SYNOPSIS AS INTRODUCED:

415 ILCS 5/52.3-15 new

Amends the Environmental Protection Act. Provides that beginning on July 1, 2017, it shall be unlawful for any person to knowingly place specified materials into a container intended for collection by a residential hauler for processing at a recycling center. Effective July 1, 2017.

A BILL FOR

AN ACT concerning safety.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Environmental Protection Act is amended by adding Section 52.3-15 as follows:

(415 ILCS 5/52.3-15 new)

Sec. 52.3-15. Unlawful materials for recycling. Beginning on July 1, 2017, it shall be unlawful for any person to knowingly place into a container intended for collection by a residential hauler for processing at a recycling center the following materials:

(1) household sharps;

(2) plastic bags, plastic sheets, plastic tarps, or plastic wrap;

(3) polystyrene or Styrofoam;

(4) landscape waste;

(5) food scrap; and

(6) motor oil containers or other hazardous waste containers.

Section 99. Effective date. This Act takes effect July 1, 2017.
