| 7 | | "Section 15. Annual report. |
| 8 | | (a) Research facilities that are institutions of higher |
| 9 | | education shall submit an annual report to the Governor and the |
| 10 | | General Assembly regarding: |
| 11 | | (1) an identification of the species and the |
| 12 | | approximate number of dogs or cats to be used; |
| 13 | | (2) a rationale for involving dogs or cats and the |
| 14 | | appropriateness of the species and numbers of dogs or cats |
| 15 | | to be used; |
| 16 | | (3) a complete description of the proposed use of the |

| 1 | | dogs or cats; |
| 2 | | (4) a description of procedures designed to assure that |
| 3 | | discomfort and pain to the dogs or cats will be limited to |
| 4 | | that which is unavoidable for the conduct of scientifically |
| 5 | | valuable research, including a provision for the use of |
| 6 | | analgesic, anesthetic, and tranquilizing drugs when |
| 7 | | indicated and appropriate to minimize discomfort and pain |
| 8 | | to the dogs or cats; |
| 9 | | (5) a description of any euthanasia method to be used; |
| 10 | | (6) financial information related to the research |
| 11 | | projects, including the identities of any external funding |
| 12 | | source and funding amounts; and |
| 13 | | (7) recommendations for legislative action by the |
| 14 | | General Assembly. |
| 15 | | (b) Each annual report required by this Section shall be |
| 16 | | filed on or before March 1 of the calendar year, beginning with |
| 17 | | calendar year 2017, and shall cover the previous calendar year. |
| 18 | | The annual report shall be made available to the public and a |
| 19 | | copy shall be posted on the research facility's Internet |
| 20 | | website. |
| 21 | | (c) If a research facility that is an institution of higher |
| 22 | | education fails to submit an annual report as required by this |
| 23 | | Section, a penalty shall be imposed of $100 per day that shall |
| 24 | | remain delinquent until the annual report is filed. Any funds |
| 25 | | collected under this subsection shall be deposited into the |
| 26 | | General Revenue Fund.".
