AMENDMENT TO SENATE JOINT RESOLUTION 53

2    AMENDMENT NO. ___. Amend Senate Joint Resolution 53 by
3replacing everything with the following:
 
4    "WHEREAS, The unintended or uncontrolled breeding of cats
5leads to the births of thousands of kittens annually, many of
6whom become feral cats, often referred to as "community cats";
7and
 
8    WHEREAS, There is a need to preserve wildlife, improve cat
9welfare, maintain property rights, and enhance public health by
10humanely managing and limiting the growth of the number of
11feral cats in Illinois; and
 
12    WHEREAS, Feral cats are often impounded and killed, at
13great expense to the community; and
 
14     WHEREAS, Trap, neuter, vaccinate, and return programs

1manage and limit the growth of the number of feral or community
2cats; and
 
3    WHEREAS, Management of feral cats is also affected by local
4government ordinances; and
 
5    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
6ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
7CONCURRING HEREIN, that a Feral Cat Task Force be appointed to
8examine the Animal Control Act, the Humane Care for Animals
9Act, and the Animal Welfare Act and any other relevant
10statutory provisions, other trap, neuter, and return programs
11in other states and trap and adopt programs and make
12comprehensive written recommendations for change that would
13result in the effective management of feral and community cats,
14preserve wildlife, improve cat welfare, maintain property
15rights, and enhance public health; and be it further
 
16    RESOLVED, That the Task Force shall consist of the
17following members:
18    (1) the President of the Senate, or his designee;
19    (2) the Speaker of the House or his designee;
20    (3) the Minority Leader of the Senate or her designee;
21    (4) the Minority Leader of the House of Representatives or
22    his designee
23    (5) a representative appointed by the Department of

1    Agriculture;
2    (6) a representative appointed by the Department of Natural
3    Resources;
4    (7) a representative appointed by the Illinois State
5    Veterinary Medical Association;
6    (8) a representative appointed by the Illinois
7    Environmental Council;
8    (9) a representative who is a county animal control
9    administrator from a county of over 4 million residents;
10    (10) a representative who is on the Board of the Alliance
11    for Contraception in Cats & Dogs (ACCD) appointed by the
12    University of Illinois School of Veterinary Medicine;
13    (11) a representative appointed by Best Friends Animal
14    Society;
15    (12) a representative appointed by the Illinois Farm
16    Bureau;
17    (13) a representative appointed by the Illinois Humane
18    Society;
19    (14) a representative appointed by the Illinois Chapter of
20    the Sierra Club;
21    (15) a representative appointed by the Illinois Audubon
22    Society;
23    (16) a representative appointed by the Illinois Wildlife
24    Society who is a certified wildlife biologist;
25    (17) a representative appointed by the County Animal
26    Controls of Illinois who is currently employed as an Animal

1    Control Administrator or an Animal Control Warden in a
2    county with a population of less than 2 million; and
3    (18) a representative from Tree House Humane Society; and
4    be it further
 
5    RESOLVED, That the Task Force members shall select a
6Chairperson from among themselves; and be it further
 
7    RESOLVED, That appointments to the Task Force must be made
8by July 1, 2016; and be it further
 
9    RESOLVED, That the Task Force shall hold at least 3
10hearings, which shall be held in geographically separate
11regions of the State; and be it further
 
12    RESOLVED, That the Task Force members shall receive no
13compensation, and shall conclude all business by January 1,
142017; and be it further
 
15    RESOLVED, That suitable copies of this resolution be
16delivered to the President of the Senate, the Speaker of the
17House, the Minority Leader of the Senate, and the Minority
18Leader of the House of Representatives."
