1    AN ACT concerning health.

 
2    Be it enacted by the People of the State of Illinois, 
3represented in the General Assembly: 



 
4    Section 1. Short title. This Act may be cited as the 
5Lactation Accommodation in
Airports Act.
 
6    Section 5. Private place for nursing mothers. 
7    (a) On or before January 1, 2017, the airport manager of an 
8airport operated by a city, county, city and county, or airport 
9district that conducts commercial operations and that has more 
10than 1,000,000 enplanements a year shall provide a room or 
11other location at each airport terminal behind the airport 
12security screening area for members of the public to express 
13breast milk in private that:
14        (1) includes, at a minimum, a chair and an electrical 
15    outlet; and
16        (2) is located outside of the confines of a public 
17    restroom.
18    (b) An airport that conducts commercial operations with 
19fewer than 1,000,000 enplanements a year shall comply with 
20subsections (a) and (c) of this Section upon new terminal 
21construction or the replacement, expansion, or renovation of an 
22existing terminal.
23    (c) Upon construction of a new terminal or the replacement,

1expansion, or renovation of an existing terminal, an airport 
2shall provide a sink in any room or other location designated 
3to comply with this Section.
4    (d) As used in this Section, "renovation of an existing 
5terminal" means the repurposing of more than 25% of the space 
6in the terminal.

 
7    Section 90. The State Mandates Act is amended by adding 
8Section 8.39 as follows:
 
9    (30 ILCS 805/8.39 new)
10    Sec. 8.39. Exempt mandate. Notwithstanding Sections 6 and 8 
11of this Act, no reimbursement by the State is required for the 
12implementation of any mandate created by this amendatory Act of 
13the 99th General Assembly.
