
24        endorsement on a Professional Educator License issued
25        prior to September 1, 2014 shall have the general
26        administrative endorsement converted to a principal

1        endorsement on a Professional Educator License upon
2        request to the State Board of Education and by
3        completing one of the following pathways:
4                (i) Passage of the State principal assessment
5            developed by the State Board of Education.
6                (ii) Through July 1, 2019, completion of an
7            Illinois Educators' Academy course designated by
8            the State Superintendent of Education.
9                (iii) Completion of a principal preparation
10            program established and approved pursuant to
11            Section 21B-60 of this Code and applicable rules.
12            Individuals who do not choose to convert the
13        general administrative endorsement on the
14        administrative certificate issued pursuant to Section
15        21-7.1 of this Code or on the Professional Educator
16        License shall continue to be able to serve in any
17        position previously allowed under paragraph (2) of
18        subsection (e) of Section 21-7.1 of this Code.
19            The general administrative endorsement on the
20        Professional Educator License is available only to
21        individuals who, prior to September 1, 2014, had such
22        an endorsement on the administrative certificate
23        issued pursuant to Section 21-7.1 of this Code or who
24        already have a Professional Educator License and have
25        completed a general administrative program and who do
26        not choose to convert the general administrative

1        endorsement to a principal endorsement pursuant to the
2        options in this Section.
3            (B) Principal endorsement. A principal endorsement
4        shall be affixed to a Professional Educator License of
5        any holder who qualifies by having all of the
6        following:
7                (i) Successful completion of a principal
8            preparation program approved in accordance with
9            Section 21B-60 of this Code and any applicable
10            rules.
11                (ii) At least 4 total years of teaching or,
12            until June 30, 2021, 4 total years of working in
13            the capacity of school support personnel in an
14            Illinois public school or nonpublic school
15            recognized by the State Board of Education or in an
16            out-of-state public school or out-of-state
17            nonpublic school meeting out-of-state recognition
18            standards comparable to those approved by the
19            State Superintendent of Education; however, the
20            State Board of Education, in consultation with the
21            State Educator Preparation and Licensure Board,
22            shall allow, by rules, for fewer than 4 years of
23            experience based on meeting standards set forth in
24            such rules, including without limitation a review
25            of performance evaluations or other evidence of
26            demonstrated qualifications.

1                (iii) A master's degree or higher from a
2            regionally accredited college or university.
3            (C) Chief school business official endorsement. A
4        chief school business official endorsement shall be
5        affixed to the Professional Educator License of any
6        holder who qualifies by having a master's degree or
7        higher, 2 years of full-time administrative experience
8        in school business management or 2 years of
9        university-approved practical experience, and a
10        minimum of 24 semester hours of graduate credit in a
11        program approved by the State Board of Education for
12        the preparation of school business administrators and
13        by passage of the applicable State tests. The chief
14        school business official endorsement may also be
15        affixed to the Professional Educator License of any
16        holder who qualifies by having a master's degree in
17        business administration, finance, or accounting and
18        who completes an additional 6 semester hours of
19        internship in school business management from a
20        regionally accredited institution of higher education
21        and passes the applicable State tests. This
22        endorsement shall be required for any individual
23        employed as a chief school business official.
24            (D) Superintendent endorsement. A superintendent
25        endorsement shall be affixed to the Professional
26        Educator License of any holder who has completed a

1        program approved by the State Board of Education for
2        the preparation of superintendents of schools, has had
3        at least 2 years of experience employed full-time in a
4        general administrative position or as a full-time
5        principal, director of special education, or chief
6        school business official in the public schools or in a
7        State-recognized nonpublic school in which the chief
8        administrator is required to have the licensure
9        necessary to be a principal in a public school in this
10        State and where a majority of the teachers are required
11        to have the licensure necessary to be instructors in a
12        public school in this State, and has passed the
13        required State tests; or of any holder who has
14        completed a program that is not an Illinois-approved
15        educator preparation program at an Illinois
16        institution of higher education and that has
17        recognition standards comparable to those approved by
18        the State Superintendent of Education and holds the
19        general administrative, principal, or chief school
20        business official endorsement and who has had 2 years
21        of experience as a principal, director of special
22        education, or chief school business official while
23        holding a valid educator license or certificate
24        comparable in validity and educational and experience
25        requirements and has passed the appropriate State
26        tests, as provided in Section 21B-30 of this Code. The

1        superintendent endorsement shall allow individuals to
2        serve only as a superintendent or assistant
3        superintendent.
4            (E) Teacher leader endorsement. It shall be the
5        policy of this State to improve the quality of
6        instructional leaders by providing a career pathway
7        for teachers interested in serving in leadership
8        roles, but not as principals. The State Board of
9        Education, in consultation with the State Educator
10        Preparation and Licensure Board, may issue a teacher
11        leader endorsement under this subdivision (E). Persons
12        who meet and successfully complete the requirements of
13        the endorsement shall be issued a teacher leader
14        endorsement on the Professional Educator License for
15        serving in schools in this State. Teacher leaders may
16        qualify to serve in such positions as department
17        chairs, coaches, mentors, curriculum and instruction
18        leaders, or other leadership positions as defined by
19        the district. The endorsement shall be available to
20        those teachers who (i) hold a Professional Educator
21        License, (ii) hold a master's degree or higher from a
22        regionally accredited institution, (iii) have
23        completed a program of study that has been approved by
24        the State Board of Education, in consultation with the
25        State Educator Preparation and Licensure Board, and
26        (iv) have successfully demonstrated competencies as

1        defined by rule.
2            A teacher who meets the requirements set forth in
3        this Section and holds a teacher leader endorsement may
4        evaluate teachers pursuant to Section 24A-5 of this
5        Code, provided that the individual has completed the
6        evaluation component required by Section 24A-3 of this
7        Code and a teacher leader is allowed to evaluate
8        personnel under the respective school district's
9        collective bargaining agreement.
10            The State Board of Education, in consultation with
11        the State Educator Preparation and Licensure Board,
12        may adopt such rules as may be necessary to establish
13        and implement the teacher leader endorsement program
14        and to specify the positions for which this endorsement
15        shall be required.
16            (F) Special education endorsement. A special
17        education endorsement in one or more areas shall be
18        affixed to a Professional Educator License for any
19        individual that meets those requirements established
20        by the State Board of Education in rules. Special
21        education endorsement areas shall include without
22        limitation the following:
23                (i) Learning Behavior Specialist I;
24                (ii) Learning Behavior Specialist II;
25                (iii) Speech Language Pathologist;
26                (iv) Blind or Visually Impaired;

1                (v) Deaf-Hard of Hearing; and
2                (vi) Early Childhood Special Education; and .
3                (vii) Director of Special Education.
4        Notwithstanding anything in this Code to the contrary,
5        the State Board of Education, in consultation with the
6        State Educator Preparation and Licensure Board, may
7        add additional areas of special education by rule.
8            (G) School support personnel endorsement. School
9        support personnel endorsement areas shall include, but
10        are not limited to, school counselor, marriage and
11        family therapist, school psychologist, school speech
12        and language pathologist, school nurse, and school
13        social worker. This endorsement is for individuals who
14        are not teachers or administrators, but still require
15        licensure to work in an instructional support position
16        in a public or State-operated elementary school,
17        secondary school, or cooperative or joint agreement
18        with a governing body or board of control or a charter
19        school operating in compliance with the Charter
20        Schools Law. The school support personnel endorsement
21        shall be affixed to the Professional Educator License
22        and shall meet all of the requirements established in
23        any rules adopted to implement this subdivision (G).
24        The holder of such an endorsement is entitled to all of
25        the rights and privileges granted holders of any other
26        Professional Educator License, including teacher

1        benefits, compensation, and working conditions.
2            Beginning on January 1, 2014 and ending on April
3        30, 2014, a person holding a Professional Educator
4        License with a school speech and language pathologist
5        (teaching) endorsement may exchange his or her school
6        speech and language pathologist (teaching) endorsement
7        for a school speech and language pathologist
8        (non-teaching) endorsement through application to the
9        State Board of Education. There shall be no cost for
10        this exchange.

17other states or countries.
18    (a) All applicants who have not been entitled by an
19Illinois-approved educator preparation program at an Illinois
20institution of higher education applying for a Professional
21Educator License endorsed in a teaching field or school support
22personnel area must meet all of the following requirements:
23        (1) Hold a comparable and valid educator license or
24    certificate with similar grade level and subject matter
25    credentials from another state. The State Board of

1    Education shall have the authority to determine what
2    constitutes similar grade level and subject matter
3    credentials from another state. A comparable educator
4    license or certificate is one that demonstrates that the
5    license or certificate holder meets similar requirements
6    as candidates entitled by an Illinois-approved educator
7    preparation program in teaching or school support
8    personnel areas concerning coursework aligned to standards
9    concerning methods of instruction of the exceptional
10    child, methods of reading and reading in the content area,
11    and instructional strategies for English learners. An
12    applicant who holds a comparable and valid educator license
13    or certificate from another state must submit verification
14    to the State Board of Education that the applicant has
15    completed coursework concerning methods of instruction of
16    the exceptional child, methods of reading and reading in
17    the content area, and instructional strategies for English
18    learners.
19        (2) Have a degree from a regionally accredited
20    institution of higher education and the degreed major or a
21    constructed major must directly correspond to the license
22    or endorsement sought.
23        (3) (Blank).

26        (6) Have successfully met all Illinois examination

1    requirements. Applicants who have successfully completed a
2    test of basic skills, as defined by rules, at the time of
3    initial licensure in another state shall not be required to
4    complete a test of basic skills. Applicants who have
5    successfully completed a test of content, as defined by
6    rules, at the time of initial licensure in another state
7    shall not be required to complete a test of content.
8    Applicants for a teaching endorsement who have
9    successfully completed an evidence-based assessment of
10    teacher effectiveness, as defined by rules, at the time of
11    initial licensure in another state shall not be required to
12    complete an evidence-based assessment of teacher
13    effectiveness.
14        (7) For applicants for a teaching endorsement, have
15    completed student teaching or an equivalent experience or,
16    for applicants for a school service personnel endorsement,
17    have completed an internship or an equivalent experience.
18    If one or more of the criteria in this subsection (a) are
19not met, then applicants who have not been entitled by an
20Illinois-approved educator preparation program at an Illinois
21institution of higher education who hold a valid, comparable
22certificate from another state may qualify for a provisional
23educator endorsement on an Educator License with Stipulations,
24in accordance with Section 21B-20 of this Code.
25    (b) In order to receive a Professional Educator License
26endorsed in a teaching field, applicants trained in another

1country must meet all of the following requirements:
2        (1) Have completed a comparable education program in
3    another country.
4        (2) Have had transcripts evaluated by an evaluation
5    service approved by the State Superintendent of Education.

7    regionally accredited institution of higher education.
8    Hold a degreed major that must directly correspond to the
9    license or endorsement sought.
10        (4) Have completed coursework aligned to standards
11    concerning methods of instruction of the exceptional
12    child, methods of reading and reading in the content area,
13    and instructional strategies for English learners.

17        (7) Have successfully met all State licensure
18    examination requirements. Applicants who have successfully

8Illinois-approved educator preparation program at an Illinois
9institution of higher education and applicants trained in
10another country applying for a Professional Educator License
11endorsed for principal or superintendent must meet all of the
12following requirements:
13        (1) Have completed an educator preparation program
14    approved by another state or comparable educator program in
15    another country leading to the receipt of a license or
16    certificate for the Illinois endorsement sought.
17        (2) Have successfully met all State licensure
18    examination requirements, as required by Section 21B-30 of
19    this Code. Applicants who have successfully completed a
20    test of basic skills, as defined by rules, at the time of
21    initial licensure in another state or country shall not be
22    required to complete a test of basic skills. Applicants who
23    have successfully completed a test of content, as defined
24    by rules, at the time of initial licensure in another state
25    or country shall not be required to complete a test of
26    content.

16Educator License endorsed for Director of Special Education
17must meet all of the following requirements:
18        (1) Have completed a master's degree.
19        (2) Have 2 years of full-time experience providing
20    special education services.
21        (3) Have successfully completed all examination
22    requirements, as required by Section 21B-30 of this Code.
23    Applicants who have successfully completed a test of
24    content, as identified by rules, at the time of initial
25    licensure in another state or country shall not be required
26    to complete a test of content.

1        (4) Have completed coursework aligned to standards
2    concerning methods of instruction of the exceptional
3    child, methods of reading and reading in the content area,

7Stipulations in accordance with Section 21B-20 of this Code.
8    (b-10) All applicants who have not been entitled by an
9Illinois-approved educator preparation program at an Illinois
10institution of higher education applying for a Professional
11Educator License endorsed for chief school business official
12must meet all of the following requirements:
13        (1) Have completed a master's degree in school business
14    management, finance, or accounting.
15        (2) Have successfully completed an internship in
16    school business management or have 2 years of experience as
17    a school business administrator.
18        (3) Have successfully met all State examination
19    requirements, as required by Section 21B-30 of this Code.
20    Applicants who have successfully completed a test of
21    content, as identified by rules, at the time of initial
22    licensure in another state or country shall not be required
23    to complete a test of content.
24        (4) Have successfully completed modules aligned to
25    standards concerning methods of instruction of the
26    exceptional child, methods of reading and reading in the

1    content area, and instructional strategies for English
2    learners in reading methods, special education, and
3    English Learners.
4    A provisional educator endorsement to serve as a chief
5school business official may be affixed to an Educator License

7    (c) The State Board of Education, in consultation with the
8State Educator Preparation and Licensure Board, may adopt such
9rules as may be necessary to implement this Section.

12    (105 ILCS 5/21B-45)
13    Sec. 21B-45. Professional Educator License renewal.
14    (a) Individuals holding a Professional Educator License
15are required to complete the licensure renewal requirements as
16specified in this Section, unless otherwise provided in this
17Code.
18    Individuals holding a Professional Educator License shall
19meet the renewal requirements set forth in this Section, unless
20otherwise provided in this Code. If an individual holds a
21license endorsed in more than one area that has different
22renewal requirements, that individual shall follow the renewal
23requirements for the position for which he or she spends the
24majority of his or her time working.
25    (b) All Professional Educator Licenses not renewed as

1provided in this Section shall lapse on September 1 of that
2year. Lapsed licenses may be immediately reinstated upon (i)
3payment by the applicant of a $500 penalty to the State Board
4of Education or (ii) the demonstration of proficiency by
5completing 9 semester hours of coursework from a regionally
6accredited institution of higher education in the content area
7that most aligns with one or more of the educator's endorsement
8areas. Any and all back fees, including without limitation
9registration fees owed from the time of expiration of the
10license until the date of reinstatement, shall be paid and kept
11in accordance with the provisions in Article 3 of this Code
12concerning an institute fund and the provisions in Article 21B
13of this Code concerning fees and requirements for registration.
14Licenses not registered in accordance with Section 21B-40 of
15this Code shall lapse after a period of 6 months from the
16expiration of the last year of registration or on January 1 of
17the fiscal year following initial issuance of the license. An
18unregistered license is invalid after September 1 for
19employment and performance of services in an Illinois public or
20State-operated school or cooperative and in a charter school.
21Any license or endorsement may be voluntarily surrendered by
22the license holder. A voluntarily surrendered license, except a
23substitute teaching license issued under Section 21B-20 of this
24Code, shall be treated as a revoked license. An Educator
25License with Stipulations with only a paraprofessional
26endorsement does not lapse.

1    (c) From July 1, 2013 through June 30, 2014, in order to
2satisfy the requirements for licensure renewal provided for in
3this Section, each professional educator licensee with an
4administrative endorsement who is working in a position
5requiring such endorsement shall complete one Illinois
6Administrators' Academy course, as described in Article 2 of
7this Code, per fiscal year.
8    (d) Beginning July 1, 2014, in order to satisfy the
9requirements for licensure renewal provided for in this
10Section, each professional educator licensee may create a
11professional development plan each year. The plan shall address
12one or more of the endorsements that are required of his or her
13educator position if the licensee is employed and performing
14services in an Illinois public or State-operated school or
15cooperative. If the licensee is employed in a charter school,
16the plan shall address that endorsement or those endorsements
17most closely related to his or her educator position. Licensees
18employed and performing services in any other Illinois schools
19may participate in the renewal requirements by adhering to the
20same process.
21    Except as otherwise provided in this Section, the
22licensee's professional development activities shall align
23with one or more of the following criteria:
24        (1) activities are of a type that engage participants
25    over a sustained period of time allowing for analysis,
26    discovery, and application as they relate to student

1    learning, social or emotional achievement, or well-being;
2        (2) professional development aligns to the licensee's
3    performance;
4        (3) outcomes for the activities must relate to student
5    growth or district improvement;
6        (4) activities align to State-approved standards; and
7        (5) higher education coursework.
8    (e) For each renewal cycle, each professional educator
9licensee shall engage in professional development activities.
10Prior to renewal, the licensee shall enter electronically into
11the Educator Licensure Information System (ELIS) the name,
12date, and location of the activity, the number of professional
13development hours, and the provider's name. The following
14provisions shall apply concerning professional development
15activities:
16        (1) Each licensee shall complete a total of 120 hours
17    of professional development per 5-year renewal cycle in
18    order to renew the license, except as otherwise provided in
19    this Section.
20        (2) Beginning with his or her first full 5-year cycle,
21    any licensee with an administrative endorsement who is not
22    working in a position requiring such endorsement is not
23    required to shall complete one Illinois Administrators'
24    Academy courses course, as described in Article 2 of this
25    Code, in each 5-year renewal cycle in which the
26    administrative endorsement was held for at least one year.

1    The Illinois Administrators' Academy course may count
2    toward the total of 120 hours per 5-year cycle. Such
3    licensees must complete one Illinois Administrators'
4    Academy course within one year after returning to a
5    position that requires the administrative endorsement.
6        (3) Any licensee with an administrative endorsement
7    who is working in a position requiring such endorsement or
8    an individual with a Teacher Leader endorsement serving in
9    an administrative capacity at least 50% of the day shall
10    complete one Illinois Administrators' Academy course, as
11    described in Article 2 of this Code, each fiscal year in
12    addition to 100 hours of professional development per
13    5-year renewal cycle in accordance with this Code.
14        (4) Any licensee holding a current National Board for
15    Professional Teaching Standards (NBPTS) master teacher
16    designation shall complete a total of 60 hours of
17    professional development per 5-year renewal cycle in order
18    to renew the license.
19        (5) Licensees working in a position that does not
20    require educator licensure or working in a position for
21    less than 50% for any particular year are considered to be
22    exempt and shall be required to pay only the registration
23    fee in order to renew and maintain the validity of the
24    license.
25        (6) Licensees who are retired and qualify for benefits
26    from a State retirement system shall notify the State Board

1    of Education using ELIS, and the license shall be
2    maintained in retired status. For any renewal cycle in
3    which a licensee retires during the renewal cycle, the
4    licensee must complete professional development activities
5    on a prorated basis depending on the number of years during
6    the renewal cycle the educator held an active license. If a
7    licensee retires during a renewal cycle, the licensee must
8    notify the State Board of Education using ELIS that the
9    licensee wishes to maintain the license in retired status
10    and must show proof of completion of professional
11    development activities on a prorated basis for all years of
12    that renewal cycle for which the license was active. An
13    individual with a license in retired status shall not be
14    required to complete professional development activities
15    or pay registration fees until returning to a position that
16    requires educator licensure. Upon returning to work in a
17    position that requires the Professional Educator License,
18    the licensee shall immediately pay a registration fee and
19    complete renewal requirements for that year. A license in
20    retired status cannot lapse. Beginning on January 6, 2017
21    (the effective date of Public Act 99-920) this amendatory
22    Act of the 99th General Assembly through December 31, 2017,
23    any licensee who has retired and whose license has lapsed
24    for failure to renew as provided in this Section may
25    reinstate that license and maintain it in retired status
26    upon providing proof to the State Board of Education using

1    ELIS that the licensee is retired and is not working in a
2    position that requires a Professional Educator License.
3        (7) For any renewal cycle in which professional
4    development hours were required, but not fulfilled, the
5    licensee shall complete any missed hours to total the
6    minimum professional development hours required in this
7    Section prior to September 1 of that year. For any fiscal
8    year or renewal cycle in which an Illinois Administrators'
9    Academy course was required but not completed, the licensee
10    shall complete any missed Illinois Administrators' Academy
11    courses prior to September 1 of that year. The licensee may
12    complete all deficient hours and Illinois Administrators'
13    Academy courses while continuing to work in a position that
14    requires that license until September 1 of that year.
15        (8) Any licensee who has not fulfilled the professional
16    development renewal requirements set forth in this Section
17    at the end of any 5-year renewal cycle is ineligible to
18    register his or her license and may submit an appeal to the
19    State Superintendent of Education for reinstatement of the
20    license.
21        (9) If professional development opportunities were
22    unavailable to a licensee, proof that opportunities were
23    unavailable and request for an extension of time beyond
24    August 31 to complete the renewal requirements may be
25    submitted from April 1 through June 30 of that year to the
26    State Educator Preparation and Licensure Board. If an

1    extension is approved, the license shall remain valid
2    during the extension period.
3        (10) Individuals who hold exempt licenses prior to
4    December 27, 2013 (the effective date of Public Act 98-610)
5    shall commence the annual renewal process with the first
6    scheduled registration due after December 27, 2013 (the
7    effective date of Public Act 98-610).
8        (11) Notwithstanding any other provision of this
9    subsection (e), if a licensee earns more than the required
10    number of professional development hours during a renewal
11    cycle, then the licensee may carry over any hours earned
12    from April 1 through June 30 of the last year of the
13    renewal cycle. Any hours carried over in this manner must
14    be applied to the next renewal cycle. Illinois
15    Administrators' Academy courses or hours earned in those
16    courses may not be carried over.
17    (f) At the time of renewal, each licensee shall respond to
18the required questions under penalty of perjury.
19    (g) The following entities shall be designated as approved
20to provide professional development activities for the renewal
21of Professional Educator Licenses:
22        (1) The State Board of Education.
23        (2) Regional offices of education and intermediate
24    service centers.
25        (3) Illinois professional associations representing
26    the following groups that are approved by the State

1    Superintendent of Education:
2            (A) school administrators;
3            (B) principals;
4            (C) school business officials;
5            (D) teachers, including special education
6        teachers;
7            (E) school boards;
8            (F) school districts;
9            (G) parents; and
10            (H) school service personnel.
11        (4) Regionally accredited institutions of higher
12    education that offer Illinois-approved educator
13    preparation programs and public community colleges subject
14    to the Public Community College Act.
15        (5) Illinois public school districts, charter schools
16    authorized under Article 27A of this Code, and joint
17    educational programs authorized under Article 10 of this
18    Code for the purposes of providing career and technical
19    education or special education services.
20        (6) A not-for-profit organization that, as of December
21    31, 2014 (the effective date of Public Act 98-1147), has
22    had or has a grant from or a contract with the State Board
23    of Education to provide professional development services
24    in the area of English Learning to Illinois school
25    districts, teachers, or administrators.
26        (7) State agencies, State boards, and State

1    commissions.
2        (8) Museums as defined in Section 10 of the Museum
3    Disposition of Property Act.
4    (h) Approved providers under subsection (g) of this Section
5shall make available professional development opportunities
6that satisfy at least one of the following:
7        (1) increase the knowledge and skills of school and
8    district leaders who guide continuous professional
9    development;
10        (2) improve the learning of students;
11        (3) organize adults into learning communities whose
12    goals are aligned with those of the school and district;
13        (4) deepen educator's content knowledge;
14        (5) provide educators with research-based
15    instructional strategies to assist students in meeting
16    rigorous academic standards;
17        (6) prepare educators to appropriately use various
18    types of classroom assessments;
19        (7) use learning strategies appropriate to the
20    intended goals;
21        (8) provide educators with the knowledge and skills to
22    collaborate; or
23        (9) prepare educators to apply research to
24    decision-making.
25    (i) Approved providers under subsection (g) of this Section
26shall do the following:

1        (1) align professional development activities to the
2    State-approved national standards for professional
3    learning;
4        (2) meet the professional development criteria for
5    Illinois licensure renewal;
6        (3) produce a rationale for the activity that explains
7    how it aligns to State standards and identify the
8    assessment for determining the expected impact on student
9    learning or school improvement;
10        (4) maintain original documentation for completion of
11    activities; and
12        (5) provide license holders with evidence of
13    completion of activities.
14    (j) The State Board of Education shall conduct annual
15audits of a subset of approved providers, except for school
16districts, which shall be audited by regional offices of
17education and intermediate service centers. Each approved
18provider, except for school districts, that is audited by a
19regional office of education or intermediate service center
20must be audited at least once every 5 years. The State Board of
21Education shall complete random audits of licensees.
22        (1) Approved providers shall annually submit to the
23    State Board of Education a list of subcontractors used for
24    delivery of professional development activities for which
25    renewal credit was issued and other information as defined
26    by rule.

1        (2) Approved providers shall annually submit data to
2    the State Board of Education demonstrating how the
3    professional development activities impacted one or more
4    of the following:
5            (A) educator and student growth in regards to
6        content knowledge or skills, or both;
7            (B) educator and student social and emotional
8        growth; or
9            (C) alignment to district or school improvement
10        plans.
11        (3) The State Superintendent of Education shall review
12    the annual data collected by the State Board of Education,
13    regional offices of education, and intermediate service
14    centers in audits to determine if the approved provider has
15    met the criteria and should continue to be an approved
16    provider or if further action should be taken as provided
17    in rules.
18    (k) Registration fees shall be paid for the next renewal
19cycle between April 1 and June 30 in the last year of each
205-year renewal cycle using ELIS. If all required professional
21development hours for the renewal cycle have been completed and
22entered by the licensee, the licensee shall pay the
23registration fees for the next cycle using a form of credit or
24debit card.
25    (l) Any Beginning July 1, 2014, any professional educator
26licensee endorsed for school support personnel who is employed

1and performing services in Illinois public schools and who
2holds an active and current professional license issued by the
3Department of Financial and Professional Regulation or a
4national certification board, as approved by the State Board of
5Education, related to the endorsement areas on the Professional
6Educator License shall be deemed to have satisfied the
7continuing professional development requirements provided for
8in this Section. Such individuals shall be required to pay only
9registration fees to renew the Professional Educator License.
10An individual who does not hold a license issued by the
11Department of Financial and Professional Regulation shall
12complete professional development requirements for the renewal
13of a Professional Educator License provided for in this
14Section.
15    (m) Appeals to the State Educator Preparation and Licensure
16Board must be made within 30 days after receipt of notice from
17the State Superintendent of Education that a license will not
18be renewed based upon failure to complete the requirements of
19this Section. A licensee may appeal that decision to the State
20Educator Preparation and Licensure Board in a manner prescribed
21by rule.
22        (1) Each appeal shall state the reasons why the State
23    Superintendent's decision should be reversed and shall be
24    sent by certified mail, return receipt requested, to the
25    State Board of Education.
26        (2) The State Educator Preparation and Licensure Board

1    shall review each appeal regarding renewal of a license
2    within 90 days after receiving the appeal in order to
3    determine whether the licensee has met the requirements of
4    this Section. The State Educator Preparation and Licensure
5    Board may hold an appeal hearing or may make its
6    determination based upon the record of review, which shall
7    consist of the following:
8            (A) the regional superintendent of education's
9        rationale for recommending nonrenewal of the license,
10        if applicable;
11            (B) any evidence submitted to the State
12        Superintendent along with the individual's electronic
13        statement of assurance for renewal; and
14            (C) the State Superintendent's rationale for
15        nonrenewal of the license.
16        (3) The State Educator Preparation and Licensure Board
17    shall notify the licensee of its decision regarding license
18    renewal by certified mail, return receipt requested, no
19    later than 30 days after reaching a decision. Upon receipt
20    of notification of renewal, the licensee, using ELIS, shall
21    pay the applicable registration fee for the next cycle
22    using a form of credit or debit card.
23    (n) The State Board of Education may adopt rules as may be
24necessary to implement this Section.
