1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Public Community College Act is amended by
5adding Section 3-8.5 as follows:
 
6    (110 ILCS 805/3-8.5 new)
7    Sec. 3-8.5. Community college trustee's leadership
8training.
9    (a) This Section applies to all community college districts
10with elected or appointed board trustees serving pursuant to
11this Article who have been elected or appointed after the
12effective date of this amendatory Act of the 99th General
13Assembly or appointed to fill a vacancy of at least one year's
14duration of an elected trustee after the effective date of this
15amendatory Act of the 99th General Assembly.
16    (b) Every voting member of a board under subsection (a) of
17this Section shall complete a minimum of 4 hours of
18professional development leadership training covering topics
19that shall include, but are not limited to, open meetings law,
20community college and labor law, freedom of information law,
21contract law, ethics, sexual violence on campus, financial
22oversight and accountability, audits, and fiduciary
23responsibilities of a community college trustee during the

1first, third, and fifth year of his or her term. The community
2college district shall maintain on its Internet website, if
3any, the names of all elected or appointed voting trustees of
4the board who have successfully completed the training, as well
5as the names of all elected or appointed voting trustees of the
6board who have not successfully completed the training, as
7required under this Section.
8    (c) The training under this Section may be provided by an
9association established under this Code for the purpose of
10training community college district board trustees or by other
11qualified providers approved by the State Board, in
12consultation with an association so established.
13    (d) The board member shall certify completion of the
14training required under this Section to the secretary of the
15board. If a board member does not satisfy all requirements
16provided in subsection (b) of this Section or the certification
17indicates that a board member has not completed the training,
18the secretary shall send a notice to all elected or appointed
19members serving on the board and the president or acting chief
20executive officer of the community college of that fact.
