AMENDMENT TO SENATE BILL 1793

2    AMENDMENT NO. ______. Amend Senate Bill 1793 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by adding Section
52-3.163 as follows:
 
6    (105 ILCS 5/2-3.163 new)
7    Sec. 2-3.163. Youth suicide awareness and prevention.
8    (a) This Section may be referred to as Ann Marie's Law.
9    (b) The State Board of Education shall do both of the
10following:
11        (1) In consultation with a youth suicide prevention
12    organization operating in this State, develop a model youth
13    suicide awareness and prevention policy that is consistent
14    with subsection (c) of this Section.
15        (2) Compile, develop, and post on its publicly
16    accessible Internet website both of the following, which

1    may include materials already publicly available:
2            (A) Recommended guidelines and educational
3        materials for training and professional development.
4            (B) Recommended resources and age-appropriate
5        educational materials on youth suicide awareness and
6        prevention.
7    (c) The model policy developed by the State Board of
8Education under subsection (b) of this Section and any policy
9adopted by a school board under subsection (d) of this Section
10shall include all of the following:
11        (1) A statement on youth suicide awareness and
12    prevention.
13        (2) Protocols for administering youth suicide
14    awareness and prevention education to staff and students.
15        (3) Methods of prevention, including procedures for
16    early identification and referral of students at risk of
17    suicide.
18        (4) Methods of intervention, including procedures that
19    address an emotional or mental health safety plan for
20    students identified as being at increased risk of suicide.
21        (5) Methods of responding to a student or staff suicide
22    or suicide attempt.
23        (6) Reporting procedures.
24        (7) Recommended resources on youth suicide awareness
25    and prevention programs, including current contact
26    information for such programs.

1    (d) Beginning with the 2015-2016 school year, each school
2board shall adopt an age-appropriate youth suicide awareness
3and prevention policy consistent with subsection (c) of this
4Section, inform each school district employee and the parent or
5legal guardian of each student enrolled in the school district
6of such policy, and post such policy on the school district's
7publicly accessible Internet website. The policy adopted by a
8school board under this subsection (d) may be based upon the
9model policy developed by the State Board of Education under
10subsection (b) of this Section.
 
11    Section 99. Effective date. This Act takes effect upon
12becoming law.".
