AMENDMENT TO SENATE BILL 2157

2    AMENDMENT NO. ______. Amend Senate Bill 2157 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Public Community College Act is amended by
5adding Section 3-8.5 as follows:
 
6    (110 ILCS 805/3-8.5 new)
7    Sec. 3-8.5. Community college trustee's leadership
8training.
9    (a) This Section applies to all community college districts
10with elected or appointed board trustees serving pursuant to
11this Article who have been elected or appointed after the
12effective date of this amendatory Act of the 99th General
13Assembly or appointed to fill a vacancy of at least one year's
14duration of an elected trustee after the effective date of this
15amendatory Act of the 99th General Assembly.
16    (b) Every voting member of a board under subsection (a) of

1this Section shall complete a minimum of 4 hours of
2professional development leadership training covering topics
3that include, but are not limited to, open meetings law,
4community college and labor law, freedom of information law,
5ethics, sexual violence on campus, financial oversight and
6accountability, audits, and fiduciary responsibilities of a
7community college trustee during the first, third, and fifth
8year of his or her term. The community college district shall
9maintain on its Internet website, if any, the names of all
10elected or appointed voting trustees of the board who have
11successfully completed the training, as well as the names of
12all elected or appointed voting trustees of the board who have
13not successfully completed the training, as required under this
14Section.
15    (c) The training under this Section may be provided by an
16association established under this Code for the purpose of
17training community college district board trustees or by other
18qualified providers approved by the State Board, in
19consultation with an association so established.
20    (d) The board member shall certify completion of the
21training required under this Section to the secretary of the
22board. If a board member does not satisfy all requirements
23provided in subsection (b) of this Section or the certification
24indicates that a board member has not completed the training,
25the secretary shall send a notice to all elected or appointed
26members serving on the board and the president or acting chief

1executive officer of the community college of that fact.".
