AMENDMENT TO HOUSE BILL 2545

2    AMENDMENT NO. ______. Amend House Bill 2545, AS AMENDED, by
3replacing everything after the enacting clause with the
4following:
 
5    "Section 5. The School Code is amended by changing Sections
610-22.39 and 34-18.7 as follows:
 
7    (105 ILCS 5/10-22.39)
8    Sec. 10-22.39. In-service training programs.
9    (a) To conduct in-service training programs for teachers.
10    (b) In addition to other topics at in-service training
11programs, school guidance counselors, teachers, school social
12workers, and other school personnel who work with pupils in
13grades kindergarten 7 through 12 shall be trained annually to
14identify the warning signs of mental illness and suicidal
15behavior in youth adolescents and teens and shall be taught
16appropriate intervention and referral techniques.

1    (c) School guidance counselors, nurses, teachers and other
2school personnel who work with pupils may be trained to have a
3basic knowledge of matters relating to acquired
4immunodeficiency syndrome (AIDS), including the nature of the
5disease, its causes and effects, the means of detecting it and
6preventing its transmission, and the availability of
7appropriate sources of counseling and referral, and any other
8information that may be appropriate considering the age and
9grade level of such pupils. The School Board shall supervise
10such training. The State Board of Education and the Department
11of Public Health shall jointly develop standards for such
12training.
13    (d) In this subsection (d):
14    "Domestic violence" means abuse by a family or household
15member, as "abuse" and "family or household members" are
16defined in Section 103 of the Illinois Domestic Violence Act of
171986.
18    "Sexual violence" means sexual assault, abuse, or stalking
19of an adult or minor child proscribed in the Criminal Code of
201961 or the Criminal Code of 2012 in Sections 11-1.20, 11-1.30,
2111-1.40, 11-1.50, 11-1.60, 12-7.3, 12-7.4, 12-7.5, 12-12,
2212-13, 12-14, 12-14.1, 12-15, and 12-16, including sexual
23violence committed by perpetrators who are strangers to the
24victim and sexual violence committed by perpetrators who are
25known or related by blood or marriage to the victim.
26    At least once every 2 years, an in-service training program

1for school personnel who work with pupils, including, but not
2limited to, school and school district administrators,
3teachers, school guidance counselors, school social workers,
4school counselors, school psychologists, and school nurses,
5must be conducted by persons with expertise in domestic and
6sexual violence and the needs of expectant and parenting youth
7and shall include training concerning (i) communicating with
8and listening to youth victims of domestic or sexual violence
9and expectant and parenting youth, (ii) connecting youth
10victims of domestic or sexual violence and expectant and
11parenting youth to appropriate in-school services and other
12agencies, programs, and services as needed, and (iii)
13implementing the school district's policies, procedures, and
14protocols with regard to such youth, including
15confidentiality. At a minimum, school personnel must be trained
16to understand, provide information and referrals, and address
17issues pertaining to youth who are parents, expectant parents,
18or victims of domestic or sexual violence.
19    (e) At least every 2 years, an in-service training program
20for school personnel who work with pupils must be conducted by
21persons with expertise in anaphylactic reactions and
22management.
23    (f) At least once every 2 years, a school board shall
24conduct in-service training on educator ethics,
25teacher-student conduct, and school employee-student conduct
26for all personnel.

3    Sec. 34-18.7. Youth Adolescent and teen mental illness and
4suicide detection and intervention. School guidance
5counselors, teachers, school social workers, and other school
6personnel who work with pupils in grades kindergarten 7 through
712 shall be trained annually to identify the warning signs of
8mental illness and suicidal behavior in youth adolescents and
9teens and shall be taught various intervention techniques. Such
10training shall be provided within the framework of existing
11in-service training programs offered by the Board or as part of
12the professional development activities required under Section
1321-14 of this Code.

15    Section 99. Effective date. This Act takes effect upon
16becoming law.".
